In order to implement the spirit of the Twentieth National Congress of the Communist Party of China, thoroughly implement the important letter spirit of General Secretary Xi Jinping to college students of the Third China "Internet+" College Students Innovation and Entrepreneurship Competition "Youth Red Dream Building Journey", comprehensively promote the integrated development of education, science and technology, and talents, run innovative education through the whole process of educational activities, and cultivate creative talents with creative education, To select and cultivate outstanding works for the 10th Zhejiang International "Internet+" Undergraduate Innovation and Entrepreneurship Competition, the relevant matters are notified as follows:

2、 Track and conditions

For the time being, with reference to the requirements of the notice of the 2023 provincial competition, and in combination with the actual situation of our college, our college can participate in the main track of higher education, the track of youth's red dream building journey and the track of industry proposition. Specific conditions of relevant track are as follows:

（1） High school main track

According to the stage of entrepreneurship, there are creative group, start-up group and growth group, and the types of entries are set according to new engineering, new medical, new agricultural and new liberal arts. The specific entry conditions are as follows:

1. Contest groups and objects

(1) Creative Group

① The project has good creativity and relatively formed product prototype or service model, and has not completed various registration of industry and commerce before the date of the notice of the competition.

② The applicant must be the project leader, and the project leader and members must be full-time school-based junior college students of ordinary colleges and universities (excluding in-service education).

③ The school's scientific and technological achievements transformation project cannot participate in the competition of this group (except for the person who has completed the scientific and technological achievements and the person who is the first among all the applicants).

2. Startup group

(1) The registration of the industry and commerce of the participating projects is less than 3 years (March 1, 2020

(2) Start up group

① The industry and commerce registration of the participating projects has not been completed for 3 years (on or after March 1, 2021).

② The applicant must be the project leader and the legal representative of the participating enterprise, and must be a full-time undergraduate and junior college student (excluding on-the-job education) in ordinary colleges and universities, or a full-time undergraduate and junior college student who has graduated within 5 years (i.e. graduates after 2019, excluding on-the-job education). The change of the legal representative of the enterprise after the release date of the notice of the competition will not be recognized.

③ In the equity structure of the project, the equity of the legal representative of the enterprise shall not be less than 1/3, and the total equity of the team members shall not be less than 51%.

(3) Growth group

① All kinds of entries, such as industrial and commercial registration, have been registered for more than 3 years (before March 1, 2021).

② The applicant must be the project leader and the legal representative of the participating enterprise must be full-time college students (excluding on-the-job education) in ordinary colleges and universities, or full-time college students within 5 years of graduation (i.e. graduates after 2019, excluding on-the-job education). The change of the legal representative of the enterprise after the release date of the notice of the competition will not be recognized.

③ In the equity structure of the project, the equity of the legal representative of the enterprise shall not be less than 10%, and the total equity of the team members shall not be less than 1/3.

2. Project type

(1) New engineering projects: big data, cloud computing, artificial intelligence, blockchain virtual reality, intelligent manufacturing, cyberspace security, robot engineering, new materials for industrial automation and other fields, projects that meet the new engineering construction philosophy and requirements;

(2) New medical projects: modern medical technology, intelligent medical equipment, new drug research and development, health care, food and medicine health care, intelligent medicine, biotechnology, biomaterials and other fields, which meet the new medical construction concept and requirements;

(3) New agricultural projects: modern seed industry, intelligent agriculture, agricultural big data of intelligent agricultural machinery and equipment, food nutrition, leisure agriculture, forest health care, ecological restoration, agricultural carbon sink and other fields, projects that meet the new agricultural construction concept and requirements:

(4) New liberal arts projects: cultural education, digital economy, financial technology, finance and economics, legal affairs, financial media, translation, tourism and leisure, animation, cultural and creative design and development! E-commerce, logistics, sports, intangible cultural heritage protection, social work, housekeeping services, elderly care services and other fields, projects that meet the concept and requirements of new liberal arts construction.

The project team should carefully understand and grasp the "four new" development requirements, and reasonably select the category of the project in combination with the above classification and project reality. The participating projects are not limited to "Internet+" projects. All kinds of innovation and entrepreneurship projects are encouraged to participate, and the corresponding types are selected according to the construction connotation of "four new" and the direction of industrial development.

3. Mode requirements

(1) This track will be entered as a team. It is allowed to form cross school teams. Each team shall have no less than 3 members and no more than 15 members (including the team leader), and must be the actual core members of the project. Entrepreneurial projects reported by participating teams must be projects planned or operated by their own teams, and other projects cannot be borrowed for participation.

(2) The participating school represented by the participating team is determined according to the student status or educational background of the leader of the participating team, and the participating school represented is unique.

（2） "Youth Red Dream Building Tour" track

According to the nature and characteristics of the project, it is divided into public welfare group, creative group and entrepreneurial group. The specific entry conditions are as follows:

1. Contest groups and objects

(1) Public welfare group

① Entrepreneurial plans and practices that do not aim at profit, actively promote the spirit of public welfare, and have good creativity, products or service models in the field of public service.

② The applicant is an independent public welfare project or social organization. Projects registered or unregistered as public welfare institutions (or social organizations) can participate.

(2) Creative Group

① Based on the professional and disciplinary background or relevant resources, the projects will solve the main problems faced by the development of agricultural, rural and urban communities, help rural revitalization and community governance, and promote the common development of economic and social values.

