1、 What is American ginseng

The wild American ginseng is native to North America and naturally distributed in the American forest at 30 ° - 48 ° N and 67 ° - 95 ° W, that is, the east of the United States and the southeast of Canada, including New York and Missouri in the United States, Montreal and Quebec in Canada. American ginseng in China is a transplant species, not a wild American ginseng. It grows in low latitude and high altitude mountains. 2、 Why American ginseng is an endangered species

In order to further protect American ginseng, in 1975, the World Conservation Union listed it in Annex II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and prohibited its carrying and trade without permission. The whole, slice and part of the roots of American ginseng, whether cultivated artificially or wild, are managed according to the entry and exit of endangered species, but not including powder, tablet, extract, tonic, tea, cake and other products or derivatives.

The spirit of CITES is to regulate rather than completely prohibit the international trade of wild species. It uses species classification and licensing to achieve sustainable utilization of the wild species market. The species in Appendix II include species that are not necessarily threatened with extinction, but their trade must be controlled to avoid use inconsistent with their survival. American ginseng and its products commonly seen in the market of China are mostly cultivated varieties, not wild varieties.


3、 The significance of supervising the carrying, delivery, import and export of American ginseng in China
American ginseng, as a precious and top grade Chinese medicine, is also a high-quality tonic. For many years, American ginseng has been a common gift for relatives and friends of tourists returning from North America, but American ginseng has long been under international control, including China. The control of American ginseng is for the purpose of animal and plant quarantine on the one hand, and the protection of endangered animals and plants on the other hand.

(1) In terms of animal and plant quarantine, fresh American ginseng has the ability to reproduce. At the same time, fresh American ginseng may leave soil on its surface, which may carry nematodes, molds or other pathogenic microorganisms. In order to prevent the introduction of animal and plant diseases and pests, prevent the invasion of alien species, and protect the production safety, ecological safety and public health safety of agriculture, forestry, animal husbandry and fishery in China, inspection and quarantine are required.

(2) From the perspective of protection of endangered animals and plants, China joined the Convention on International Trade in Endangered Species of Wild Fauna and Plants in 1980, and the Convention came into force in China in 1981. In 2006, China issued and implemented the Regulations of the People's Republic of China on the Administration of the Import and Export of Endangered Wild Animals and Plants, aiming at strengthening the import and export management of endangered wild animals and plants and their products, protecting and reasonably utilizing wild animal and plant resources, and fulfilling CITES obligations in the form of domestic laws. American ginseng is an endangered plant restricted from trade in Appendix II of CITES, which is subject to supervision and management by China's customs according to law.


4、 Requirements for carrying, delivering, importing and exporting American ginseng
Any unit or individual carrying, mailing, importing or exporting American ginseng, whether wild or artificially planted, shall obtain the "Permit for Import and Export of the Convention on International Trade in Endangered Species of Wild Fauna and Flora of the People's Republic of China" issued by the National Administration of the Import and Export of Endangered Species, and comply with relevant regulations and requirements.

According to Article 2 and Article 3 of the Measures for the Administration of Import and Export Certificates of Wild Animals and Plants, the provisions of these Measures shall apply to the import and export of wild animals and plants and their products by means of freight, mail, express mail and passengers. Where wildlife and its products are imported or exported according to law, the administration of wildlife import and export certificates shall be implemented. Wildlife import and export certificates include import and export permit certificates and species certificates. The import and export of endangered wild animals and plants and their products which are listed in the Commodity Catalogue of Import and Export Wild Animal and Plant Species and whose import and export are restricted by the Convention, and the export of wild animals and plants and their products which are listed in the commodity catalogue and are under national key protection, shall be subject to the administration of import and export permit certificates. The commodity catalogue shall be jointly formulated, adjusted and published by the Office of the People's Republic of China for the Administration of the Import and Export of Endangered Species and the General Administration of Customs.

(1) From the perspective of carrying and sending American ginseng into and out of the country
The Ministry of Agriculture and Rural Affairs and the General Administration of Customs jointly released the Catalogue of Animals and Plants, Their Products and Other Quarantine Objects Prohibited from Carrying, Posting and Delivering into China. Among the "plants and plant products" prohibited from carrying, posting and delivering into China, fresh American ginseng belongs to the "seeds, seedlings and other plants, plant products and materials with reproductive capacity" stipulated in Article 12 Name.

(2) From the perspective of American ginseng import and export
1. According to the Catalogue of Food Exported to China from Countries or Regions that Meet the Assessment and Review Requirements and Have Traditional Trade issued by the General Administration of Customs, only fresh or dry American ginseng is allowed to be imported from the United States or Canada, and it is not allowed to import or export American ginseng from other countries.
2. According to Article 7 of the Regulations of the People's Republic of China on the Administration of the Import and Export of Endangered Wild Animals and Plants, the import or export of endangered wild animals and plants and their products restricted by the Convention, and the export of wildlife and their products restricted by the State Council or the competent wildlife department under the State Council, shall be approved by the competent wildlife department under the State Council.
3. According to Article 20 of the Regulations of the People's Republic of China on the Protection of Wild Plants, the export of wildlife under special state protection or the import and export of wildlife restricted by international conventions to which China is a party shall be approved by the competent forestry administrative department under the State Council according to the administrative authority, or by the province, autonomous region The competent agricultural administrative department of the people's government of the municipality directly under the Central Government shall, after examination, report to the competent agricultural administrative department of the State Council for approval, and obtain the import and export permit certificate or label issued by the national administrative agency for the import and export of endangered species. The customs shall examine and release the goods on the strength of the import and export permit certificate or labels.
4. According to the provisions of Articles 19 and 21 of the Regulations of the People's Republic of China on the Administration of the Import and Export of Endangered Wild Animals and Plants, the import or export of endangered wild animals and plants and their products shall be conducted at the ports designated by the department in charge of wildlife under the State Council in conjunction with the General Administration of Customs and approved by the State Council. Those who import or export endangered wild animals and plants and their products shall submit the import and export permit certificate to the customs, accept customs supervision, and submit a copy of the import and export permit certificate verified by the customs to the national administration for import and export of endangered species for the record within 30 days from the date of customs release.
