Changchun New Area: Build nests and attract phoenix to create a "strong magnetic field" for talent gathering

Achieve with merit and expand with talents. In this passionate land of Changchun New Area, the vitality of the reform of the system and mechanism meets the world's talents with dreams, constantly stirring up new development energy.

During the "13th Five Year Plan" period, Changchun New Area gathered nearly 60000 talents of all kinds, promoted the transformation of "the first resource" of talents into "the first power" of innovative development, and provided a solid talent support for the high-quality development of the New Area. In 2020, Changchun New Area will gather nearly 10000 talents of all kinds. From policy to system, from mechanism to platform, from environment to service, the talent work highlights frequently, and the ability of Changchun New Area to attract, gather and nurture talents is constantly improving.

This place of peace is my hometown. In recent years, Changchun New Area has continuously optimized and improved the talent policy system, improved the working mechanism according to local conditions, and promoted talent work through innovative thinking. Last year, facing the impact of COVID-19, in order to help enterprises to solve their difficulties and further reduce the burden of enterprises and talents as soon as possible, we took the lead in introducing 15 preferential policies for enterprises, 9 policies for supporting the development of small, medium-sized and micro enterprises, and 50 new policies for creating a first-class business environment in the new areas of the country, and established a fast track for the implementation of policies that can be reported and handled immediately. Innovate the policy mechanism for talent introduction and use, and set up the "New Area Support Enterprise Development Office" as the "staffing pool" to help enterprises attract and retain high-level talents. For full-time doctoral students in science and engineering who have signed formal labor contracts with enterprises in the New Area, according to my own wishes, the headcount can be placed in the New Area Support Enterprise Development Office, while I work in enterprises. After five years of working in the enterprise, if I have the intention to transfer to the New Area, I can directly transfer to the New Area for work, and the organization is the new area's own business. Through the "staffing pool" of talents, we can resolve the worries of talents, enhance the sense of acquisition and belonging of talents in the development of the New Area, and attract more talents to pursue, build and realize their dreams in Hangzhou.

Talents thrive and cities thrive. Changchun New Area seizes the opportunity, works hard on "talent introduction", vigorously promotes online and offline joint recruitment, and creates a "talent introduction aircraft carrier" integrating online recruitment, special recruitment, outbound recruitment, campus recruitment and other forms. Nearly 100 online and offline talent introduction activities were carried out, such as "double first-class" college recruitment, non-public party building star enterprise special recruitment fair, "service for private enterprises week" key enterprise double election, while giving full play to the advantages of online platforms such as "Zhilian recruitment" new area talent introduction column, Changchun New Area talent employment service network, etc., and serving more than 6000 enterprises in total, More than 15000 jobs were created and high-level talents were introduced through multiple channels.

College students are the new force of mass entrepreneurship and innovation. In 2020, Changchun New Area started the construction of college students' employment practice base, and established in-depth cooperative relations with 8 colleges and universities, including Jilin University, Northeast Normal University, Changchun Vocational and Technical College, around the college students' employment practice base and the joint cultivation of highly skilled talents. By setting up "scholarships" in Changchun New Area in five colleges and universities, including Jilin University and Changchun University of Technology, more high-quality graduates will be attracted to the New Area for employment and entrepreneurship. At present, the first batch of scholarship pilot work has been completed in Changchun University of Technology, Kinsai Pharmaceutical, Guanghua Technology, Jiacheng Network and other units, and a four party agreement has been signed with 10 selected excellent students, Scholarships for the first academic year have also been granted. In addition, we have carried out in-depth activities such as teachers and students' trip to the new area of cooperative colleges, campus tour of high-quality enterprises, and special "double selection meeting", which has helped more than 50 enterprises, such as Yongli Laser and Changyu Tetsu, form close cooperation with colleges and universities, and introduced more than 3500 college graduates.

Optimizing services is waiting for flowers to bloom, and Changchun New Area is firmly moving forward towards the goal of optimizing the construction of talent ecology. We strengthened the implementation of talent policies, actively assisted and guided talents to strive for various support policies, and 328 science and technology plans received provincial support funds of 110 million yuan; Three were selected into the National Major Talent Project, one was selected into Jilin Province's Outstanding Innovation and Entrepreneurship Talents, 14 were approved as the sixteenth batch of experts enjoying provincial government subsidies in Jilin Province, and two were supported by the Changchun high-level industrial talent funding project; 686 people from 64 enterprises received housing security support in Changchun, 895 people from 125 enterprises received annual award support for high-end talents in Changchun, and the policy support fund reached more than 31 million yuan. Strengthen the service of talent life. 120 talent apartments with an investment of 40 million yuan have been put into use. Talents can "move in with bags", with a total of nearly 200 person times of residence, to effectively address the housing needs of talents. "Only by solving the problems of education, medical care, housing, life and other worries, and doing a good job of the key practical things that talents care about, can we truly enable talents to enter, live and take root," said the relevant person in charge of Changchun New Area Talent Office.

The continuous reform of talent system and mechanism, the thoughtful service throughout the "whole life cycle" of talent growth, and the "tropical rainforest style" talent ecological environment have enabled Changchun New Area to form a continuous positive attraction to talent. Countless beautiful flowers of dreams are blooming here, which has also laid the most solid foundation for Changchun New Area to embark on the new journey of the "14th Five Year Plan".
