According to the Law of the People's Republic of China on Teachers, the Regulations on Teacher Qualifications, the Measures for the Implementation of the Regulations on Teacher Qualifications, the Detailed Rules for the Implementation of the Regulations on Teacher Qualifications in Zhejiang Province, and the Implementation Plan for the Pilot Work of the Reform of Teacher Qualifications Examination in Primary and Secondary Schools and Kindergartens in Zhejiang Province And the Notice of Zhejiang Provincial Department of Education Teacher Qualification Guidance Center on Doing a Good Job in the Accreditation of Primary and Secondary School Teachers in the First Half of 2024 (Zhe Jiao Zi Zhong Xin [2024] No. 1) and other laws, regulations and relevant provisions, and the spirit of the notice, in combination with the actual work of teacher qualification accreditation in our city, the relevant matters of teacher qualification accreditation in the first half of 2024 in Yueqing are hereby announced as follows:
1、 Scope of identification
The accreditation of "kindergarten teacher qualification", "primary school teacher qualification" and "junior middle school teacher qualification" in Yueqing City.
Wenzhou Municipal Bureau of Education is responsible for the accreditation of "Senior Middle School Teacher Qualification", "Secondary Vocational School Teacher Qualification" and "Secondary Vocational School Internship Instructor Qualification" (applicants can refer to the relevant announcement of Wenzhou Teacher Education Institute of Wenzhou Municipal Bureau of Education on the accreditation of teacher qualifications).
2、 Identified object
The following persons who have not reached the national statutory retirement age and whose domicile and residence (must apply for a residence permit in Yueqing and within the validity period) are in Yueqing can apply to Yueqing Municipal Education Bureau for accreditation of kindergarten, primary school and junior high school teachers:
（1） Students majoring in teacher education who have enrolled in full-time colleges and universities before the start of the pilot work in 2011 can apply for direct recognition with their graduation certificates;
（2） Those who have passed the national teacher qualification examination and obtained the Qualification Certificate of Primary and Middle School and Kindergarten Teacher Qualification Examination and meet the accreditation conditions;
（3） Educational postgraduates and normal students who have obtained the Professional Competence Certificate for Teachers of Normal Students and meet the accreditation conditions;
（4） The application of Hong Kong, Macao and Taiwan residents for the qualification of primary and secondary school teachers shall be handled in accordance with the Notice on Relevant Issues of Hong Kong, Macao and Taiwan Residents Applying for the Qualification of Primary and Secondary School Teachers in the Mainland (Mainland) (Teacher's Office [2019] No. 1), and relevant matters can be directly consulted with Yueqing Education Bureau;
（5） Active servicemen and armed police in Yueqing City who meet the recognition conditions.
Applicants can only apply for one type of teacher qualification in the same year.
3、 Identification procedure
（1） Online registration
The online application for teacher qualification recognition will be implemented uniformly, and the application time will be from June 6 to 20, 2024. The applicant logs in to "China Teacher Qualification Network"（ http://www.jszg.edu.cn ）Click "Online Processing" to register and register your account through the "Teacher Qualification Identification" entry under "Online Processing".
For the convenience of the applicant, the way to get the certificate is uniformly arranged as delivery by postal express. The applicant must select "mail delivery" when receiving the certificate online, and fill in the mailing address, mailing address and contact number in detail and accurately. The recipient must fill in his/her name. Applicants who do not fill in the mailing address will send the certificate according to the mailing address.
The applicant must also apply for stapling with the real name of the online mobile phone number, scan the QR code below to join the corresponding stapling group according to the qualification type of the application, so as to facilitate material submission, policy consultation and information communication.
（2） Online audit (electronic material submission and audit)
In the first half of 2024, Yueqing City will not organize on-site confirmation for teacher qualification accreditation, and the applicant will upload electronic materials to the email address: jyjspk20221008@163.com , reviewed online by Yueqing Education Bureau.
The electronic materials submitted by the applicant, including scanned copies or pictures, must be clear and correct, and no drawing revision is allowed. The e-mail naming format is unified as "school section (junior high school/primary school/kindergarten)+registration number+name+mobile phone number". The registration number is automatically generated by the system after successful online reporting.
1. Submission time: June 6 to 20, 2024. It is recommended that the applicant submit the electronic materials in time after the online report is successful, and will not be accepted if it is overdue. Tel: 0577-61888805.
2. Electronic material submission list:
(1) Front and back scanned copies or pictures of ID cards);
(2) Household register or scanned copy of residence permit (picture) (applicants with Yueqing household registration shall submit household register, and applicants without Yueqing household registration shall submit residence permit);
(3) Scanned copies or pictures of academic certificates (those who apply for kindergarten teacher qualification should have a junior college degree or above. In addition, graduates of preschool education major (kindergarten teacher class) in our province's secondary vocational schools who have enrolled in 2011 or before can still apply for kindergarten teacher qualification if they have passed the national examination and obtained the Certificate of Qualification for Teachers of Primary and Secondary Schools and Kindergartens; Those who apply for the qualification of a primary school teacher shall have a junior college degree or above; Those who apply for the qualification of a junior middle school teacher shall have a bachelor's degree or above;
(4) Scanned copies or pictures of Putonghua Proficiency Test Grade Certificate (if applying for the qualification of a teacher of Chinese, Putonghua proficiency should reach Grade II Grade A or above, and other disciplines should reach Grade II Grade B or above. If applying for the qualification of a general subject teacher of primary school, Putonghua proficiency should reach Grade II Grade B or above. The teachers who hold the qualification certificate of general subject teachers in primary schools and want to engage in the teaching of Chinese in primary schools should reach the standard of Grade II Grade A and above in Putonghua;
(5) The electronic version of the Certificate of Qualification for Primary and Secondary School and Kindergarten Teachers' Qualification Examination (can be downloaded directly from the primary and secondary school teachers' qualification examination website, and it is unnecessary for the directly recognized personnel and educational postgraduates and normal students who have obtained the Certificate of Professional Competence for Teachers of Normal Students to submit it).
The certificate of no criminal record of the applicant shall be uniformly checked by the teacher qualification verification institution with the public security organ. If the verification finds that the applicant has a criminal record, it shall not be recognized.
5、 Identification of physical examination, online publicity and certificate issuance
（1） For the applicants who have passed the confirmation (material review), the Yueqing Education Bureau will organize a unified physical examination according to the Implementation Measures of Zhejiang Province on Physical Examination for Teacher Qualification Accreditation (Trial). If the doctor of the designated medical examination hospital confirms that she is pregnant on the spot, she may be exempted from chest X-ray examination. Personnel during pregnancy preparation and lactation are not exempt from chest X-ray examination. The specific time and place of physical examination will be notified later. Please pay attention to the bulletin board on the official website of Yueqing Education Bureau.
（2） After passing the review, the determination result will be published on the bulletin board of the official website of Yueqing Education Bureau for one week, and the applicant can check it by himself.
（3） At the end of July, teachers' qualification certificates of those who have passed the certification will be issued and mailed. Please pay attention to check.
6、 Precautions
The applicant is requested to make online application and submit electronic materials according to the specified time and requirements. If the applicant fails to complete the application within the specified time due to missing the application time, selecting the wrong identification institution or confirmation point, incorrect application information or incomplete submission materials, etc., Yueqing Education Bureau will no longer accept the application, and the responsibility will be borne by the applicant.
The information and relevant materials submitted by the applicant in the identification process must be true, legal and effective, and the applicant shall be responsible for the consequences caused by submitting false information and materials.
