In order to support and promote the high-quality co construction of the "Belt and Road", further promote the development of international railway intermodal trains, and improve the efficiency and facilitation of the rapid customs clearance of import and export goods in domestic railway sections, the General Administration of Customs has decided to optimize the business model of rapid customs clearance by railway (hereinafter referred to as "Express"). Relevant matters are announced as follows:
1、 The consignee or consignor of import and export goods or their agents, and the person in charge of inbound and outbound means of transport can apply for express business through the "single window" of international trade.
2、 The consignee of imported goods (or its agent) or the person in charge of the inbound and outbound means of transport shall transmit the application information of inbound cargo express to the customs before the transmission of the tally report.
The consignor of export goods (or its agent) or the person in charge of the inbound and outbound means of transport shall transmit the application information of outbound goods express to the customs after the electronic data of the pre configured manifest is put into storage and before the customs at the place of departure handles the declaration formalities.
The person in charge of the inbound and outbound means of transport or the operator of the customs supervised workplace shall transmit to the customs the electronic data of the railway manifest, such as the information on the carriage of inbound and outbound express goods, the information on the arrival of inbound and outbound express goods, the arrival report, etc.

3、 The consignee or consignor of import and export goods or its agent may apply to the customs at the place of destination (the place of departure) for handling the procedures of merging and distributing the manifest.
4、 If the Express cargo meets the conditions for manifest change, the person in charge of the inbound and outbound means of transport can apply to the customs at the destination (the place of departure) to modify the original manifest and the electronic data of the pre configured manifest.
5、 If it is necessary to break the seal and change the container for some reason during the transportation of express goods, the person in charge of the inbound and outbound means of transport shall notify the customs at the destination (the place of departure).After the customs at the place of destination (place of departure) verify and agree, coordinate with the customs at the place of passing to supervise the reshuffle and notify the customs at the place of entry (exit) in writing.
The contents of this announcement shall come into force on December 15, 2023.In case of any inconsistency between the relevant contents of Announcement No. 5 of the General Administration of Customs in 2021 and this Announcement, this Announcement shall prevail.
