The Regulations thoroughly implement Xi Jinping's thought of building a strong military, take service preparation and war fighting as the fundamental orientation, and focus on reflecting the care and concern of the organization, clarify the objectives, principles, scope and conditions, organization and implementation, and supporting support of the military's visit, condolence, and relief work.
The Regulations pointed out that visiting, condolence and relief work should follow the principles of openness, fairness, timeliness and moderation, adhere to the principle of people first, seeking truth from facts, adhere to the unity of officers and men, tilt to the front line, focus on giving play to the main role of party organizations at all levels, and reflect the function of inspiring, leading, and solving difficulties and difficulties.
The Regulations specify that relevant military personnel can visit and console when they participate in war or perform major tasks in other places, as well as when they are hospitalized, or when their families suffer from major natural disasters or sudden changes that affect their lives, and highlight the frontline of war preparation, and appropriately improve the visiting and console standards for personnel performing war or major tasks; If the relevant military personnel or family members suffer from major diseases, major natural disasters or accidents, or other special reasons that cause family difficulties, relief can be given, and the conditions for determining relief standards, implementation procedures, and approval authority can be standardized and improved accordingly. At the same time, the Regulations have detailed the operation mechanism, inspection and supervision, accountability, etc. of the visiting condolences and relief work.
