Guiyang Daily (Cai Jie, financial media reporter of Guiyang Daily) Since this year, Guanshanhu District has focused on the field of new business forms and migrant workers' rights protection. Through three measures, namely, setting up a one-stop service station for rights protection, a "one-stop" mediation center, and information assistance, it has organized a "protection network" for the rights and interests of workers and other groups in new employment forms.

With the rapid development of new businesses such as takeout, express delivery and online car hailing, some weaknesses in the protection of workers' rights and interests have also emerged, such as unclear platform responsibilities, unclear labor relations, inadequate protection of rights and interests, and weak sense of occupational belonging of workers. To this end, Guanshanhu District Labor and Personnel Dispute Arbitration Court, in conjunction with the District Federation of Trade Unions, established the first employee rights protection service station in the province in May 2022. At the same time, legal aid services were introduced into the employee rights protection service station to provide "one-stop" rights protection for employees, open up a green channel for legal aid application for new business practitioners, migrant workers, etc., simplify the application process, and promote "four zero" legal aid services with zero buck passing, zero obstacles, zero distance, and zero overtime. So far, the employee rights protection service station has served 4469 people in total, including 556 labor arbitration applications, 125 labor disputes mediation, involving an amount of 3.6728 million yuan, and 3284 people receiving various rights protection consultations.

In addition, the Guanshanhu District Labor and Personnel Dispute Arbitration Court has set up a "one-stop" mediation center to introduce people's mediation, judicial mediation and other forces to efficiently and conveniently resolve labor disputes between newly employed workers and platform enterprises, and between migrant workers and employers. Since its establishment, the Center has successfully mediated 1708 labor dispute cases.

With the support of information technology, Guanshanhu District Labor and Personnel Dispute Arbitration Court provides online mediation services for parties with inconvenient transportation or remote areas through the "Internet+Arbitration Mediation" platform. This measure has greatly improved the service efficiency, so that people who defend their rights can get help in time no matter where they are. Since the system was put into operation, 963 labor dispute mediation cases have been received, with a mediation settlement rate of 100%.
