At the beginning of 2008, Hunan Power Grid suffered from the worst ice disaster in 50 years, and several 500 kV lines had ice flashover trips. In December of the same year, He Biao entered the strong electric field independently for the first time during the live replacement of spacer on the 500 kV Aihe Line, and started the ultra-high voltage live line work on the live line.

In December 2010, He Biao entered Changsha Power Supply Company to engage in the professional work of distribution network electrification, which opened a new challenge: practice the operation of insulated bucket truck in the distribution line training site, and practice the operation of insulated poles by climbing poles. The operation and environment of distribution network lines in cities are very complex. He Biao has to deal with various emergencies every day. Over the past few years, he has mastered 33 professional technologies of 4 categories of live working in distribution network. In 2013, He Biao and his colleagues participated in the skills competition of the State Grid Hunan Electric Power Co., Ltd. for uninterrupted power supply in the distribution network of employees, and won the first place in the group with rich practical experience and excellent professional skills. In 2018, He Biao won the first place in the Hunan Electric Power Workers' Skill Competition in the distribution network uninterrupted power operation.

At 5:00 a.m. on April 26, 2024, the pole root of the 513 pole of the 10kV Wangjiang Line I near Chepanling, Hanpu Street, Yuelu District, was hit by a truck, which is very likely to fall down. Near the rush hour of people and vehicles, the damaged electric pole is beside the road, so rush repair is imminent. After receiving the notice of emergency repair, He Biao and his colleagues rushed to the site to work live for two hours, replace the damaged poles, eliminate the hidden dangers before the morning peak, and quickly restore the normal power supply of the line.

Live working is extremely dangerous and challenging, and the working environment is very difficult. How to improve work efficiency? How to improve the level of uninterrupted operation? How to reduce potential safety hazards? He Biao's answer is "to try, to innovate, to break through".

During a live line operation of the distribution network, He Biao found that the nut of the equipment clamp at the operation site was seriously rusted, and the operator had to use a monkey wrench and a ratchet wrench to unscrew the nut repeatedly, affecting the work efficiency. Therefore, he used his off duty time to consult relevant books and materials, constantly draw drawings, calculate data... Finally, he developed a "tool for breaking rusty nuts" based on the characteristics of live working. With this tool, it used to take three people to take turns to remove the nut for two hours. It can be done in 20 minutes by one person, and the safety factor has also been greatly improved.

In view of the problems of more poles being erected and removed and difficult conductor transfer in live line operation of distribution network, He Biao discussed solutions with team members and developed a combination tool of "10kV live line poles being erected and multiple circuit poles being removed to lift conductors", which shortened the original operation time by one hour, not only improving the operation efficiency, but also further ensuring the safety of on-site operations.
