In order to implement the decision and deployment of the CPC Central Committee, the State Council, the provincial party committee and the provincial government on promoting large-scale equipment renewal and consumer goods trade in, fully tap the potential of domestic demand, and promote the growth of consumption investment, the following implementation plan is formulated in combination with the actual situation of our city.
1、 Work objectives
Adhere to the principle of market orientation and government guidance, encourage the advanced, eliminate the backward, lead the standard and improve in an orderly manner, carry out the "four major actions" of equipment renewal, consumer goods trade in, recycling, and standard improvement, accelerate the development of new quality productivity, solidly promote high-quality development, and promote the reasonable growth of economic realization and effective quality improvement. By 2027, the city's equipment investment scale in industries, agriculture, construction, transportation, education, culture and tourism, medical care and other fields will increase by more than 25% compared with 2023; The energy efficiency of major energy consuming equipment in key industries has basically reached the level of energy conservation, the proportion of production capacity whose environmental protection performance has reached the level of A has increased significantly, the popularization rate of digital R&D and design tools of industrial enterprises above designated size has reached 90%, and the numerical control rate of key processes has reached the provincial average; The recovery of end-of-life vehicles doubled compared with 2023, and the transaction volume of second-hand vehicles increased by 50%; The recycling amount of waste household appliances will increase by 35% compared with 2023, and the proportion of renewable materials in resource supply will further increase.
2、 Implement equipment update actions in key areas
（1） Promote equipment renewal and technological transformation in the industrial field. We will promote the upgrading and transformation of production lines in traditional industries, and accelerate the elimination and renewal of outdated and inefficient energy saving and environmental protection equipment, energy, chemical and other industries. Implement the action of updating advanced equipment, promote the upgrading of energy saving and environmental protection equipment manufacturing and four leading industries, including new energy, new materials, unmanned aerial vehicles and general aviation, as well as three potentially advantageous industrial production equipment, including artificial intelligence, electronic information and general health, to high-end, refined and green. Accelerate the construction of intelligent factories, vigorously promote intelligent manufacturing equipment, and support advantageous enterprises to "integrate data with reality" and "transform intelligence into digital". Vigorously promote environmental protection and safety technology innovation, organize safety and energy efficiency diagnosis of key industries and important equipment, and further improve production efficiency and safety level.
By the end of 2027, we will promote the implementation of more than 5 energy conservation and carbon reduction technology transformation projects, add 5 environmental protection performance A-level enterprises, build 20 digital workshops and smart factories, and reach about 25 national and provincial green manufacturing units. Establish a database and project reserve for urban building energy conservation and carbon reduction renovation, and promote energy conservation and green renovation of existing buildings as a whole. Encourage and guide construction enterprises to eliminate old equipment, update and purchase new energy, new technology and intelligent construction equipment. By the end of 2027, more than 1000 kilometers of gas pipelines will be reconstructed and more than 500 existing residential elevators will be installed; More than 40 kilometers of damaged pipe networks have been reconstructed and repaired, and more than 10 sewage treatment plants have been renovated. （3） We will promote the renewal of transportation equipment and old agricultural machinery. We will continue to implement the "Electric Sichuan" action and hydrogen energy demonstration application, continue to promote the electrification of urban public operating vehicles, promote the electrification of heavy trucks and the replacement of hydrogen energy, accelerate the elimination of operating diesel trucks with national emission standards of III and below, and accelerate the digital transformation of transportation network equipment. Promote the upgrading of intelligent operation and monitoring facilities and equipment in key sections of ordinary national and provincial roads, and improve the construction of traffic operation monitoring and emergency command system. Vigorously develop new quality productivity of electric and hydrogen energy green aviation equipment, and expand innovative products and scenario applications such as emergency rescue and logistics transportation. We will continue to eliminate old agricultural machinery and equipment, and update and apply efficient and low-cost intelligent agricultural machinery and equipment. Promote information facilities and equipment for low-temperature storage of grain, and improve the intelligent level of storage management. By the end of 2027, more than 100 new energy operating vehicles will be added, about 300 old agricultural machinery and equipment will be eliminated, and about 1000 new agricultural machinery and equipment will be purchased. We will implement three major projects, namely, the upgrading of tourist facilities in scenic spots, the upgrading of service facilities in cultural relics exhibition halls, and the upgrading of audio-visual equipment for radio, television, and performing arts, to improve the comfort and safety of cultural tourism. We will strengthen the construction of a high-quality and efficient medical and health service system, encourage qualified medical institutions to accelerate the iterative upgrading of diagnostic and treatment equipment, communication equipment and security facilities to a higher level, promote the transformation of medical institutions' wards and environmental improvement, and complement the shortcomings of ward facilities. Strictly implement the mandatory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old vehicles that meet the mandatory scrapping standards according to laws and regulations. （6） Carry out the exchange of old household appliances for new ones. Implement the subsidy policy of Sichuan Province on the exchange of old appliances for new ones, encourage home appliance sales enterprises to cooperate with various enterprises such as service, recycling, consumer finance, etc., open online and offline home appliance exchange zones, and give preferential treatment to consumers who exchange old appliances for energy-saving home appliances. Carry out promotional activities for the renewal of household decoration consumer goods, promote the assembly of interior decoration of buildings, and vigorously promote the application of bamboo furniture, bamboo flooring and other "bamboo instead of plastic" products. Support employees to withdraw the balance of the housing provident fund account for the purchase, construction, renovation and overhaul of self owned housing. 4、 Implement recycling action
