Some residents still take the battery home for charging (theme)

Beijing Daily reporter Zhang Yu

In view of the potential safety hazards of electric bicycles, Beijing will organize four rounds of concentrated night check operations from late May to mid June. Last night, the first round of concentrated night check was launched in the whole city. In Youanmen Street, Fengtai District, the fire supervisor, together with the street staff, went deep into several high-rise residential communities for inspection. The reporter's follow-up found that the main problems were carrying batteries home for charging, parking electric bicycles in the lobby and the lack of "hard isolation" in the charging shed. It is worth noting that the more the community lacks charging interfaces, the more serious the problem of illegal charging and parking of electric bicycles.

The charging shed lacks "hard isolation"

Yesterday evening, when the Century Golden Jiayuan Community was inspected, it was the peak time for residents to go home from work. There were many residents riding electric bikes into the community, but no residents brought electric bikes or batteries into the building in violation of regulations. According to the property management staff, an important reason is that a centralized charging shed on the second floor underground and above the ground in the community can meet the needs of residents for charging and parking.

"The electric bicycle parking and charging place is one of the key points of this night inspection, and there should be no problems such as stacking sundries that occupy the charging port, making it unusable, damaging and paralyzing the charging facilities, and charging irregularly." Zhu Huaxing, the fire supervisor of Fengtai Fire, introduced to the property staff while walking. After a week of inspection in the charging shed, Zhu Huaxing found two problems.

First, the charging shed is not set with "hard isolation". Zhu Huaxing said that according to the Beijing Standard for Fire Protection Design of Electric Bicycle Parking Places, the parking spaces of electric bicycle parking places should be set in groups, and partition walls with a height of no less than 1.5 meters and a certain fire resistance limit should be set between groups. "It is recommended to set up a barrier every 20 vehicles to prevent the situation of" fire burning the camp "."

Secondly, the bicycle occupies the charging interface position. "If too many bicycles occupy the charging interface, the charging interface will still be tense in the evening charging peak. Try to arrange bicycles to park in a special location, and don't occupy the valuable charging interface." Zhu Huaxing reminded.

Take the battery home under cover

The parking and charging position of the electric bicycle is illegally occupied, the evacuation passageway and emergency exit are blocked, and the illegal behaviors of "entering the building and entering the house" and "flying line charging" are another focus of this night inspection. In Dinglijiayuan Community, Zhu Huaxing caught a resident charging in violation of the regulations.

"Madam, what are you carrying under the wind?" Zhu Huaxing shouted to a resident who was going to enter the building. After careful observation, the reporter found that the lady took off the electric bicycle and held it in her arms in order to "cover" the battery in her hand, which was seen by the sharp eyed fire supervisor.

"We have a small charging shed downstairs, but there is no place." The lady looked embarrassed. The reporter saw along the direction of her finger that a shed with six charging ports was full of cars. As the resident said, it is difficult to find a public area for charging facilities in Dinglijiayuan Community because of the original planning. The whole community has more than 400 electric bicycles, but only more than 50 charging interfaces. It is hard for residents to get a single charge.

Zhu Huaxing patiently explained, "I understand your difficulties, but if you think about it, if you live on the 13th floor, it is very difficult to put out and escape in case of fire. Even if you park your electric bicycle far away to charge it, don't take the battery home for convenience."

After a circle in the community, Zhu Huaxing discussed with the street and property staff that they should make more use of some corners of the community. It is not necessary to build a charging shed with a large area, but it is flexible to set up some charging cabinets with a small area.

The vehicle is parked in the lobby of the public building

Baiheyuan Community is also facing the dilemma of "more cars and fewer people". When they came to the community, the inspectors focused on "illegal parking and charging of electric bicycles in the public lobby, evacuation passageway, stairwell, emergency exit and other high-rise civil buildings".

"Whose car is this?" Zhu Huaxing found two electric bicycles parked illegally in the lobby on the first floor of a residential building. One of the car owners argued, "Let me park outside. The car was stolen, pushed over, and caught fire. Who's the loss? There is a camera in the lobby on the first floor, and I park here safely. And others also park. Why can't I stop?"

Zhu Huaxing listened while comforting, "Listen to me for a few words. First, if you park in the public lobby in violation of the Regulations on Fire Safety Management of High rise Civil Buildings, you will be punished if you refuse to rectify; second, if your car catches fire in the lobby and causes losses, you will not only bear civil liability for compensation, but also may bear criminal liability. Finally, I want to tell you that once casualties are caused, no one can afford the consequences. There are too many bloody cases. In the community across the river, there are two deaths and one injury... "

After hearing Zhu Huaxing's French education, the resident slowly calmed down and pushed his electric bicycle out of the hall. Zhu Huaxing and the property management staff warned, "The reasonable demands of residents should be met as far as possible, and the main responsibility for fire safety of the unit should also be implemented, and the illegal parking of electric bicycles should be cleared and moved in time."
