The first hospital of Hebei Medical University started the public rescue of congenital heart disease in 2004. The Hebei Women's Federation, Hebei Women's and Children's Development Foundation, together with the first hospital of Hebei Medical University, jointly launched the "Hebei Charity Project to Help Poor Children with Congenital Heart Disease". In 2005, the activity of "Caring Survey of Congenital Heart Disease" was launched. Relying on the First Hospital of Hebei Medical University, an expert team covering the survey, diagnosis and treatment, and rescue of congenital heart disease was established to conduct free heart examinations in rural areas of Hebei.

Over the past 20 years, CHD love screening vehicles have gone into 161 counties and cities to conduct heart health examinations for children, and organized more than 140 "online consultations". So far, more than 14000 children with CHD have been successfully treated. 22 CHD screening stations, 18 designated hospitals for treatment and 2 "CHD love screening demonstration bases" have been set up in the province, effectively improving the level of basic CHD medical services in Hebei.
