Notice on some provincial government affairs services

People's governments of all cities, counties (districts), administrative committees of Pingtan Comprehensive Experimental Zone, departments and institutions directly under the provincial people's government, major enterprises and colleges and universities:
In order to further deepen the reform of the administrative examination and approval system, promote the transformation of government functions, effectively improve the effectiveness of streamlining administration and delegating power, strengthen the grass-roots governance system and governance capacity, it was decided to cancel, delegate (including entrustment, the same below), and adjust some provincial government affairs services. In order to ensure that the matters can be put down, connected and managed well, the relevant matters are notified as follows.
1、 Strengthen business connection. The relevant provincial departments should organize the receiving units to carry out approval business training within one week after the matter is delegated, clarify the approval standards, standardize the approval behavior, refine the review points, answer the doubts of the grassroots, and sign the entrustment agreement. The management regulations for the transition period shall be well implemented, and the matters shall still be approved by the original department before they are accepted in place. In principle, the transition period shall not exceed 20 working days. Timely complete the adjustment of the list of rights and responsibilities of the unit, and report to the preparation management department of the same level institution for filing. Adjust and update the provincial online service hall service guide, and accurately publish service standards to the community. The negative reporting system shall be implemented. For entrusted matters, the undertaking unit shall make decisions such as no acceptance and no permission, and shall report to the original approval department in a timely manner. The original approval department shall strengthen guidance and correct wrong approval or management behaviors in a timely manner. For matters adjusted to internal management, relevant departments should formulate work plans, orderly promote relevant work, and do a good job of publicity and explanation to the society.
2、 Implement supervision responsibilities. The undertaking unit or the original approval department shall carry out the supervision work according to the regulatory responsibilities specified in the adjustment implementation plan, ensure that the supervision work can follow up in time after the cancellation and delegation of the matter, and prevent the problem of "letting go of it and letting it go". We will improve the dynamic adjustment of the regulatory system of Fujian's integrated and integrated administrative law enforcement platform to ensure that the regulatory work can be effectively included in the scope of information management. Implement audit management linkage, strengthen data sharing and work interaction between the approval and supervision systems, and promote the management of all departments to complete the closed-loop from approval to supervision. For matters adjusted to internal management, the department's internal supervision and management mechanism should be improved to prevent "inaction and disorderly action".
3、 Focus on effectiveness evaluation. The original approval department should pay attention to the actual business handling effect of the delegated matters, investigate and understand the handling volume and actual business handling situation of each region after the delegation of relevant matters, evaluate the actual achievements of "time reduction, movement reduction, link reduction and cost reduction" after the delegation, collect the satisfaction of the enterprise masses, and grasp the problems existing in the approval of the undertaking unit, The Evaluation Form of Adjustment Effect shall be formed and submitted to the Provincial Examination and Reform Office for filing before March 31, 2025. The provincial examination and reform office, through business analysis, puts forward opinions on the withdrawal of delegated matters that are not smoothly managed, have not achieved obvious results, and are not compatible with the latest national policies and regulations, and then submits them to the provincial government for approval.
All units shall report problems encountered in the implementation of this notice to the Provincial Audit and Reform Office in a timely manner, and the Provincial Audit and Reform Office shall coordinate and deal with relevant situations in a timely manner.
