Shi Xiaopeng, Deputy Director General of the Provincial Department of Industry and Information Technology: At present, due to insufficient market demand, declining profitability, rising accounts receivable and other factors, the foundation for the recovery of small and medium-sized enterprises in the province is not solid, the endogenous power is not strong, and confidence expectations are not stable. It is necessary to strengthen the precise implementation of policies and actively take effective measures to help SMEs solve difficulties and boost confidence in development.

Further optimize the development environment for small and medium-sized enterprises. Take the combination of online and offline (300959), strengthen the publicity, implementation and interpretation of various policies and measures, make good use of the province's cross departmental policy information online publishing platform for small and medium-sized enterprises, itemize the "dry goods" of various preferential policies, and accurately push them to small and medium-sized enterprises through intelligent matching and one key direct access. We should carry out the work of preventing and resolving arrears of small and medium-sized enterprises in a down-to-earth manner, strengthen the verification and handling of complaint clues, and ensure that "everything has an answer and everything is settled". We will continue to promote "small scale upgrading" and strive to increase about 5000 small and medium-sized enterprises above designated size throughout the year.

We will further support small and medium-sized enterprises to specialize in new developments. Fully implement the three-year action plan for the cultivation of specialized, special and new enterprises, vigorously promote the "eight major projects" such as enterprise gradient cultivation and innovation level improvement, and support specialized, special and new enterprises to benchmark with world-class enterprises to improve their comprehensive strength and competitiveness. Focusing on the "1650" industrial system, we will strive to cultivate and identify more than 1500 provincial-level specialized, special and new small and medium-sized enterprises this year, and strive to create more than 30 single champion manufacturers.

Further promote the "smart transformation and digital transformation" of small and medium-sized enterprises. Deeply implement the three-year action plan of "smart transformation and digital transformation", continue to enrich the resource pool of "smart transformation and digital transformation" service providers, formulate and issue the guidelines for free diagnosis of small and medium-sized enterprises, improve and release the implementation guidelines of "smart transformation and digital transformation" in 12 industries, complete the digital transformation task of 10000 small and medium-sized industrial enterprises above the designated size within the year, and strive to reach the end of 2024, Small and medium-sized industrial enterprises above the provincial scale have fully realized the "transformation from intelligent to digital".

We formulated and implemented the Opinions on Further Strengthening the Construction of the Provincial Industrial and Informatization Service System, and accelerated the construction of a provincial enterprise service network through provincial, municipal and county public service institutions relying on the "digital industry and information" platform. We will improve the white list system for financing high-quality small and medium-sized enterprises, and strive to break through 45000 white list enterprises. Deeply implement the provincial key industrial chain high-quality SME listing cultivation plan, establish 500 listed enterprise cultivation libraries, carry out counseling and training in different levels and categories, and help enterprises to go public for financing.
