Notice on Doing a Good Job of Enrolling Students with Special Skills in Wenling Ordinary High Schools in 2024

Each ordinary high school:

In accordance with the spirit of the Notice of Taizhou Municipal Bureau of Education on Doing a Good Job in Taizhou's 2024 Junior High School Academic Level Examination and High School Enrollment Work (Taijiaoji [2024] No. 28) and the Notice of Taizhou Municipal Bureau of Education on Doing a Good Job in Taizhou's 2024 Senior High School Students Enrollment Work (Taijiaoji [2024] No. 39), To meet the diversified needs of junior high school graduates for higher education and promote the comprehensive and personalized development of students, the following is the notice on the enrollment of special students in ordinary high schools in 2024.

1、 General requirements

Ordinary high schools should draw up the enrollment application report (attachment) for students with special skills according to the school running orientation and characteristics, and can recruit students with sports, art, science and technology and other special skills in the city after the approval of the municipal education bureau. The number of students with special skills should be controlled within 5% of the school's overall enrollment plan of the year.

2、 Enrollment school qualification

Ordinary high schools that enroll students with special skills should at least meet one of the following conditions:

(1) Zhejiang Provincial Characteristic Demonstration High School;

(2) Taizhou municipal and above sports and art characteristic schools or sports training base schools;

(3) Characteristic project schools approved by Taizhou Municipal Education Bureau.

3、 Application conditions

Wenling junior high school graduates who meet the enrollment requirements of Taizhou regular high schools, have good academic performance in junior high school, and at least meet one of the following conditions can apply for special students who are consistent with the award-winning projects:

(1) During the junior high school study, the main players who participated in various sports competitions at Wenling city level and won the top three in individual events or the top two in collective events; Winners of the first prize of Wenling municipal level in art and science and technology competitions (including collective projects);

(2) During junior high school study, the main players who participated in various sports competitions at the municipal level of Taizhou and won the top 6 in individual events or the top 3 in collective events; Those who have won the second prize or above of Taizhou municipal level in arts and technology competitions;

(3) During junior high school study, the main team members who participated in various sports competitions at provincial level and above and won the top 8 individual or top 6 collective events; Those who have won the third prize or above at the provincial level in art and science and technology competitions;  

(4) During junior high school study, those who have participated in the Zhejiang Province Students' Art Proficiency Test and obtained the first grade certificate;

(5) In junior high school, he was awarded the honorary titles of "Little Academician" and "Little Doctor" by Taizhou Academy of Juvenile Sciences;

(6) Students who have obtained the national second-class athlete certificate during their junior high school study;

(7) The athletes of sports events or non Olympic events that have been registered in Wenling Youth Sports School without organizing competitions at the municipal level of Wenling or Taizhou;

(8) Taizhou Training Base Project School will send the athletes to the provincial team for training.

The above competitions must be hosted or jointly organized by the administrative departments of education, sports, science and technology, etc. The deadline for awarding certificates is the deadline for enrollment of gifted students.

The school may, according to the actual situation of running the school, set higher registration conditions than those specified above.

4、 Enrollment procedures

(1) Determine enrollment plan

1. The enrollment school must submit the enrollment application report of gifted students to the Municipal Education Bureau before April 24, 2024. The application report includes enrollment items, enrollment number, enrollment conditions, professional quality test scheme (including test items and minimum standards), etc.

2. The Municipal Education Bureau shall, according to the application of the school, determine the enrollment items, planned number of students and enrollment conditions of the special students of each school, and incorporate them into the general enrollment plan, which shall be announced to the public before enrollment.

(2) Online forecast name

1. Time of application: May 22-23, 2024 (overdue websites closed);

2. Registration method: online registration, and the registration website will be announced separately;

3. Before registration, prepare the scanned copies or electronic photos of the following materials (each document has a capacity of less than 1M): the applicant's two inch half portrait, ID card, student status information card, and a best award certificate (school certificate must be attached to the team project) or first-class certificate or provincial sports bureau registration materials.

(3) Professional quality test

The professional quality shall be tested on site, and the application materials submitted by the examinee must be reviewed on site.

1. The professional quality test of sports specialty students is jointly organized by the Municipal Education Bureau and the Municipal Sports Development Center, and discipline inspectors are invited to supervise the whole process of the test. Group project candidates need to conduct on-site competition evaluation in advance, and can participate in professional quality test only after passing the evaluation. The time and place of on-site competition will be notified separately.