② The entries have not completed the registration of industry and commerce and other types of registration before the issuance date of the notice of the competition.

(3) Entrepreneurship Group

① The participating projects solve the main problems faced by agricultural, rural and urban community development by commercial means, help rural revitalization and community governance, realize the common development of economic and social values, and promote common prosperity.

② The entries have been registered in industry and commerce and other fields before the issuance of the notice of the competition, and the students must be legal representatives. In the equity structure of the project, the equity of the legal representative of the enterprise shall not be less than 10%, and the total equity of the participating members shall not be less than 1/3.

2. Project requirements

(1) The projects participating in the "Youth Red Dream Building Tour" should meet the requirements of the competition, and be innovative, effective and sustainable in promoting the economic and social development of agriculture, rural areas and urban and rural communities.

(2) Enroll as a team. It is allowed to form a team across schools. Each team must have at least 3 participants and no more than 15 participants (including the team leader), who must be the actual core members of the project. Entrepreneurial projects reported by participating teams must be projects planned or operated by their own teams, and other projects cannot be borrowed for participation.

(3) The applicant must be the project leader, and must be a full-time student of ordinary colleges and universities (including undergraduate and graduate students, excluding in-service education), or a full-time student who has graduated within 5 years (i.e. graduates after 2019, excluding in-service education); Students of National Open University (only for academic education). The change of the legal representative of the enterprise after the release date of the notice of the competition will not be recognized.

（3） Industry proposition track

The industry proposition track is now the stage of soliciting enterprise proposition. Please pay attention to relevant information in a timely manner, strengthen the contact with relevant enterprises above the designated size, and actively explore project applications according to relevant directions.

3、 Entry requirements

（1） The participating projects can closely combine with the actual needs of various economic and social fields, fully reflect the achievements of the college in the construction of new engineering, new medical, new agricultural and new liberal arts, cultivate new products, new services, new formats and new models, promote the transformation and upgrading of manufacturing, agriculture, health, energy, environmental protection, strategic emerging industries and other industries, and promote digital technology and education Medical care, transportation, finance, consumer life, cultural communication and other aspects are deeply integrated.

（2） The participating projects should carry forward positive energy and practice the core socialist values of authenticity, health and legality. It shall not contain any content that violates the Constitution of the People's Republic of China and other laws and regulations. The invention creation, patented technology and resources involved must have clear and legal intellectual property rights or real rights. In case of plagiarism, misappropriation of other people's achievements, provision of false materials and other acts that violate relevant laws and regulations and the spirit of the competition, once found, they will immediately lose their qualification, awards and other relevant rights, and bear all legal responsibilities.

（3） Only one track that meets the requirements can be selected to participate in the competition. The participating school represented by the participating team is determined according to the student status or educational background of the person in charge of the participating team, and the participating school represented is unique. The contestants of our college students who form teams across secondary colleges will be determined to represent the secondary college according to the secondary college where the team leader is located.

（4） The participants (excluding the teachers among the members of the industry proposition track) shall not be more than 35 years old (born on or after March 1, 1989).

（5） The college will strictly review the entries to ensure their compliance and authenticity. The review mainly includes the qualification of the competition and the scientific and technological achievements, intellectual property rights, financial conditions, operations, honors and awards involved in the project.

4、 Project registration

（1） Please submit the work information summary form to the competition organizing committee office before May 20, 2024, and send the electronic copy to the email address: jycxfzb@163.com 。 And submit a hard copy of the work information summary sheet of the college (only A-I columns need to be printed) to the 207 office of the activity center.

（2） Each college should deploy in a timely manner according to the requirements of the document, and on the basis of the original "Gufeng Cup" competition team, dig deeply into the projects, various scientific and technological achievements, service creativity, etc. applicable to this "Internet+" Undergraduate Innovation and Entrepreneurship Competition, and form several teams. According to the proportion of teachers and students and the characteristics of the discipline, the number of works declared by each college is determined. See the following table for details:

If there is any change in the specific requirements of the competition, the notice of the 10th International "Internet+" Undergraduate Innovation and Entrepreneurship Competition issued by the Ministry of Education shall prevail. 5、 Job requirements

（1） Highly valued and well organized. The series of innovation and entrepreneurship competitions have played a positive role in cultivating students' comprehensive quality and improving their ability to find jobs and start businesses. Each college should specify the leaders in charge, implement the competition contacts, make arrangements, actively select and cultivate excellent projects to participate in the competition according to the requirements of the recommended number of projects, and earnestly grasp the competition organization work, do a good job, and achieve results.

（2） Improve the mechanism and strengthen guidance. Each college should further improve its working mechanism, take the competition as an opportunity to carry out in-depth innovation and entrepreneurship education, organically link the innovation and entrepreneurship competition with college students' career planning, innovation and entrepreneurship training plans at all levels and other work, implement the entrepreneurship project mentoring system, and strengthen the guidance services for college students' innovation and entrepreneurship activities.

（3） Mobilize extensively to create an atmosphere. All colleges should strengthen publicity, mobilize extensively, and actively explore alumni and alumni projects. In particular, they should take greater efforts and more powerful measures in the alumni mining project, and provide maximum support and help for alumni and alumni to participate in the competition, so as to form a good atmosphere for innovation and entrepreneurship.
