From the evening of May 23 to the evening of June 5, Yinchuan City has carried out three concentrated night inspections on electric bicycles, mainly investigating the illegal parking of electric bicycles, entering buildings and households, charging of fly lines, illegal modification, and random installation, which will continue until the middle of June. From the three centralized night inspections, the source management of electric bicycle safety is showing a positive trend, but there are still some problems that need to be solved urgently, such as the gap of charging facilities in residential areas, illegal vehicle modifications, and uneven battery quality.
According to statistics, more than 90% of casualties caused by illegal parking and charging in electric bicycle fire accidents are caused by parking in corridors, indoors and other places. According to the data from the National Fire Protection and Rescue Bureau, 21000 electric bicycle fires will be reported in 2023, and the number of fires caused by electric bicycles will increase year after year. From the three centralized night inspections, many communities are strengthening technical prevention and control by installing "anti going upstairs" alarm devices, elevator blocking devices, intelligent charging piles, etc., and increasing patrol efforts to continue to promote the safety prevention management of electric bicycles with the measures of "civil defense+technical defense". However, due to the gap between safe charging facilities and parking space in many residential areas, it is still difficult to make a large number of electric bicycles park and charge safely. Because of this, relevant regulations face resistance in the process of real implementation. In addition to timely rectification, most of them still give priority to warning.
Obviously, the practical problems of parking and charging behind the management difficulties must be paid attention to. After all, if there is no sufficient and convenient parking and charging facilities, once the strict rectification action is over, the violations will definitely return. Eliminating "congestion" is only an expedient measure, while "dispersion" is the fundamental solution, such as expanding parking space, improving charging facilities, adding intelligent charging and changing cabinets, etc., to solve the real needs of residents as much as possible. In addition, some car owners also lack enough attention to the safety of electric bicycle batteries, and think that daily use is nothing. This requires improving their safety awareness and self prevention and self rescue ability through warning education and regular publicity.
For illegal modification and installation of vehicles, such problems should be blocked in the market. You should know that most of the electric bicycles in fire are equipped with new batteries, changed body structure, and modified lines. During the concentrated night inspection, it was found that the excessive batteries were replaced and the speed limit was lifted, so as to pursue the speed and endurance, but it also buried a large potential safety hazard. In this regard, functional departments should conduct regular supervision and inspection of e-bike sales points and maintenance points, and implement linkage with the traffic police department to communicate and share the problems and clues found, so as to form a joint force of supervision. In addition, during the centralized night inspection, it was also found that many relatively old electric bicycles were still in use, and there were major safety hazards in both batteries and lines. However, we still had shortcomings in dealing with old vehicles and batteries, which required us to speed up the formulation of relevant policies and regulations, and clarify the standards and processes for the scrapping and recycling of vehicles and batteries, So as to guide the implementation of the work.
In a word, whether it is retrofitting, charging and parking or scrapping and recycling, the fundamental way to solve the problem is to improve the efficiency of the source control of the safety of electric bicycles, which requires the formation of a joint force of governance in many ways, the development of regulatory and remediation measures in combination with relevant laws and regulations, the implementation of dredging and protection measures, and the continuous exploration and practice of social governance.
