In March 2019, Chongqing was officially approved as the "port for the first time to import drugs (referring to drugs sold in China for the first time) and biological products (such as vaccines, blood screening reagents, etc.)", becoming the fourth city after Beijing, Shanghai and Guangzhou that can import and sell drugs and biological products in China for the first time. Yan Wei said that the Comprehensive Bonded Area will build a full supply chain service platform for the biomedicine industry, such as centralized procurement, storage and transportation, and settlement, by taking advantage of the existing railway, highway, water and air "four mode" intermodal transport advantages, an international standard biomedical cold chain warehouse, a high-quality and efficient port customs clearance environment, and a free trade zone enterprise service center. At the same time, he announced that the Comprehensive Bonded Area would set up a special sub fund of 2 billion yuan for biomedicine, build a new cooperative development model of co investment, co management, co development and co income, and jointly build the development ecosystem of Chongqing's biomedicine industry.

According to Huang Qu, member of the Party Committee and deputy general manager of Chongqing Free Trade Port Group, Chongqing Customs further optimized the pre entry health quarantine approval procedure for imported biological products requiring cold chain transportation, and reduced the approval time from 20 working days to 5 working days for advanced certification enterprises. The local government provides efficient drug inspection services to save the time cost of customs clearance of imported drugs. At present, the entire inspection process is compressed to 15 to 30 days.
