In order to implement the spirit of the Opinions on Further Strengthening People's Mediation in the New Era (Tsang Dang Ban Fa [2021] No. 6) issued by the General Office of the Party Committee of the Autonomous Region and the General Office of the People's Government of the Autonomous Region, we will accelerate the construction of our county's full-time people's mediators. In accordance with the Work Plan of Lazi County Justice Bureau on the Allocation of Full time People's Mediator, we are now hiring one additional full-time people's mediator to the society. The specific recruitment issues are announced as follows:

1、 Recruitment principles and methods

Adhere to the problem oriented, goal oriented and effect oriented, and the county judicial bureau and the county human resources and social security bureau will jointly organize and carry out the open recruitment to the public legally and legally.

2、 Number and nature of positions

One full-time people's mediator will be recruited, and the nature of the position belongs to the employment system.

3、 Recruitment conditions

1. Support the leadership of the Communist Party of China, support the socialist system, safeguard the reunification of the motherland, strengthen national unity, and resolutely oppose secession.

2. Abide by discipline and law, abide by social morality, have not been subject to criminal punishment for intentional crimes, have the physical conditions and psychological quality to perform their duties normally, and have full civil capacity.

3. Love public welfare, be fair and upright, be honest and self-discipline, be enthusiastic about mediation work, and be good at doing mass work; Have certain cultural level, legal knowledge, policy level, professional skills and mediation ability.

4. Those with college degree or above, certain written expression, professional level and organization and coordination ability, more than two years of mediation work experience, bachelor's degree or above, legal professional qualification, legal professional background and social psychology are preferred.

5. Unemployed college students with household registration in Lazi County.

6. Give priority to the employment of law major unemployed college students.

4、 Restrictions

No registration is allowed under the following circumstances

（1） Is serving a sentence in the community or has been subject to criminal punishment, and is suspected of violating the law or committing a crime and is under investigation but has not yet closed the case;

（2） Dismissal from public office or dismissal by an administrative institution for less than 5 years;

（3） Fraud in civil service examination, judicial examination and other examinations;

（4） Other violations of laws and regulations by current public officials of state organs and employees of enterprises and institutions;

（5） It is not suitable for people's mediation for other reasons.

5、 Salary treatment

（1） Treatment during probation period: one month, the standard is 3000 yuan/month/person.

（2） Salary after formal employment: the monthly salary of the full-time people's mediator is 4000 yuan/month/person, and the three insurances are borne by the individual (including the part borne by the unit).

（3） Case subsidy: in accordance with the Notice of the Department of Finance of the Tibet Autonomous Region and the Department of Justice of the Tibet Autonomous Region on Printing and Distributing the Measures for the Administration of the People's Mediation Funds of the Tibet Autonomous Region (TCZF [2019] No. 3) and the Detailed Rules for the Implementation of the Administration of the People's Mediation Funds of the Tibet Autonomous Region, "one case, one supplement" is implemented, and full-time people's mediators are encouraged to actively participate in dispute mediation, Obtain corresponding subsidies to achieve double improvement of dispute resolution rate and personal treatment.

（4） The full-time people's mediators recruited will be entitled to 30 days of paid leave each year in the next year after their official entry, and those who ask for leave of other types for more than 2 days each month will be deducted from the current year's leave.

（5） Meals and housing shall be provided by the township (town) people's government.

6、 Recruitment procedures

（1） Registration and qualification review

1. Registration time: from April 12 to April 21, 2024 (10:00-13:00, 15:30-18:30).

2. Place of application: Judicial Bureau of Lazi County (mediation guidance center on the second floor).

3. Registration method: This registration is carried out on site (phone and online registration are not accepted), free of registration fees.

