Editor's note: Zhejiang Vocational College of Special Education is the first independent vocational college in China and the only one in Zhejiang Province that is mainly oriented to the disabled and the cause of the disabled. 1、 School enterprise cooperation, dual education, and exploration of smart learning workshops. The school jointly builds and shares a productive training base, focusing on the development of a close school enterprise consortium, and creates a "dual subject" education atmosphere for schools and enterprises. In 2023, six enterprises including Hangzhou Handchuang Blind Massage Co., Ltd., Hangzhou Meilong Food Co., Ltd., Jiangtong Industry (Hangzhou) Co., Ltd., Hangzhou Xieheng Zhihui Technology Co., Ltd., Smile Coffee Co., Ltd. and Hangzhou Sign Language Sister Accessibility Exchange Service Center will enter the "Hemaixiang" productive training base. As of August 31, 2023, the school has 49 on campus practice teaching sites and 111 off campus practice bases jointly built with enterprises, including 47 productive on campus and off campus practice training bases jointly built and shared by schools and enterprises. The number of on campus practice teaching stations per student is 1.05, an increase of 47.89% over 2022. In 2023, the school, together with the leading high-tech auxiliary enterprises such as brain strengthening technology in Yuhang District and children's rehabilitation institutions, will jointly build the Yuhang School of Digital Intelligence Industry for Children's Rehabilitation, jointly build the innovative pilot area for special kindergartens, create an "order" preschool integration education talent training mode, highlight the characteristics of science and education to help the disabled, and cultivate compound talents adapted to the development of the cause of the disabled in the region. The Chinese and western pastry technology specialty, together with Hangzhou Jiaqi Brand Service Co., Ltd., Hangzhou Zhiweiguan Food Co., Ltd. and Hangzhou Meilong Food Co., Ltd., established the first deaf baking industry college in China to explore the apprenticeship training with Chinese characteristics.

3、 The "combination of health and education" anchored the whole process of autism services, and innovative disability prevention took the lead in Zhejiang. The school highlights standard guidance, cross cutting and innovative training, serves Zhejiang to build the first national key contact area for disability prevention, provides talent and technical support for Zhejiang Province to complete the high-quality practical project of helping the disabled and people's livelihood, and leads the innovative integration and development of special education and vocational education.

Development of preschool special education in Zhejiang in the new era


Standard research and development promotes the extension of autism services to both ends. In order to promote high-quality inclusive special education resources to benefit children with special needs such as autism, the Standard for the Establishment of Special Kindergartens in Zhejiang Province was developed and included in the Action Plan for the Development and Improvement of Special Education in Zhejiang Province during the 14th Five Year Plan Period (ZZBF [2002] No. 56). In order to promote vocational education, rehabilitation, foster care and other services to benefit older autistic groups, we participated in drafting the local standard of Zhejiang Province, Specification for Management and Service of Disabled Persons' Home (DB33/T 2453-2022), and undertook the application and promotion of the standard in Zhejiang Province. We developed training materials, Service and Operation Management of Disabled Persons' Home, covering more than 1000 employees in the province; Participated in the evaluation of five-star homes for the disabled by more than 100 institutions in 11 prefectures and cities across the province. The construction of the home for the disabled has been included in the Zhejiang Provincial People's Livelihood Project for two consecutive years, playing the role of standard support to optimize resource allocation, standardize service processes, and improve governance efficiency, providing Zhejiang experience for exploring the construction of the national pilot zone for disability prevention.

2021 Top Ten People's Livelihood Facts in Zhejiang: Strengthening the Relief and Rehabilitation of the Disabled


Accelerate the training of complex talents in short supply to meet the needs of society. Since 2021, the school and the National Children's Health and Disease Clinical Medical Research Center - Children's Hospital Affiliated to Zhejiang University Medical College have jointly carried out the "special education top-notch talent training plan", constructed the "4+1+1" medical education alternate training mode of "colleges and universities+hospitals", trained practical compound special education teachers, and was selected into the "teacher education innovation experimental zone construction project" in Zhejiang Province. The General Office of the People's Government of Zhejiang Province entrusted our school to train special education teachers for 26 counties and cities in mountainous areas, which was included in the Action Plan for Special Education Promotion in Zhejiang Province during the 14th Five Year Plan. The education bureaus and the Disabled Persons' Federation of Hangzhou, Zhoushan and other cities have listed our school as a training base for local children's rehabilitation talents and management personnel of disabled people's homes. During the double high construction period, nearly 1000 disabled professional talents were trained for Zhejiang Province, and the school became the largest university in Zhejiang Province to train special education teachers. On the basis of previous research, the school and Hangzhou Yanglingzi School carried out the "3+2" integrated training of secondary and higher vocational education for autistic students, taking the lead in breaking through the ceiling of vocational education for autistic students in China, and broadening the growth and talent channels for autistic groups.
