Site based activities promote the establishment of trade unions to extend to new types of workers (theme)

CAMCE News (Worker's Daily - CAMCE reporter Zheng Li Zhu Xin): Heilongjiang Daqing High tech Zone has established 4 new trade union organizations and developed 870 members, of which nearly 60% are new workers; The freight industry in Hefei, Anhui Province has established a trade union or trade union federation and developed 1310 members... Recently, good news came from the establishment of grassroots trade unions, which benefited from an ongoing activity of cadres of the All China Federation of Trade Unions (ACFTU) visiting the grassroots. Since the All China Federation of Trade Unions sent 15 working groups to work in different places, each working group has focused on expanding the coverage of the organization, focused on the work of building and joining the labor union of new employment patterns, guided and promoted the establishment of a number of enterprise trade unions and trade union federations in the squatting areas, and made new progress in the construction of the basic organization of the trade union.

In the face of the vigorous development of non-public enterprises and the emergence of a large number of new forms of employment workers, how can we attract workers to the trade unions as widely as possible to truly "organize and effectively safeguard their rights"? This has become a must for all cadres working in the headquarters.

At the beginning of the activity, all working groups strictly implemented the relevant requirements of the General Assembly, carried out special research in grass-roots units and enterprises, and relied on the trade union cadres in the squatting areas to clarify the key points, implement precise policies, and strive to promote the solution of the difficulties in the construction of the association. In this regard, the Hubei Working Group clarified the mission statement, timetable and road map, and also assisted the Business City Park of Wuhan Economic and Technological Development Zone to launch the "100 day special action to strengthen and supplement trade union work". The Hunan Working Group studied and formulated the implementation plan on promoting the establishment and membership of the "eight groups" such as truck drivers and other flexible employees. At present, the Hunan Working Group is guiding the Changsha County Federation of Trade Unions in Changsha City to carry out the "very 6+1" pilot work of building trade union membership, that is, to establish 6 trade union federations or union unions and build a "driver's home".

It is understood that 13 working groups have guided some enterprises' trade unions or trade union federations in the squatting units to complete the establishment work. On the basis of investigating and understanding the development of the industry, the rights and interests of employees and the state of mind, the Zhejiang Working Group promoted the establishment of the Red Plum Service Union in Chalu Town with the industrial chain as the starting point, attracting workers from industries such as express delivery, catering, home stay and outdoor tourism to the trade union. The Tianjin Working Group found out the difficulties in building local trade unions and enterprises, and innovated the mode of membership in accordance with local conditions. As of August 18, more than 1500 new members of grassroots trade unions had been established under the guidance of the Tianjin Working Group.

Looking through the schedules of various working groups, we were filled with large and small symposiums, exchange meetings, and promotion meetings, committed to understanding and sorting out the difficulties and problems in the establishment of trade unions, and studying and promoting the work arrangement for the establishment of trade unions. Hebei, Heilongjiang, Chongqing and other working groups held special meetings on the construction of non-public enterprises, put forward plans for the establishment of trade unions, and standardized the establishment procedures. For example, the Hebei Working Group insisted on "three in place" in view of the characteristics of the concentration of incubators in the park and the concentration of non-public small and micro enterprises, that is, the on-site visits to enterprises that have not established the association, the interpretation of the association's policies and the formulation of the association's measures are in place, and efforts are made to promote the establishment of the enterprise association. Chongqing Working Group, taking the establishment of the association of Taiwan funded enterprises as a starting point, gradually promoted the establishment of the association of two Taiwan funded enterprises by means of trade union knowledge dissemination, answering the questions of the association, continuous visits and cordial talks, participating in the preparatory work, and standardizing the process of the association.

The protection of labor rights and interests of workers in the new employment form is the key task of trade unions at all levels at present and in the future. Working groups in Jiangxi, Anhui, Guangdong, Shaanxi and other provinces focused on the work of establishing new forms of employment for workers to join the association, especially promoting online application for membership, and innovating service content and service mode. Jiangxi Working Group assisted Meituan regional agents to set up a trade union committee, so that all Meituan delivery distributors in Linchuan District, Fuzhou City joined the trade union organization. Guangdong Working Group and Shenzhen Longhua District Minzhi Sub district Federation of Trade Unions adopted the working idea of "bottom-up" to establish trade unions, and on the basis of promoting the entry of riders, forced Meituan stations and Meituan companies to establish trade unions. At present, the enrollment rate of special riders in Longhua District has reached 85.1%, and Meituan Dawan District Headquarters has also established the association. The Shaanxi Working Group focused on the construction of the first "driver's home" in Xi'an Logistics Park, and promoted the organization coverage and rights protection of truck drivers. The number of truck drivers who voluntarily joined the labor union has increased to more than 3200.

At the same time, the working groups in Shanghai, Jiangsu, Henan and Yunnan also actively provided advice and suggestions for the grass-roots trade unions. The Jiangsu Working Group, based on the actual work at the grass-roots level, put forward a number of suggestions on the establishment of rules and regulations, visits to enterprises, standardized construction, learning and exchange, trade union brand, protection of the rights and interests of new employment groups, and the establishment of foreign-funded enterprises; The Henan Working Group sorted out 25 suggestions from six aspects: improving the organizational structure, enriching personnel, improving the system and mechanism, enriching the activity carrier, giving play to the role of trade unions, and standardizing the management of funds; The Yunnan Working Group put forward feasible suggestions on the problems existing in the work of local trade unions, and formed the Investigation Report on the Work of Kunming Grass roots Trade Unions. These practices have promoted the further standardized operation of local grass-roots trade union organizations, and provided ideas and directions for playing a role.
