In 2021, the output value of the leading industries of 45 national clusters will reach 19 trillion yuan, 18 national manufacturing innovation centers will be built, accounting for 70% of the total number of national innovation centers, more than 1700 national technological innovation carriers, and more than 170 national single champion enterprises and more than 2200 national specialized and new "little giant" enterprises will be cultivated and created, It has become an important carrier to promote the high-quality development of the manufacturing industry.

The 45 national clusters involve 19 provinces (autonomous regions, municipalities directly under the Central Government) and 3 cities specifically designated in the plan, including 30 in the eastern region, 8 in the central region, 5 in the western region, and 2 in the northeast region.
