There are only five police officers in the court, but they are responsible for the whole court's case filing review, litigation services, diversified dispute resolution, litigation mediation docking and other work. In December 2023, the court was awarded the title of "National Advanced Collective of Courts" by the Supreme People's Court.

Up to now in 2024, the court has received 198 civil and commercial cases, including 29 cases of conflict resolution, 72 cases filed, 49 cases of pre litigation mediation, 7 cases of pre litigation mediation, and 18 cases of civil special cases. Of the 198 cases, 62 were distributed to various mediation organizations. The success rate of mediation and resolution of conflicts and disputes by various mediation organizations and functional units reached 89.83%. Eighteen cases were not sent to mediation organizations to mediate and apply for judicial confirmation.

There is no distance between justice and the people

Courtroom is not the only way to solve conflicts and disputes. The best solution is to stop the problem before litigation. The "Qiang" mediation brand is a key work created by the case filing court of Baqing County People's Court, which has gathered multiple forces to resolve disputes, from the past simple "going out" to the combination of "going out" and "inviting in". The court took the initiative to improve the original dispute resolution system, expand the dispute resolution team, and formulate the Administrative Measures for Specially Invited Mediation Organizations and Mediators of the People's Court of Baqing County (Trial), so that the specially invited mediators of the court can achieve full coverage in 10 villages and towns.

At the same time, the court innovated and launched the diversion form of "court diversion+various mediation organizations (functional units and departments)", classified the cases into different levels of mediation organizations and functional units for early mediation after the litigants filed a lawsuit, and the court actively participated in and guided the mediation work and legal clarification throughout the process, optimizing resource allocation and disposal processes, The efficiency of conflict mediation was significantly improved.

For the cases that are diverted for the first time before litigation, and after mediation organizations are diverted, they return to the court and have the possibility of mediation, or all kinds of mediation organizations take the initiative to invite the court to participate in mediation, make full use of the "Qiang" mediation concept+mediation organization form to jointly carry out mediation. For the cases listed in the pre litigation case, the first step of unified application of legal documents of "pre litigation mediation" and "pre litigation mediation document" by the courts of the whole city was taken, and the enforcement force was given by legal documents. For cases entering the litigation process, strengthen the tripartite linkage of "people's assessors+people's mediators+specially invited mediators", and take advantage of various forms such as participating in mediation, entrusted mediation, and specially invited mediation to achieve efficient resolution of most conflicts and disputes in accordance with the law before litigation.

So far in 2024, the court has closed 49 cases of pre litigation mediation, 7 cases of pre litigation mediation and 18 cases of litigation mediation.

Judicial convenience warms people's hearts