Test time: May 25, 2024;

Test location: Municipal Sports Center;

Test items: to be announced separately;

Qualification condition of professional quality test: meet the minimum standard requirements of special skills, and the specific requirements will be announced separately.

2. The professional quality test of art majors is organized by the Municipal Education Bureau, and discipline inspectors are invited to supervise the whole process of the test.

Test time: May 26, 2024;

Test location: to be announced separately;

Test items: to be announced separately;

Qualification conditions for professional quality test: to be announced separately.

3. The professional quality test of students with special skills in science and technology will be determined separately.

(4) Junior high school academic examination

1. Qualifications for junior high school academic examination results of students with sports expertise: the scores of candidates who apply for the public high school in our city must be within 100 points below the general high school score in our city, and those who apply for the private high school must be within 200 points below the general high school score in our city. The junior high school academic examination results of students with sports expertise who meet the requirements of the following items are not qualified: ⑴ The individual events such as track and field, taekwondo, judo, weightlifting, fencing and so on are ranked top 6 at the provincial level and top 3 at the municipal level; ⑵ The leather rowing and rowing project won the top 8 at the provincial level and the top 3 at the municipal level; ⑶ Volleyball, basketball, football and other collective events (main players) won the top 6 at the provincial level and the first at the municipal level; ⑷ Obtain the certificate of Grade II athlete in the corresponding event, or participate in the competitions organized by the education and sports administrative departments at Wenling city level and above to meet the performance standards of Grade II athletes, or the on-site test results meet the performance standards of Grade II athletes (to be reviewed by the assessment team).

2. Qualifications for students with artistic and scientific expertise to pass the academic examination in junior high school: within 30 points below the minimum admission score of the school of enrollment; Wenling Middle School art specialty students are qualified for the top 1000 students in Wenling City.

(5) Comprehensive score calculation

1. Calculation method of comprehensive scores of sports majors

Comprehensive score=high school entrance examination score ÷ 6.6 × 20% (full score 20 points)+professional quality test score (full score 80 points).

The scoring rule of professional quality test score (full score: 80 points) is 40 points for award grade and 40 points for on-site test. The rules for awarding grades are: 40 points for students who win the first three places in the provincial games, the first place in the provincial competitions, and the long-term intensive training of the provincial team; Won the second and third place in provincial competitions and national second level athletes, 38 points in total; The fourth place in the provincial competition and the first place in the municipal competition, 35 points in total; 31 points, ranking fifth and sixth in provincial competitions, second and third in municipal competitions; Won the seventh and eighth place in provincial competitions, the fourth place in municipal competitions, and the first place in county and city competitions, 26 points in total; 21 points for provincial registered athletes who won five or six places in prefecture level competitions, second or third places in county level competitions, and no city level competitions. On site test scoring rules: 40 points for the first place; 35 points for the second place; 30 points for the third place; The following ranking is similar.

2. Calculation method of comprehensive scores of art and science students

Comprehensive score=high school entrance examination score ÷ 6.6 × 50%+professional skill test score × 50%.

(6) Public admission

The professional quality test results will be published on the website of Wenling Municipal Education Bureau and subject to social supervision. Those who have no objection after the publicity will be admitted in combination with the results of the high school entrance examination.

On the premise that the application conditions are met and the academic examination results and professional quality tests of junior high school are qualified, the track and field events are ranked from high to low according to the professional quality scores, and then the examinees independently choose the schools with corresponding enrollment projects, and finally select the best according to the comprehensive scores; Other items shall be admitted according to the comprehensive scores of the examinees from high to low. If the scores are the same, those with high professional skill test scores will be admitted first. If the number of people in individual projects is not full due to various reasons, the number of vacancies will not be filled. Once admitted, candidates must sign a special student agreement with the admission school.

5、 Job requirements

(1) Strengthen organizational leadership. Earnestly strengthen the leadership of the recruitment of students with special skills, strengthen the supervision and management of the recruitment of students with special skills, improve measures, resolutely plug all loopholes in the recruitment process of students with special skills, and ensure that the recruitment work is open, fair and just.

(2) Seriously enforce enrollment discipline. Strictly enforce the enrollment discipline of students with special skills, do not lower the admission standards without permission, and resolutely put an end to fraud and favoritism. In case of any violation, once verified, the admission qualification of the candidate in violation of the regulations in that year will be cancelled and the corresponding responsibility will be investigated.

(3) Strengthen training management. Schools that enroll students with special skills should strengthen the management of students with special skills to ensure that students with special skills can study and train normally in school. It is necessary to establish a separate file for each special student, record the training and development process of special students, and constantly explore and study the training methods of special students.
