13 Departments Jointly Announce the Third Batch of National Cities' Pilot List of Fifteen Hour Convenient Living Circles

On September 6, the Ministry of Commerce announced that 13 departments including the Ministry of Commerce, the National Development and Reform Commission, and the Ministry of Civil Affairs had identified 70 pilot areas for the third batch of cities in China, covering 27 provinces, autonomous regions, and municipalities directly under the Central Government, including Beijing, Tianjin, and Shanxi, based on the declaration of various places, after expert review and public announcement.

The Ministry of Commerce and other 13 departments issued a notice requiring that the relevant provincial departments should urge the pilot areas to adhere to the requirements of the three-year action plan to comprehensively promote the construction of a quarter hour convenient living circle in the city, adhere to the combination of the needs of the people and top-level design, take the residents' satisfaction assessment as an important standard to test the effectiveness of the work, scientifically plan and implement the pilot scheme. In accordance with the principle of "what is lacking and what is replenished", we should develop "one store, one morning", supplement "one dish, one repair", and serve "one old and one young". We should give priority to the basic guarantee type of business, develop quality improvement type of business according to local conditions, make up for the shortcomings of people's livelihood in a circle, and create a diversified multi-level consumption scene.

The notice proposed that the relevant provincial departments should guide the pilot areas to carry out hierarchical and classified construction and evaluation in accordance with "basic, upgrading and quality". We should actively promote the development of provincial pilot projects, select the best pilot cities at the provincial level, typical communities and key enterprises in the convenient life circle, and expand the service coverage of the convenient life circle to benefit more community residents. We should summarize and promote the pilot experience, boldly explore in policy innovation, management innovation, model innovation and other aspects, and form reproducible mature experience and quantifiable work results. We should strengthen publicity, build consensus, amplify the pilot effect, and effectively enhance the people's sense of gain, happiness, and satisfaction.
