The Notice encourages enterprises to put on record and include them in the list of skill level recognition organizations, determine the scope of recognized occupations (types of work) independently, and support enterprises to carry out professional skill level recognition for their employees (including labor dispatch personnel) in accordance with national vocational skill standards or industry enterprise evaluation norms.

The Notice clearly states that enterprises can independently set professional skill post grades based on the junior workers (Level 5), intermediate workers (Level 4), senior workers (Level 3), technicians (Level 2) and senior technicians (Level 1) set by the national vocational skill standards, so as to smooth the way for skilled talents to become a long channel. A group of highly skilled leading talents with excellent skills, outstanding performance and senior technician level in key core technology fields will be selected and employed as special technicians and chief technicians through evaluation and appointment, and the post appointment system will be implemented. Qualified special technicians and chief technicians will be given priority to participate in the selection and commendation projects such as the China Skills Award, the State Council Government Special Allowance, the National Technical Expert, and the National Skill Master Studio.

The Notice clearly states that the main body of employment plays a leading role in the evaluation of skilled talents, and it is necessary to establish an evaluation system for skilled talents oriented by professional ability, focused on work performance, and focused on the cultivation of craftsmanship spirit and professional ethics. Promote enterprises to fully implement the "new eight level workers" vocational skill grading system. Those who carry out the identification of vocational skill grades for enterprise employees for the first time can be directly identified as the vocational skill grades below senior workers according to their daily performance, work performance, and in combination with the national vocational skill standards and enterprise post specifications. Breaking the restrictions on education background, seniority, age and proportion, front-line employees with excellent skills and outstanding performance can be directly recognized as senior workers or above. For highly skilled talents who have solved major process and technical problems and major quality problems, won awards at or above the provincial and ministerial level for technological innovation achievements, and have outstanding achievements in "mentoring and apprentice", they can be promoted to the professional skill level without restriction of level by level recognition.
