Recently, the Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the State owned Assets Supervision and Administration Commission, the All China Federation of Trade Unions and other seven departments issued the Notice on the Implementation of the High skilled Leading Talent Cultivation Plan (hereinafter referred to as the Notice), proposing to jointly organize the implementation of the high skilled leading talent cultivation plan from 2024 to 2026, focusing on major national strategies, major projects As required by major projects and key industries, we will mobilize and rely on the strength of all sectors of society to focus on cultivating leading talents in the advanced manufacturing industry, modern service industry and other related industries, and strive to cultivate more than 15000 new leading talents and drive about 5 million new highly skilled talents in about three years.

According to the Notice, leading talents refer to backbone and core skilled talents who have firm political stance, practice craftsman spirit, solve production problems, promote innovation and creation, and cultivate young talents, including those who have won the National Model Worker, the Chinese Skills Award, the National Technical Expert, the National May Day Labor Medal and other honors, or enjoy special subsidies from governments at or above the provincial level Those who have been awarded at or above the provincial level or recognized by the provincial (autonomous region, municipality directly under the Central Government) government as "highly skilled and lacking".

The Notice specifies 8 key tasks. It is required to formulate special training plans, strengthen the prediction of the supply and demand of leading talents, and formulate special training plans for local and industrial leading talents. We will strengthen the training and cultivation of leading talents and key objects to improve the level of technology research and development, comprehensive quality, skill level and practical innovation ability.

It is worth noting that the Notice proposes that the promotion and growth channels should be unblocked, and the front-line workers with superb skills and outstanding performance can be directly recognized as senior workers with professional skill levels above by further breaking the restrictions on education, qualifications, age, proportion, etc. For highly skilled talents who solve major technological problems and quality problems, and whose technological innovation achievements have won provincial and ministerial awards, they can be upgraded to professional skill levels.

At the same time, improve the treatment level. For leading talents who have made outstanding contributions to technological innovation or technological breakthrough, enterprises can reward them in the form of bonus, equity and other forms from the earnings from achievements transformation. Encourage enterprises to implement annual salary system, agreement salary system and project salary system for leading talents in key technical posts. State owned enterprises can give appropriate preference to leading talents within the total salary, and implement special post and special pay in combination with the actual situation.

The Notice clearly stated that we should improve the mechanism of stabilizing talents and retaining talents, encourage enterprises to innovate, improve relevant systems, and attract stable leading talents; Support and play a role in providing necessary help for leading talents to participate in key projects and major projects, lead the front-line production problem tackling, summarize and promote unique skills; Strengthen the construction of leading talents platform, and provide support for leading talents who participate in national major strategies, major projects, major projects, key industries to apply for master workshops; Select and commend outstanding leading talents, increase the support for highly skilled talents from provincial and ministerial awards and special government subsidies at or above the provincial level, and actively recommend outstanding highly skilled talents to apply for various awards.
