In order to meet the needs of socialist modernization, speed up the training of high-level talents urgently needed by the country, and improve the professional level of in-service personnel, in accordance with the Regulations of the Academic Degrees Committee of the State Council on the Granting of Master's and Doctor's Degrees to Persons with the Same Academic Qualifications as Postgraduates (Degree [1998] No. 54) In accordance with the spirit of documents such as the Notice on Doing a Good Job in the National Unified Examination for Foreign Language Proficiency and Comprehensive Discipline Proficiency of Persons with Equal Academic Qualifications in 2023 (Academic Degrees Office [2023] No. 4) issued by the Office of the Academic Degrees Committee of the State Council, and in combination with the actual situation of our university, we hereby notify our university of matters related to receiving applications for master's degrees from persons with equal academic qualifications in 2023 as follows:

（1） Support the leadership of the Communist Party of China, support the Constitution of the People's Republic of China, have the correct political direction, love the motherland, be willing to serve the socialist modernization drive, abide by discipline and law, be upright, and actively complete their own work.

（2） At least 3 years of working in this major or related majors after obtaining a bachelor's degree; Or has obtained a master's or doctor's degree without a bachelor's degree; Or those who have passed the certification of the Overseas Study Service Center of the Ministry of Education with bachelor's degree, master's degree or doctor's degree.

（3） Undergraduate graduates and junior college graduates who have not obtained a bachelor's degree can also participate in the application. After all the courses are certified as qualified, only Hebei University of Technology will be issued with the Certificate of Accreditation of the Same Academic Level, and they cannot apply for a master's degree.

（4） Approved and recommended by the applicant's unit.

（1） Online registration

The applicant logs on to Xuexin's "National Management Information Platform for Master's Degree Application of People with the Same Academic Qualifications"（ https://tdxl.chsi.com.cn/tdxlsqxt/index.html ）, click "Applicant Login" (lower left corner of the page) to enter the login registration page to register, view the application process, upload electronic photos (photos must be on blue background, and must be uploaded as required for producing master's degree certificates), fill in your basic information, and submit your degree application.

　　 Special attention: The system should be filled in in strict accordance with "Yes" or "No" in "Whether to enroll students in first-class disciplines". After submitting the degree application, pay attention to whether the "Application status" is "Submitted". If "Not Submitted" is displayed, click "Submit application" in the operation list.

（2） Site confirmation and qualification review

1. On site confirmation

After completing online registration, uploading electronic photos (blue background), entering basic information and submitting the degree application, on-site confirmation (collecting images, entering fingerprints, signing the Letter of Integrity Commitment) and qualification review can be carried out. At the beginning of March every year (the specific time will be notified), the school will confirm on the spot the personnel with the same academic qualifications who apply for our school's degree for the first time.

2. The following materials shall be provided for qualification review

(1) The original and photocopy of the bachelor's or master's degree certificate (candidates who obtain a foreign bachelor's degree must submit the original and photocopy of the degree certificate provided by the Overseas Study Service Center of the Ministry of Education);

(2) Query results of bachelor's or master's degree certificates or printed pages of certification reports (enter Xuexin for query or certification);

(3) Original and photocopy of undergraduate or graduate diploma;

(4) Original and copy of valid ID card;

(5) Qualification Examination Form for Applicants of Hebei University of Technology with Equal Academic Qualifications for Master's Degree (Annex).

3. Image acquisition

The on-site confirmation must be in person, and the applicant's image, fingerprint and other information will be collected for use in the national comprehensive foreign language and discipline examination.

The recognition of the applicant's equivalent academic level is divided into two stages, and the second stage can be entered only after the first stage is qualified. The first stage is the course level recognition stage, including the course level examination (referred to as "school examination") organized by the school and the national unified examination (referred to as "national examination"), with a time limit of 1-3 years. The second stage is the level determination stage of the dissertation, including the opening, review, defense and other links, with a time limit of 1-3 years.

（1） Course level examination

The curriculum assessment subjects of the same academic level personnel applying for master's degree refer to the training scheme of full-time graduate students of the same major in our school. According to the requirements of relevant national documents, the school will no longer hold courses for further study. Applicants can study in the following ways:

1. Course learning content: applicants can choose online learning or offline learning according to their own conditions according to the training program for master's degree students in relevant majors formulated by their college.

2. Course level examination: After completing the course study, the applicant must pass the course examination organized by our school in accordance with the learning content and requirements of the master's degree courses in the same major. The school of the applicant is responsible for the specific implementation of the course examination and the determination of the examination results.

3. Course examination certificate: after the applicant passes the course examination, he/she will obtain corresponding credits; After completing the required credits, the school will issue a certificate of qualification for the course level.

（2） National unified examination

The national unified examination usually takes place in May every year. In mid March, applicants apply for the national unified examination of the same academic level through the information platform. Other relevant matters shall refer to the requirements of the national unified examination.

（3） Thesis

Within one year after the applicant passes the first stage (including the national unified examination and the school curriculum level examination), he/she should submit an application for a dissertation to his/her college. With the permission of his/her supervisor, he/she can apply for the opening of the dissertation, and complete the opening of the dissertation, mid-term assessment, writing, review and defense of the dissertation under the guidance of his/her supervisor.

The applicant has completed the dissertation and passed the thesis defense, meeting all the requirements of the university for awarding a master's degree to a person with the same academic qualifications as a graduate student. With the consent of the degree evaluation subcommittee of the affiliated college, the applicant shall report to the university's degree evaluation committee for approval, award a master's degree and issue a diploma.

The basic academic system is three years from the date when the application is approved to the date when the thesis defense is completed. Under special circumstances, the application can be made by the applicant himself, and the maximum extension is six years after the approval of the college. For those who have not passed the thesis defense for more than five years, this application is invalid and the fees paid will not be refunded.

1. Comprehensive management fee: 8800 yuan

2. Tuition: 15000 yuan per student.

3. Online learning platform fee: 13000 yuan.

4. Thesis writing stage: 15000 yuan for each student, only for those who have passed the "school examination" and "national examination" and are planning to apply for a master's degree, and one-time payment shall be made before the opening of the application paper.
