In March 2002, the International Plant Protection Convention (IPPC) issued the No. 15 international phytosanitary measure standard, ISPM15. After the implementation of the standard, the text and content have been modified for many times, including adding pest control treatment methods, updating pest control treatment indicators, etc. The latest version was released in 2019.

The standard stipulates that the wooden packaging of goods in international trade shall be treated with pest control in accordance with the methods and indicators specified in the standard, and shall be marked with IPPC drawings.

What does the IPPC logo look like?

IPPC logo can have multiple styles, but all should have IPPC symbol, country code, processing enterprise number and processing method code. Taking China's outbound wooden packaging as an example, the IPPC symbol represents the International Plant Protection Convention; CN stands for China; The number of the processing enterprise approved by the customs is represented by "2-digit customs area code+3-digit serial number"; The treatment methods of wood packaging: HT represents (steam or cellar drying) heat treatment, DH represents dielectric heating treatment, MB represents methyl bromide fumigation treatment, and SF represents sulfuryl fluoride fumigation treatment.

Why IPPC logo?

With the advantages of high strength, good toughness, recyclability and reusability, wooden packaging has become the main carrier and support of international cargo transportation. However, wood packaging is also the main carrier of cross-border spread of forest pests, which can spread pine wood nematode, longicorn beetle, termite, beetle, tree bee, chitin worm, weevil and many other pests. Since 1998, some major trading countries have required the export country to carry out quarantine on the exit wooden packaging and issue a phytosanitary certificate.

As the wooden packaging in international trade involves many kinds of goods and their related enterprises, and the number of batches is large, it will consume a lot of administrative resources to implement quarantine and issue certificates for each batch of wooden packaging according to the conventional quarantine practices. For this reason, IPPC member countries have reached the above mentioned international phytosanitary measure standard No. 15 through consultation, that is, wood packaging in international trade will not be quarantined and certificated for each batch of wood packaging as long as it has been treated with disinfection and identification; All member states shall mutually recognize the logo, and only inspect the IPPC logo when entering the country, without having to inspect the phytosanitary certificate.

Which wooden packages should be treated with pest control and IPPC identification?

Wooden materials used for carrying, packaging, bedding, supporting and reinforcing goods, such as wooden cases, crates, pallets, frames, barrels (except for oak barrels containing alcohol), wooden shafts, wedges, skids, sleepers, linings, etc. Due to the possibility of carrying harmful organisms, they need to undergo pest control treatment and IPPC logo before leaving the country.

Wood materials for packaging (such as plywood, particleboard, fiberboard, etc.) that have been artificially synthesized or deeply processed by heating and pressurizing, thin plate rotary cutting cores, sawdust, wood wool, shavings, etc., and wood materials with a thickness of 6 mm or less do not need to be treated because the possibility of carrying pests is very small.

Wooden packaging should be made of peeled wood, but it is allowed to have bark with a width of less than 3 cm (no matter how long), or a width of more than 3 cm, but the total surface area of a single piece of bark is less than 50 square centimeters.

What are the customs regulations on quarantine of entry and exit wooden packaging?

First, the customs shall carry out spot check and quarantine on the wooden packaging used for outbound goods. If it is found that the wooden packaging does not meet the requirements, it shall not be allowed to leave the country. Only the enterprises approved by the customs to apply IPPC marks to the wooden packaging of outbound goods can produce and apply IPPC marks to the wooden packaging of outbound goods. Enterprises using wood packaging that have not obtained the qualification for adding logo shall not add IPPC logo without authorization. However, they can purchase wood packaging that has undergone disinfection treatment and added IPPC logo from the logo adding enterprises announced by the customs, and require the logo adding enterprises to provide qualification certificates for the disinfection treatment of wood packaging of outbound goods.

Second, the customs shall implement the following provisions for the wooden packaging used for the entry goods: the wooden packaging with IPPC special marks shall be spot checked and quarantined according to the provisions, and if no living pests are found, it shall be released immediately; If live pests are found, the owner or his agent shall be supervised to carry out disinfestation treatment on the wooden packaging. Wooden packages without IPPC special marks shall be treated with pest elimination or destruction under the supervision of the customs. If it is impossible to determine whether IPPC special marks are added to wooden packages at the time of customs declaration, the customs shall conduct spot check and quarantine according to regulations. After spot check, if it is confirmed that the wooden package is provided with IPPC special marks and no living pests are found, it shall be released; If live pests are found, the owner or his agent shall be supervised to carry out disinfestation treatment on the wooden packaging; If it is found through spot check that the wooden package is not marked with IPPC special marks, the wooden package shall be treated with pest elimination or destruction. Administrative penalty shall be imposed in accordance with relevant regulations for those who fail to declare the customs but find the use of wooden packaging through spot check. Wooden packaging with serious violations can be returned together with the goods.

Third, wood packaging that is reused, reprocessed or repaired should be revalidated and labeled to ensure that all components of wood packaging materials have been treated.
