Strategic scientists have profound scientific literacy and broad vision, strong foresight judgment, interdisciplinary understanding and the leadership ability of the combat organization of the Corps. They can grasp the world scientific and technological trend, study and judge the direction of scientific and technological development, break through key core technologies or complete disruptive technological innovation. They are the "key minority" of national strategic talents. In the new era, how can we give more practical support to strategic scientists and encourage them to break through the "choke" problem in key core technology fields? It is necessary to constantly strengthen the cultivation and use of strategic scientists, create a talent ecosystem that is conducive to talent growth and entrepreneurship, encourage them to give full play to the role of "scientific and technological talent", and let more original innovative achievements and disruptive technologies emerge in a competitive manner.

"A thousand crops of rice and beans are bred in the seedbed." The formation of a growth echelon of strategic scientists is an inevitable choice to cope with international scientific and technological competition and build a scientific and technological power. We should strengthen efforts to train a group of strategic scientists and build a "main force" of national scientific and technological innovation. Focusing on the task of tackling key scientific and technological problems in the future and the need to solve "choking" technological problems, we will vigorously cultivate a group of strategic scientists who stand at the forefront of scientific and technological development, are authoritative in a certain scientific field, can think directionally, globally and prospectively, and have outstanding leadership ability of scientific and technological organizations. We will give full play to the role of national laboratories, national key laboratories and science and technology leading enterprises in the training, introduction and use of strategic scientific and technological talents, and select and determine a group of strategic scientists. Establish and improve the responsibility system of strategic scientists, clarify the list of rights and responsibilities, and give full play to their irreplaceable role in leading major original innovation, participating in the top-level design of scientific and technological strategies, integrating scientific and technological innovation forces, and breaking through key core technologies. Encourage strategic scientists to support and help young scientific and technological talents, identify strategic scientific and technological talents from major scientific and technological tasks, and create a large-scale "reserve talent pool" for the formation of strategic scientists' growth echelon.

Cultivating and forging more strategic scientists requires not only hard measures, but also good innovation ecology, supported by a talent system that conforms to the growth law of strategic scientific and technological talents.
