Recently, the Several Measures of Hebei Province to Support the Development of Health Care Industry was released. It is reported that Hebei Province is striving to build a core area for the elderly in 24 counties and urban areas around Beijing. At present, more than 120000 elderly people from Beijing and Tianjin have come to Hebei for health care, including 96000 from Beijing and 26000 from Tianjin.

Nowadays, more and more elderly people choose to live in different places for retirement. The distance has gradually developed from cross city to cross province, and the time has gradually extended from short-term rest to long-term residence. According to a survey in Shanghai, 19% of the elderly with registered permanent residence in this city have a certain willingness to provide for the aged or have a healthy life in other places.

In addition to the low cost of settlement and living, the reason why some elderly people tend to choose to live in other places or even across provinces for pension is also related to their intention to stay away from the noise of big cities and settle in small cities with good natural environment. Of course, the increasingly developed trans city and trans provincial transportation network system also makes it more convenient for the elderly to provide for the elderly across provinces.

In addition to the health care industry, the consumption of the elderly in other places can drive the development of a series of supporting industries, including transportation, logistics, culture and tourism, and supermarkets. However, the migration of a large number of elderly people from other places is also a challenge to the local social governance level and public service capacity. On the one hand, the growth of the number of the elderly has increased the demand for local public services. Whether the local existing pension and medical service facilities and talent reserves can meet the needs, especially the multi-level and diversified needs of the elderly in different places. To complete the supporting construction of these service facilities and the training of related talents, it requires not only material investment, but also a certain amount of time. On the other hand, the policy mechanisms between different provinces should also be well connected, from medical insurance reimbursement and subsidies to welfare policies and daily affairs, to form an effective linkage of public policies and a reasonable link between development planning.

There is another point that cannot be ignored. The elderly are faced with certain information barriers when settling across provinces. It is also worth thinking about how to build a regional elderly care information consultation and information release platform to help the elderly better understand the relevant information of their new residence and avoid falling into the consumption trap.

Because of this, in the process of promoting cross provincial pension, local governments need to introduce more detailed measures according to local conditions. In this process, cross provincial pension must not be understood as "a business", but to improve the sense of gain and happiness of the elderly as a starting point, to effectively achieve regional cooperation and optimize resource allocation, so that public service facilities and related policies can not only facilitate the elderly in different places, but also benefit the local people's livelihood, and promote regional balanced development.
