The Opinions clearly stated that the province will make greater efforts to optimize consumption supply, fully promote the exchange of old for new consumer goods, carry out the exchange of old for new cars, coordinate relevant funds, support the scrapping and updating of cars, encourage qualified cities to carry out the replacement and updating of cars, and promote the exchange of old for new household appliances and the "renewal" of household appliances, kitchens and bathrooms; Innovate Internet, science and technology consumption, improve cultural and tourism, ice and snow consumption, improve household and community service consumption, dig deep into the consumption of silver hair and the younger generation, and expand the consumption of import and export goods.
The Plan points out that the whole province should coordinate the financial consumption policy, including organizing and carrying out activities such as "social security card to benefit Shandong", and creating a new ecology of social security card application; Support offline credit consumption such as residents' purchase of durable goods such as automobiles, household appliances and furniture, and housing decoration, encourage financial institutions to reduce or exempt service fees and service charges, and use bank card points in cash for consumers who purchase goods in physical stores in the province by installment under the premise of legal compliance and risk control; Encourage financial institutions to participate in consumption promotion activities throughout the province, and give preferential service charges to merchants for opening online payment as appropriate; Give full play to the role of government financing guarantee and re guarantee institutions, improve the level of corporate financing facilitation, and reduce corporate financing costs.
It is worth noting that the Opinions put forward that Shandong Province will also use a broader approach to upgrade the consumer carrier, including building strong consumer brands, cultivating consumer centers, improving the supermarket business circle, enriching consumption scenarios, and expanding business space; Coordinate various promotion resources, such as combining financial institutions, e-commerce platforms, and various enterprises to create online and offline consumption scenarios, and launch preferential superposition promotion policies for finance, finance, platforms, manufacturers, and merchants, so as to form the scale effect of the same frequency resonance of the production end, circulation end, and consumer end.
