The municipal federation of trade unions has five departments.

(1) Office (Funding Review Office). To be responsible for the normal operation of such organs as telegram, conference affairs, confidential information, archives and supervision; Responsible for administrative, reception, security, confidentiality, comprehensive draft and comprehensive coordination services; Organize and coordinate important meetings and activities; Responsible for annual report statistics, work research and research on labor movement theory; To be responsible for the Party building, civilization building, clean government building and cultural construction of the Municipal Federation of Trade Unions and directly affiliated institutions; Take the lead in coordinating the formulation of annual work objectives and inspection and assessment of the Municipal Federation of Trade Unions; Be responsible for arranging contacts and exchanges with domestic and foreign trade union organizations; To be responsible for contacting villages and contact points of the Municipal Federation of Trade Unions; To be responsible for reviewing the expenditure, revenue and asset management of trade union organizations at the same level and at lower levels and their enterprises and institutions directly under them

(2) Organize the Publicity and Education Department. Implement the cadre and personnel policies of the central and provincial Party committees and the relevant provisions of the superior trade unions on the trade union organization system; Assist the CPC Municipal Committee and relevant departments (units) directly under the municipal government in organizing and managing the leading group of the trade union at the next level; To be responsible for the personnel, labor and capital work of the Municipal Federation of Trade Unions and its directly affiliated units; To guide the education and training of the trade union system in the city. Guide and carry out ideological and political guidance for employees, and cooperate with relevant departments to guide public opinion involving trade unions and employees; To be responsible for the propaganda of trade unions in the whole city, and organize the trade union communication report.

(3) Production Support Department. Be responsible for guiding trade unions at all levels to organize labor protection work, and participate in the investigation and handling of production safety accidents and occupational hazards; To be responsible for studying and formulating the opinions of the trade unions of the whole city on carrying out labor competitions and activities of making contributions, organizing and guiding various forms of labor competitions, technical competitions, rationalization proposals and economic and technological innovation activities; Responsible for the training, recommendation, commendation and management of national, provincial and municipal model workers, the National May Day Labor Medal (certificate), and the Shandong Provincial Labor Medal (certificate) for enriching the people and revitalizing Shandong; Be responsible for letters and visits from model workers above the city level, and coordinate relevant departments to implement the treatment of retired model workers above the city level and help model workers in difficulties.

(4) Grass roots work department (female staff department). To be responsible for the organizational development and team building of grassroots trade unions; To guide the management of membership of trade union members and the standardization of grass-roots trade unions; To be responsible for the selection and management of workers of the Society. To be responsible for formulating the work plan of staff quality construction and organizing the mass culture and sports work of staff; Investigate, study and reflect the ideological situation of grass-roots workers, and guide the development of targeted publicity and education; Be responsible for guiding the grassroots trade unions to carry out the selection and commendation of "Weihai Excellent Workers". To undertake the daily work of the Women Workers' Committee of the Municipal Federation of Trade Unions and guide the work of safeguarding the legitimate rights and interests of women workers. Guide the public institutions directly under the Municipal Federation of Trade Unions and grassroots trade unions to promote the construction of mass, democracy and legality, promote democratic management, democratic consultation and democratic supervision, and carry out the activities of building "workers' homes".

(5) Financial Assets Management Department. To be responsible for the collection, management and use of the city's trade union funds; Be responsible for preparing and submitting the annual budget and final accounts at the same level, guiding the urban and grass-roots trade unions to prepare the budget and final accounts, and be responsible for the approval of the annual budget of the lower level trade unions; Be responsible for coordinating, communicating and cooperating with the municipal and local tax bureaus, and improving the mechanism for tax collection of labor union funds; Be responsible for the management of trade union assets; To be responsible for the standardized construction of the city's grassroots trade union finance.

Weihai Comprehensive Service Center for Staff and Workers has 6 internal organizations, all of which are at the level of deputy section:
(1) General Section. Undertake comprehensive coordination and management services for daily work; Undertake Party building, organizational structure, personnel management and other work; Undertake financial management and accounting.
(2) Help the Rescue Section. Undertake staff services such as "Four Seasons Service" and love mutual insurance project; Undertake the work of helping and rescuing the needy staff and workers.
(3) Training Service Section. Undertake entrepreneurship and employment training; Undertake mental health service for employees; Undertake legal aid for trade unions; Undertake the treatment and recuperation of front-line workers and the construction of outdoor labor stations.
(4) Labor Relations Section. Undertake collective wage negotiation; Undertake the political guidance, demonstration and contact services of relevant social organizations; Undertake the work of trade union publicity and basic level trade union legal person registration.
(5) Industry Promotion Section. Undertake the establishment, management and service of the city's industrial trade unions and regional and industrial trade union federations; Organize industrial trade unions to carry out democratic management, collective wage negotiation and regional and industrial vocational and technical competitions.
(6) Culture and Sports Department. Undertake the organization and implementation of education and training activities such as staff cultural knowledge lectures and technical skills training; To undertake the organization and implementation of cultural and sports activities for employees.
Article 6 Weihai Comprehensive Service Center for Staff and Workers has approved the establishment of 21 employees, including 9 management personnel, 11 professional and technical personnel, and 1 skilled worker. There is one director and two deputy directors; There are 6 deputy section level leaders in the internal organization.
Article 7 The source of funds of Weihai Comprehensive Service Center for Employees is financial appropriation.
Article 8 The Office of the Organizational Structure Committee of the CPC Weihai Municipal Committee shall be responsible for the interpretation of these Provisions, and the adjustment shall be handled by the Office of the Organizational Structure Committee of the CPC Weihai Municipal Committee according to the prescribed procedures.
