RHZ is one of the 18 enterprises above the designated size in Gaotan Industrial Park, Chalu Town, Ninghai County, Ningbo City, Zhejiang Province. The company is mainly engaged in the manufacturing and processing of mechanical parts, hardware parts, plastic parts and other businesses, with more than 70 employees. Guiding the company to establish a trade union is an important task of the working group of the All China Federation of Trade Unions in Zhejiang.

At the beginning of the work, the working group discussed with Chalu Town Federation of Trade Unions and Gaotan Park Federation of Trade Unions for many times, and must implement the work of building the association.

after many setbacks

During the first discussion with the person in charge of RHZ, the working group learned that in recent years, domestic and international demand has surged, and the annual output value of this enterprise has grown rapidly, from a factory with an annual output value of five or six million yuan to a prosperous enterprise with an annual output value of more than 100 million yuan and product supply exceeding demand. The enterprise is on the rise and is busy expanding its production scale. It is not enthusiastic about establishing trade unions.

During the symposium, the working group had a good talk with several staff representatives. The person in charge of the enterprise introduced Xiao Ge, the backbone of the staff, to the working group. This stable and gentle young man is a veteran, with a high sense of discipline and responsibility. He is mature and considerate in dealing with people. After returning, the working group, the town federation of trade unions and the trade union federation of the park all believed that Xiao Ge could be the candidate for the chairman of the trade union.

But at the same time, the working group also felt that the leaders of the enterprise did not have a good understanding of the trade union, which might hinder the establishment and work of the trade union. For this reason, the working group decided to change the views of the enterprise leaders from the side.

The working group invited Xiao Ge and other backbone workers to the trade union federation of the park to explain the benefits of joining the trade union. Xiao Ge and others also visited the staff home, the staff bookstore and staff service center under construction. After several exchanges, Xiao Ge and others had a deeper understanding of trade unions and a stronger desire to form trade unions.

At the same time, the working group also learned that RHZ Company is developing rapidly, and a large number of new employees are recruited every year. Most of these employees are from other places, so the mobility of personnel is high; However, the company's personnel management system is not perfect, and people's hearts are floating, which is not conducive to the development of the enterprise in the long run.

The working group felt that the time was ripe and asked Xiao Ge to do ideological work. Xiao Ge took the opportunity of reporting his work to exchange his understanding of the trade union with the person in charge of the enterprise: "The trade union can bring tangible benefits to the employees and the enterprise. The young employees of the company all hope to establish a trade union."

Later, the working group, the town federation of trade unions, and the trade union federation of the park took the initiative to visit again, chatting with the person in charge of the enterprise, and talking about the gratifying changes that have taken place since the establishment of trade unions in other enterprises. At this meeting, the working group and the enterprise leaders reached a number of consensus, and they had more confidence in the establishment of trade unions.

But a few days later, the situation changed again. On the third visit of the working group, the person in charge of the enterprise said that he had a new candidate for the chairman of the trade union, Xiao Yang. He believes that Xiao Yang is a graduate of a famous university with a high degree, good comprehensive quality and great potential in all aspects.

The working group decided to meet with Xiao Yang first to understand the idea of the new candidate for the trade union chairman. However, whether through the invitation of the Town Federation of Trade Unions and the Park Federation of Trade Unions, or directly to visit the company, Xiao Yang has always avoided. After many inquiries, the working group learned that Xiao Yang Gang needed to learn and be familiar with a lot of knowledge when he took part in the work, so he did not have time and energy to participate in the work of the trade union.

Then, the working group visited the person in charge of the enterprise for the fourth time. After listening carefully, the person in charge said that he would recommend Xiao Ge as the chairman of the trade union according to the original arrangement.

The Working Group is in favour of this. Because after a period of contact, the working group had a deeper understanding of Xiao Ge's character and ability, and felt that he was more suitable to assume the role of trade union chairman.

After many setbacks, the work of the Association has made progress.

After careful deployment and preparation, the first session of the first trade union committee of RHZ Company was held on July 15.

After election, Xiao Ge was elected as the first chairman of the trade union, and four trade union members were also elected.

The town federation of trade unions and the trade union federation of the park "opened a small kitchen" for Xiao Ge, and carried out relevant training on how to carry out trade union work, pay trade union funds, and organize workers to carry out activities in the future. The simple explanation injected a shot of strength into the new chairman of the trade union and strengthened his confidence and determination to do a good job in trade union work.

Respond to demands

It is understood that since 2019, the Trade Union Federation of Gaotan Park has carried out the "employees talk things", receiving employees at noon or one hour after work every Friday. The chairman of the trade union of the enterprise will take turns on duty, and the workers will report difficulties and appeals to the trade union, which will coordinate and solve them. "The staff talk" has been carried out for nearly three years and is very popular with the staff.

The second day of the establishment of the labor union of RHZ Company coincided with Friday, and 6 employees came to reflect the problem of the unpaid social insurance of RHZ Company. The working group and the trade union federation of the park learned that there are three main demands of employees: first, the enterprise has not paid social insurance for all employees; The second is overtime pay. They work on a piece rate, but they don't pay overtime pay on Saturdays and Sundays; The third is the problem of high temperature subsidies. The factory did not issue high temperature subsidies to front-line workers.

In response to these three demands, the trade union federation of the park has replied respectively: on the issue of social security, the trade union federation of the park and the enterprise trade union will communicate with the person in charge of the enterprise as soon as possible to determine the conditions and scope of social security payment, pay the social security by stages and batches, gradually expand the coverage of social security, and the conditions of social security payment should be open, transparent, fair and just; As for overtime pay, according to relevant regulations of Zhejiang Province, RHZ Company meets the piece rate wage payment standard; With regard to the issue of high-temperature subsidies, the state stipulates that high-temperature subsidies are only for personnel working in indoor workplaces above 33 ℃ (including 33 ℃), or outdoor workers. The workplace conditions of employees do not meet these two standards, so they do not meet the standards for high-temperature subsidies.

After explanation, the employees' original excitement gradually subsided, but their desire to pay social security is still very urgent. The working group learned that unpaid social insurance is a common phenomenon in RHZ Company, and immediately invited the county federation of trade unions and the town federation of trade unions to jointly study and discuss to determine the work strategy.

At noon of the same day, the town federation of trade unions met with Xiao Ge for communication. Xiao Ge said that several workers in the factory had reported the problem of unpaid social security to him. He was about to report it to the trade union federation in the park, but the workers had reported the problem through "workers' story telling". He would actively cooperate with the trade union federation in the park to properly handle the matter.

After repeated consultations, RHZ Company finally decided to handle social insurance payment procedures for employees in batches. At the same time, the labor union and the enterprise service center together conducted a labor relations risk assessment on RHZ Company.

In this regard, the members of the working group said that the work of building the trade union was a vivid practice of the working group's work in the park, from which we also deeply felt the hardships and difficulties of the work of the grassroots trade union. Although the work of building the trade union lasted a long time, we thought and worked together with the cadres of the grassroots trade union, and finally achieved the expected effect of building the trade union. Wang Qiang, the leader of the working group, said: "Through the work of the Association, we realized that the work of staying at the spot is to go deep into the front line and work together with grassroots trade union cadres to promote the work. Only in this way can we strengthen the style, improve quality and learn experience. This is also the significance of staying at the spot."

Now, the construction work of RHZ Company has come to an end. The working group still continues to make in-depth visits and research in Gaotan Industrial Park to safeguard the legitimate rights and interests of the staff and workers with practical actions.