4. Application materials: All applicants must provide the application form for the open recruitment of full-time people's mediators by the Judicial Bureau of Lazi County, and the electronic registration and filing form for academic certificates of the Ministry of Education printed by Xuexin Network; One original and one copy of ID card and academic certificate; Two recent 2-inch bareheaded blue background photos of myself (name marked on the back); For those who apply to the preferential admission conditions, a copy of corresponding certification materials must be provided. Applicants must truthfully fill in the relevant information in the Application Form and apply in good faith. Once the fraud is verified, the employment qualification will be cancelled.

5. Qualification review: From April 22 to April 24, the leading group for public recruitment reviewed the qualifications of applicants. If the applicants failed to pass the review, the reasons should be explained.

6. Obtaining the entrance examination permit: The entrance examination permit of the candidates shall be uniformly prepared and issued by the leading group for public recruitment, and shall be notified to receive.

（2） Written examination (60%)

Those who have passed the preliminary examination of registration qualification shall take the written examination.

1. Time of written examination: It is planned to be on April 26, 2024 (10:00-12:30 a.m.).

2. Place of written examination: video conference room of justice bureau of Lazi County (tentative).

3. Written examination content: The total score of the written examination is 100 points. The main contents are current affairs politics, literal understanding and expression, judgment and reasoning, data analysis, common sense judgment, mediation case analysis, etc.

4. Qualified score line of written examination: the recruitment leading group shall uniformly determine the minimum qualified control score line according to the examinee's written examination results. On this basis, in principle, the interviewees shall be determined according to the proportion of 1:2 of the planned number of employees, from high score to low score. The written test results will be published on the WeChat official account of "Lazi Release", and I will be notified by phone at the same time. Qualified personnel in the written examination shall attend the interview with their original ID cards.

（3） Interview (40%)

1. Interview time: It is planned to be on April 30, 2024 (10:30-13:00 a.m.).

2. Interview place: The interview place is located in the Judicial Bureau of Lazi County (tentative).

3. Main contents of the interview: The interview is structured, with a total score of 100 points. The main contents of the interview are language expression ability, comprehensive analysis ability and organization and coordination ability. After the interview, the physical examination personnel shall be determined according to the total score of the written examination which accounts for 60% and the interview which accounts for 40%. The interview results will be published on the WeChat public account of "Lazi Release", and I will be notified by phone at the same time.

（4） Political trial

The recruitment leading group will determine the recruitment target according to the total scores of candidates, from high to low scores, and 1:1 ratio of the planned number of employees. The proposed recruitment target shall be provided with relevant political review materials by the township (town) where the household registration is located and the local police station.

（5） Physical examination

The physical examination personnel must provide the health examination report issued at or above the county level or the valid health examination report in the past three months to the Justice Bureau of Lazi County. The medical examination fee shall be borne by oneself.

（6） Supplementary recording

Vacancies due to unqualified physical examination or other reasons shall be filled according to the total scores of candidates from high to low.

（7） Publicity and determination of recruitment objects

According to the results of qualification review, written examination, interview, political review, physical examination, etc., the list of personnel to be recruited is determined and publicized. The publicity period is 5 working days, and they will be recruited after no objection is raised.

（8） Employment

The probation period of the employed person is one month. After the probation period expires, I will provide a personal written summary to assess them. After passing the assessment and being approved by the Party Leadership Group of the Justice Bureau of Lazi County through collective discussion, I will go through formal employment procedures and sign a labor contract once a year.

7、 Resignation

After both parties sign the employment agreement, if the employed person applies for resignation for personal reasons, the following procedures shall be followed:

1. Submit a resignation application to the employer 30 days in advance (3 days in advance during the probation period);

2. Research and approval of the Party Leadership Group of the Judicial Bureau of Lazi County; Those who leave their jobs without fulfilling corresponding procedures shall be investigated for legal liability according to the Labor Contract. The judicial bureau of Lazi County is responsible for the interpretation of this announcement.

8、 Precautions

Candidates must reserve more than 2 contact numbers and keep 24-hour communication unblocked during the recruitment period. The Judicial Bureau of Lazi County will inform me of relevant matters by phone during the written examination, interview, physical examination, political review and employment.
