Recently, Dalian Industrial Internet Innovation and Development Three Year Action Plan (2021-2023) (hereinafter referred to as the Action Plan) was officially released. By 2023, Dalian will focus on building three systems of network, platform and security, accelerate the deep integration of 5G, industrial Internet and manufacturing industry, accelerate the transformation and upgrading of digital, networked and intelligent manufacturing industry, and strive to make the industrial Internet an important support for high-quality economic development of Dalian by building a platform and using a dual wheel drive platform.
According to the Action Plan, by 2023, Dalian will cultivate 5 to 10 provincial industrial Internet platforms, 2 to 3 national double cross platforms, 8000 cloud enterprises, 30 "5G+industrial Internet" demonstration plants, 10 "5G+industrial Internet" demonstration parks (cluster areas), and 2 to 3 industrial Internet identification resolution secondary nodes.
Dalian's industrial system is complete and has the conditions for the development of industrial Internet. However, there are not many industrial Internet platforms. There is a lack of industry level, cross industry and cross regional industrial Internet platforms. Most enterprises have a low level of digitalization and weak foundation for networked and intelligent evolution. In order to continuously improve the innovation and development capability of industrial Internet and promote the integration and development of industrialization and informatization in a broader scope, deeper degree and higher level, Dalian launched the Action Plan.
The Action Plan specifies six key tasks, namely, strengthening technological innovation, consolidating the network foundation, building a platform system, strengthening security, accelerating integrated development, and expanding open cooperation. Focus on strengthening the research and development of key technologies of industrial Internet, accelerate the construction of innovation centers and innovation carriers, and focus on promoting industrial technology software; Build a new generation of network infrastructure, promote the upgrading and transformation of enterprise intranet, and carry out the construction of logo resolution system; Build an industrial Internet platform, improve the service supply capacity of the platform, and promote enterprises to go to the cloud platform; Build a security guarantee system for industrial Internet and promote the development of industrial Internet security industry; Promote the integrated development of industrial Internet and 5G and other new technologies, promote the integrated development of large, small and medium-sized enterprises relying on industrial Internet, and promote the integrated development of industrial Internet and key industries; Strengthen technical exchanges and cooperation, and strengthen industrial docking cooperation.
In order to ensure the smooth implementation of the Action Plan, Dalian proposed five safeguards, namely, establishing an organizational implementation mechanism, optimizing the innovative development environment, increasing financial and tax support, building a docking cooperation platform, and improving the talent training system. Set up a special working class for industrial Internet, and set up the Municipal Industrial Internet Expert Committee; Establish Dalian Industrial Internet Industry Alliance and industrial Internet development evaluation mechanism to strengthen intellectual property protection; Focus on supporting major technological innovation and application, platform construction, integrated application and other projects in key fields; Support platform service providers and communication operators to cooperate with industrial Internet industry chain, innovation chain and value chain leading enterprises, and establish Dalian Industrial Internet Industry Alliance and Dalian 5G Industry Alliance; Encourage universities and vocational and technical schools to set up industrial Internet majors and courses, train professional and technical talents of industrial Internet, and cultivate and introduce a batch of leading talents, scarce talents and high-level innovation and entrepreneurship teams in the field of industrial Internet.
