In order to promote the construction of online cultural content, improve the management service level, and promote the healthy development of the online music industry, in accordance with the relevant national policies and regulations and the Interim Provisions on Internet Culture Management (No. 51 of the Ministry of Culture of the People's Republic of China, etc.), the content management system is hereby formulated as follows:
1、 It is not allowed to add content that violates the basic principles of the Constitution, as follows
1. Attacking the theory and system of socialism with Chinese characteristics and opposing the leadership of the Communist Party of China
2、 It is not allowed to add content that endangers national unity, sovereignty and territorial integrity, national security, or national honor and interests
1. Praising or beautifying activities, organizations and figures that betray, split the country and subvert state power;
2. Interfering in or maliciously attacking China's political, economic, cultural, military, legislative, judicial, administrative, diplomatic and other sovereignty
3、 It is not allowed to add contents that violate national and religious policies, incite national hatred, national discrimination, infringe on national customs, hurt national feelings, and undermine national unity. The details are as follows
1. Insulting the unique customs and religious beliefs of ethnic minorities;
2. Advocating racial and ethnic discrimination;
3. Distortion and desecration of legal religious beliefs, insulting religious leaders and believers;
4. Advocating religious extremism and heresy
4、 It is not allowed to add content that endangers social morality or excellent national cultural traditions, as follows
1. Disrupting the basic judgment of social morality and confusing the basic boundary between justice and injustice;
2. Advocating the concept of marriage and love and the concept of sex that are contrary to health ethics;
3. Falsifying major historical facts and distorting Chinese civilization and history.
5、 It is not allowed to add content that exaggerates terrorist violence, shows ugly behaviors, or even induces crimes and undermines social stability. The details are as follows
1. Beautifying the image of criminals enough to arouse minors' sympathy or appreciation for criminals;
2. Describing the criminal methods or details in detail, inducing or encouraging minors to imitate criminal acts;
3. Detailed description of bloody, terrorist, violent, kidnapping, suicide, drug abuse, gambling, alcoholism and other specific acts, showing the violent and cruel criminal process and physical and mental abuse, which is easy to cause psychological harm to minors; 4. Beautifying or advocating anti human and anti social behavior.
6、 Content promoting obscenity and pornography shall not be added, as follows
1. Specific performance and description of sexual behavior;
2. Pictures, lyrics, music, sound effects and dialogues with obvious sexual exposure, sexual provocation, sexual harassment, sexual insult or similar effects.
3. The music videos are titled or classified by adult movies, third rate movies, sneak shots, out of sight movies, dew points and various provocative words or pictures.
7、 It is not allowed to add insult or slander to others or infringe upon their legitimate rights and interests, as follows
1. Malicious derogatory discrimination against others (such as physiological, occupational, disease, gender, racial discrimination, etc.);
2. Infringe the privacy of others;
3. Fabricating facts, insulting and slandering others;
4. Abusing or cursing others;
8、 Other contents prohibited by laws, regulations and rules shall not be added.
Self audit personnel allocation:
According to the Management Measures for Self audit of the Contents of Online Cultural Business Units formulated by the Ministry of Culture, the unit selected three employees with strong political sensitivity and unique ideas to form a self audit department. The general manager of the self audit department is responsible for the final audit of the self audit work.
Self audit responsibilities:
Editors: review the authorized songs provided by the record company, put them into storage and go online
Self audit personnel: review the songs and music stored in the warehouse, check whether there is any illegal content, and register
Business customer service personnel: negotiate with record companies and sort out the copyright of songs, and deal with problems related to songs between record companies and netizens.
Self audit process:
1. Check whether the songs provided by the record company have authorization documents such as power of attorney, and refuse to go online for songs without authorization
2. Editors shall check whether there is any illegal content in song lyrics, song names, audio files, singers' avatars, and album covers, keep records of songs containing illegal content, and prohibit them from entering the library and going online.
3. Check whether the added songs are prohibited songs, edit and record the prohibited songs, and prohibit them from entering the library and going online.
4. Check whether the added song lyrics contain forbidden words and other contents, edit and record the songs containing forbidden words, and prohibit them from entering the library and going online.
5. The reviewer listens to the song and reviews the lyrics to see if there is any illegal content.
6. Review management personnel to spot check songs.
7. The song is released online.
Job specification:
1. Music editors need to abide by the relevant national laws, policies and regulations as well as the provisions of the content management system, carefully review the authorized songs provided by the record companies, and timely feed back and deal with any illegal content found in song names, audio files, lyrics, etc.
2. Music editors should pay attention to whether the songs on the Internet are authorized by the copyright company, and prohibit unauthorized songs from being on the Internet.
3. Business customer service personnel need to pay attention to the feedback from record companies and netizens, and deal with the feedback on music copyright and violations in a timely manner.