（8） Improve the recycling network of waste products and equipment. Fully connect the overall planning of land space of cities and counties, prepare the layout plan of renewable resources recovery network, ensure the reasonable land use demand, comprehensively promote the "integration of two networks" of classified collection and transportation of domestic waste and renewable resources recovery, and guide state-owned platform companies or large-scale enterprises to invest in the construction of professional sorting centers. We will guide the development of multiple recovery modes such as "car instead of stock", appointment of door-to-door, and fixed time, promote intelligent self-help recovery methods, and improve the convenience of sales of recovered materials. Guide enterprises to strengthen environmental management in the process of dismantling, and crack down on illegal dismantling of waste electrical and electronic products, illegal transfer and disposal of hazardous waste generated from dismantling and other environmental violations. By the end of 2027, the city will have more than 4 new standardized recycling stations. We will deepen the province's pilot export of second-hand cars, optimize the registration management of second-hand car transactions and the process of handling export licenses, and expand the scale of second-hand car exports. Support electronic product manufacturers to develop second-hand trading, refurbishment and maintenance and other businesses, and encourage innovation in the "Internet+second-hand" model. Strengthen the security supervision of second-hand trading information of computer, communication and consumer electronic products, and prevent user information leakage and malicious recovery. Promote the construction of offline second-hand commodity trading market, standardize supervision and management, and promote the participation of second-hand commodities such as automobiles, furniture, household appliances, electrical and electronic products, and agricultural machinery in trading. （10） Improve the level of waste recycling. Encourage the remanufacturing of qualified waste production equipment, and the quality characteristics and safety and environmental protection performance of remanufactured product equipment should not be lower than that of the prototype new product. Promote the application of nondestructive testing, additive manufacturing, flexible processing and other technologies, and carry out cascade utilization of qualified automobile parts, engineering machinery, machine tools, power batteries and other waste products, equipment and key components. Actively develop the intensive processing of renewable resources such as waste steel, nonferrous metals, waste plastics, and biomass fuels with waste oils and non grain biomass as raw materials, and promote the development of resource recycling industry agglomeration. Promote the connection and coordination of resource recycling and product carbon footprint management. Standardize the supervision and management of renewable resources recycling enterprises, and seriously investigate and deal with illegal recycling and dismantling of end-of-life vehicles, waste electrical and electronic products and other acts in accordance with the law. Encourage enterprises and institutions, standardization technology organizations and individuals in our city to work together to actively participate in the formulation and revision of international and national standards around new energy, new materials, unmanned aerial vehicles and navigation, fire safety, household products and other industries, and drive our equipment, products, technology and services to "go global" with standards. We will strengthen quality supervision and law enforcement, and investigate and punish violations of mandatory standards in accordance with the law. 6、 Strengthen policy guarantee
（13） We will increase fiscal and tax policy support. Actively strive for various central and provincial special funds and urban renewal demonstration awards and subsidies, increase financial support, and support equipment renewal in key areas. Corresponding special support policies for technological transformation of industrial enterprises were issued, subsidies for scrapping and updating of agricultural machinery were continuously and steadily implemented, and pilot subsidies for purchasing new agricultural machinery products were supported as a whole. Supporting policies and measures were introduced, and provinces and cities jointly supported the "old for new" in the field of automobiles and household appliances. Implement the government's green procurement policy, and implement preferential and compulsory procurement of energy-saving products and environmental labeling products. We will strengthen the overall process, chain and all-round supervision of financial funds, and improve the effectiveness and accuracy of the use of financial funds. We should make good use of re lending policy tools, guide financial institutions to increase credit for technical transformation and equipment renewal projects, implement the central finance's discount policy for equipment renewal loans, promote the joint pre examination of government, banks and enterprises, and strive for more qualified projects to be supported. We will guide banking institutions to rationally increase green credit and strengthen financial support for the production, service and consumption of green smart appliances. Banking institutions are encouraged to appropriately reduce the down payment ratio of self use auto loans and reasonably determine the auto loan term and credit line under the premise of legal compliance and risk control. We will implement the discount interest policy for consumer loans, guide banking institutions to focus on consumer goods such as automobile purchase, electronic products, housing decoration, household appliances, furniture and durable goods, and continue to increase financial support. Carry out special financing docking action for the manufacturing industry, push the list of financing needs for key projects to financial institutions, focus on the "smart transformation and digital transformation" of the manufacturing industry, landmark products, promote the expansion of loan scale of characteristic industrial clusters and upstream and downstream supporting enterprises, and increase the proportion of manufacturing loans.
