Article 943 of the Civil Code stipulates that the property service provider shall regularly disclose the service items, responsible personnel, quality requirements, charging items, charging standards, performance, as well as the use of maintenance funds, the operation and income of the common parts of the owners to the owners in a reasonable manner and report to the owners' assembly and the owners' committee.

in other words ——The property management company should protect the owner's right to know and let the money be spent clearly.

Article 942 of the Civil Code stipulates that the property service provider shall, in accordance with the agreement and the applicable nature of the property, properly repair, maintain, clean, afforest and manage the common part of the owners in the property service area ……

Therefore, if the garbage in the community is piled up and placed in disorder, the green space is occupied, and there is a phenomenon of building privately, you can request the property service enterprise to manage it. If the unauthorized builders refuse to perform their obligations, they can also request the local housing construction department to intervene.

   3. Who owns the parking space in the community?

Article 275 of the Civil Code stipulates that the ownership of the parking spaces and garages planned for parking cars within the building area shall be agreed by the parties concerned through sale, gift or lease. The occupation of roads or other parking spaces shared by the owners belongs to the owners.

Therefore, the ownership of parking space and garage shall be determined according to the contract. The income obtained from the shared parking spaces, except for the management fee, belongs to all owners.

   4. Who should be in charge of fire control problems?

Article 942 of the Civil Code stipulates that the property service provider shall take reasonable measures to stop, report to the relevant administrative departments and assist in handling the violations of laws and regulations on public security, environmental protection, fire control, etc. in the property service area.

Therefore, property service enterprises should take reasonable measures to stop fire facilities damage, owners pulling wires for charging, occupying and blocking fire passages, and report to fire rescue agencies and assist in handling illegal acts.

   5. Who should we contact if the external wall of the community falls off or the elevator fails?

Article 281 of the Civil Code stipulates that the maintenance funds for buildings and their ancillary facilities shall be jointly owned by the owners. It can be used for the maintenance, renewal and transformation of elevators, roofs, exterior walls, barrier free facilities and other common parts upon the joint decision of the owners.

Therefore, if problems occur in public areas such as elevators and exterior walls, they can be reported to the property service enterprise or the industry committee during the warranty period, who will coordinate the construction unit to repair them; Those beyond the warranty period can apply for the use of maintenance funds.
