1、 High level overall planning and continuous strengthening of comprehensive support
Adhere to the high-level overall planning of the Party committee and the government, earnestly perform the responsibility of developing education, and ensure the implementation of various measures. Strengthen high-level promotion, set up a leading group for high-quality development of basic education and the "establishment of two counties", implement the special shift system, project management and inventory implementation; Establish a leading supervision mechanism for key tasks, and the main leaders of the party and government regularly study, supervise and solve the difficult problems in the process of education development. We strengthened policy support, issued two programmatic documents and a series of supporting documents, including the Action Plan of Yueqing City to Promote the High Quality Development of Education and Help Build a County Benchmarking Demonstration Area for Common Prosperity, and made great efforts to plan and promote the high-quality and modern development of Yueqing education. We strengthened the guarantee of factors, invested "real gold and silver" with a total investment of 28.17 billion yuan in education and a total land supply of 771.9 mu in the past five years, renovated and expanded 36 public kindergartens, built 14 compulsory education schools, and completed 26 rural weak school reconstruction projects; Fully implement the requirement that the average wage income of compulsory education teachers should be "no less than", and allocate 11.426 million yuan of wage difference for preschool education teachers under labor contract system in 2023.

Adhere to lifting the bottom schools, and vigorously expand high-quality resources through adjustment, merger, weak rectification, optimization and upgrading and other measures. Optimize the layout of school network. In the past five years, 29 small-scale rural schools will be merged into surrounding high-quality schools. In 2022 and 2023, 111 "low, small and scattered" kindergartens will be renovated. At the same time, efforts will be made to strengthen the layout of educational facilities in areas where academic degrees are in short supply. We optimized the policy system, introduced supporting policies for the care and protection of migrant children, and transferred 51400 migrant children to school with a "zero threshold" enrollment. The proportion of public degrees reached 96.9%; We comprehensively standardized the running of private compulsory education schools, steadily promoted the transfer of two "public schools for the people" to public schools, and the withdrawal of 17 schools for children who moved with them. All 8525 students were diverted to public schools. Optimize the campus environment, implement the "quality campus" cultural improvement action, raise funds of 63.992 million yuan through multiple channels in 2023, comprehensively transform and improve 287 campus cultural spots and function rooms in 144 schools (campuses), and benefit more than 130000 students.
3、 Deepen connotation and continuously improve education quality
Adhere to the principle of attaching more importance to hardware and software, more importance to quantity and quality, more importance to qualified indicators and more importance to public satisfaction, and firmly promote high-quality and balanced development of education. We should pay close attention to the team building, and introduce two new methods, namely, "comprehensive performance assessment of schools" and "assessment of teachers and staff in primary and secondary schools", to stimulate the endogenous motivation of schools and eliminate the phenomenon of teachers "lying flat"; Totally 67 provincial special grade teachers, senior teachers and new talents in the provincial education arena have been cultivated, including 11 senior teachers in 2023, with a rate of 100%; Set up a class teacher award fund of 10 million yuan, and raise the class teacher allowance from 450 yuan per month to 1000 yuan. We will pay close attention to ecological governance, comprehensively implement random and balanced classes for the beginning grades of compulsory education, reduce the enrollment plan of schools with illegal enrollment by more than 10%, introduce ten "hard core" measures for teachers to make up for tuition, and establish and improve the "comprehensive integration" law enforcement mechanism of off campus training institutions. Vigorously improve the quality, promote the three major projects of "strengthening the foundation of primary schools", "strengthening the waist of junior middle schools" and "rising in the county" in an integrated way, formulate the quality improvement measures of "the last 20% students" in one school and one policy, deepen the provincial reform pilot of "student literacy appreciation evaluation", implement the whole region education community (collectivization) school running, and continue to narrow the gap between urban and rural areas and between schools in all aspects; In 2023, 13 provincial modern schools and 31 first-class and second-class quality parks were rated, ranking first in the province.
