Today's press conference is mainly to release the key projects of charity medical aid and poverty alleviation recently implemented in our city, and to answer the relevant questions that you are concerned about. The press conference has two links. First, introduce the relevant information of key projects; Second, answer questions from media reporters. First of all, I would like to introduce the arrangement of the charity medical aid project: the Provincial Department of Civil Affairs, the Provincial Medical Security Bureau, and the Provincial Charity Federation jointly issued the Notice on Carrying out the "Suci Medical Aid - Supplementary Medical Assistance for People Living on Minimum Living Standard" Project, which is jointly funded by the provincial, municipal, and county (city, district) charity associations with the goal of reducing the burden of medical expenses for people living on minimum living standard, Charity assistance will be given to the low-income people who still pay a large amount of medical expenses after government assistance, and the effective connection between government assistance and charity assistance will be effectively strengthened. According to the spirit of the Notice, the scope of implementation of the project in our city covers the low-income residents over the age of 18 who have large self paid hospitalization fees within the policy scope of 10 counties (cities, districts) in the city; In the fourth quarter of 2022 and the third quarter of 2023, when the aid object is hospitalized in the medical insurance designated medical institution, after the basic medical insurance, serious illness insurance, medical assistance and other government and social assistance, the personal out of pocket expenses for hospitalization within the policy scope are still high, the charitable medical assistance fund shall provide one-time appropriate assistance; The standard of assistance shall be determined by each locality according to the actual situation, and the expenses of multiple hospitalization can be accumulated. The project is planned to be implemented for three years. In 2023, the Provincial Charity Federation will arrange a fund of 2 million yuan for our city. The Charity Federation of our city and county (city, district) will provide corresponding support and set up a special fund for the project. In principle, the special relief fund for each county (city, district) will not be less than 300000 yuan. Implementation measures: First, the Municipal Civil Affairs Bureau and the Municipal Charity Federation will analyze the medical expenses of the lowest income earners in the region in the first three quarters, and reasonably allocate project funds and provide corresponding supporting facilities in combination with the actual situation in various regions; Second, the county (city, district) civil affairs bureau and the Charity Federation shall formulate specific implementation plans, determine specific relief objects and standards, report to the Municipal Charity Federation, and allocate annual project funding after verification and confirmation; Third, the county (city, district) charity federation actively raised supporting funds, improved the procedures for the distribution of relief funds, completed the relief work before the end of the year, and submitted the detailed list of relief to the municipal charity federation for summary.

Now I would like to introduce the arrangement of charity rural poverty relief projects: the Provincial Department of Civil Affairs, the Provincial Charity Federation and the State Grid Jiangsu Electric Power Co., Ltd. recently jointly launched the "Charity Photovoltaic" rural poverty relief project in the province, which is jointly funded by the provincial, municipal, county (city, district) charity associations, Install distributed photovoltaic power generation equipment of no less than 3KW for rural low-income families who have demand and meet the conditions in the province, or build small photovoltaic power stations on other available vacant land such as the roof of public housing in villages (residents) that meet the installation conditions. The income increase is used for charity assistance. It is planned to provide targeted assistance to 10000 rural low-income families in the province in three years. The implementation scope of our city is: from 2023 to 2025, two counties (cities, districts) will be selected to jointly implement the project every year, and each county (city, district) will help at least 100 households in difficulty. This year, Fengxian County and Pizhou City are determined to implement it first. Project assistance target: Jiangsu low income families with household registration who have lived in rural areas for a long time, but have no fixed income source, have relatively large daily demand for electricity, and meet the long-term and sustainable characteristics of the project assistance and related conditions. There are two ways of funding: one is to install distributed photovoltaic equipment free of charge for low-income families whose own housing conditions meet the requirements of photovoltaic equipment installation, so as to solve the problem of household power consumption and obtain certain power generation income support; Second, the grass-roots charity workstations set up by local charity associations will build small photovoltaic power stations on the roofs of village (residential) public housing or other available roofs that meet the installation conditions, and the income increase will be used to provide continuous assistance to low-income families that meet the project relief conditions. Charitable support received by low-income families through the project is not included in family income when checking their family economic status. Implementation measures: First, the Municipal Civil Affairs Bureau and the Charity Federation will fully carry out investigation and research to determine the counties (cities, districts) that will jointly implement the project, and each relevant county (city, district) will formulate specific implementation plans in combination with local conditions; Second, after the county (city, district) civil affairs bureaus and charity associations determine the project implementation method, they carry out a thorough investigation to screen and determine the eligible assistance objects; Third, the photovoltaic equipment suppliers selected through public bidding should install the equipment in time according to the project implementation requirements, and the suppliers should be responsible for the later operation and maintenance; Fourth, the electric power company opened a green channel to timely connect the electric energy collected by the families or power stations involved in the project to the grid for power generation, so as to obtain long-term power generation income.
