The Several Measures put forward eight measures in terms of supporting enterprises to build basic research and innovation platforms, technological innovation platforms, common technology service platforms, and scientific and technological achievements transformation platforms, vigorously introducing overseas enterprises to set up R&D institutions, strengthening financial science and technology special projects to support enterprise innovation, guiding social capital to increase enterprise R&D investment, and strengthening statistical services for enterprise R&D investment, Strive to build 90 provincial key laboratories, technology innovation centers, engineering technology research centers, academician workstations, engineering research centers, enterprise technology centers, manufacturing innovation centers, industrial design centers, etc., and achieve full coverage of key industries in Hainan Province by common technology innovation platforms.
