Li Jingyan, "headmaster of mud legs"

Li Jingyan: member of the CPPCC Liaoning Provincial Committee, chief agronomist of the Agricultural Development Service Center of Zhangwu County, Fuxin City, and winner of the "National May Day Labor Medal".

Recently, plums and apricots have blossomed in the mountains, and Li Jingyan has moved from the corn field to the orchard in the mountains.

"Old Xia, the apple trees and pear trees in your garden have been around for some years. When you cut such a big crown, you must consider the impact of sunshine on the fruit." In the orchard of Fushan Fruit and Vegetable Cooperative in Qianfuxingdi Township, Zhangwu County, Fuxin City, Liaoning Province, Li Jingyan set an example as he spoke. This was a busy job for most of the day. Before leaving, He also repeatedly told: "We should apply more farmyard manure, and we must keep up with water and fertilizer these days!"

Li Jingyan is a native of Zhangwu. Zhangwu County is located at the southern edge of Horqin Sandy Land in Inner Mongolia. It has been suffering from drought for nine decades, wind and sand drought, and soil erosion, resulting in fragile ecological environment and congenital defects of rain fed agriculture. As a child, Li Jingyan was influenced by the villagers' struggle to beg for food in the sand. Li Jingyan showed great talent in planting trees and land: helping plows, driving cars and buckwheat. Li Jingyan, who just went to middle school, can do everything. At that time, the vigorous "Zhangwu Desert Control" had begun, and Li Jingyan often dreamed that the barren mountains in his hometown would become orchards, and deserts would become fertile fields

Now, looking at the cornfields in Zhangwu and the fruit trees in the mountains, Li Jingyan's mouth cannot help but smile. It has been 33 years since Xiongyue Agricultural College graduated and returned to his hometown to engage in agricultural technology promotion. During these 33 years, he spent most of his time in the front line of agricultural production. Li Jingyan's footprints cover every village in his hometown, and he can tell the characteristics of every piece of soil here. No matter in summer or winter, he is either in the countryside or on his way to the countryside. In orchards, greenhouses and farmers' homes, he taught planting techniques to fellow villagers over and over again, timely transmitted various farming information, and tried to help them find markets and open up markets... Also because he once served as the head of the Central Agricultural Broadcasting School Zhangwu County Branch, and the director of the farmer science and technology education and training center of Zhangwu County, Such Li Jingyan is affectionately known by fellow villagers as "headmaster of mud legs".

Li Jingyan is not only a big expert, but also an "old CPPCC". Since 1998, Li Jingyan has become a member of the CPPCC of Zhangwu County, and later gradually became a member of the Standing Committee of the CPPCC of Zhangwu County and a member of the CPPCC of Liaoning Province. From the very beginning, this CPPCC member combined his performance of duties with his post. He said: "There are four seasons in a year, and my requirement is that I submit at least one proposal every quarter; each CPPCC session has five years, and I submit at least three speeches at the plenary session of the CPPCC and two speeches at the meetings of the Standing Committee; as for social and public opinion information, it is to find problems at any time, write and report at any place."

In 2017, Li Jingyan, who became an advanced individual of the Central Committee of the Jiusan Society in participating in political affairs, ushered in a high moment in his career of performing his duties - his Proposal on the Unified Defense of the White Moth in the United States, which was reported by the Fuxin Municipal Committee of the Jiusan Society level by level, received high attention from the Central Committee of the Jiusan Society, and finally was jointly issued by seven national ministries and commissions, Deployment has been made for the prevention and control of American white moth. Everyone who knows Li Jingyan knows that his proposals, social conditions and public opinion information all come from the front line of agricultural production.

Getting up early and doing exercises every day is the beginning of Li Jingyan's day. It was also on such a morning that the American white moth was found airborne in Zhangwu County. Out of professional sensitivity and duty performance thinking, Li Jingyan soon realized that the control of such pests must rely on the masses. Therefore, he immediately made a suggestion: each village and street should arrange a forest guard to be responsible for monitoring the trees in the area under their jurisdiction, so as to find and eliminate the trees early. Up to now, Zhangwu County has achieved remarkable results in the control of such pests.

"I value the status of CPPCC member very much and always remind myself to perform my duties and responsibilities well." Li Jingyan's performance of duties is always online.

On May 25, 2023, Fuxin and Tieling were hit by tornadoes. At that time, Li Jingyan had just attended a meeting held in Tieling, and on the way back, "visibility was almost zero, and branches with thick arms were cut and folded everywhere." After the strong wind, Li Jingyan investigated the disaster situation of farmland shelterbelts, and then wrote and submitted the "Suggestions on Strengthening the Restoration and Construction of farmland shelterbelts" to the Liaoning Provincial People's Political Consultative Conference Social and public opinion information such as Suggestions on Forest Dead Trees to Be Cleaned up and Repaired, and Suggestions on Forest and Grassland "Leaving Blank" in the North of Liaoning Province to Cause the Second Desertification to Be Treated, have been approved by several provincial leaders.

Learning by doing, learning by learning. Over the years, Li Jingyan has presided over and participated in more than 50 new technology popularization, test, demonstration and scientific research projects, and completed more than 20 provincial and ministerial key agricultural new technology popularization projects, from the breeding of improved seedlings to the development of under forest economy to help control desertification, and then to stabilize and increase the yield of corn and other food crops. Someone calculated that there were more than 30000 farmers trained by Li Jingyan these years.

The implementation of agricultural projects has not been smooth. From 2014 to 2018, Li Jingyan was responsible for the construction and completion of the "Ten Million Mu Economic Forest" Project in Liaoning Province and the 140000 Mu Modern Agricultural Fruit Economic Forest Project in Shenyang and Fuyang. The 140000 mu modern agricultural fruit economic forest project has been seriously damaged due to three consecutive years of drought, and has not played an ideal role in enriching the people. While regretting, Li Jingyan also began to reflect on the reasons. For this reason, he wrote the research materials of "Going All Out to Help the War of Erqin Sands to Write a New Chapter in the Development of Economic Forest", and specifically put forward suggestions on the construction of economic forest in terms of exploring new quality productivity, giving play to the advantages of local resources to reduce the production cost of fruit economic forest, reasonable layout of suitable trees, and ensuring the sustainability of the development of fruit economic forest.

At the plenary session of the Liaoning Provincial CPPCC held in January this year, Li Jingyan, as always, conscientiously performed his duties - submitted two proposals, namely, "Suggestions on Building, Managing and Utilizing High standard Farmland in Liaoning Province", "Suggestions on Developing" Planting and Breeding Integration "Recycling Agriculture to Promote Farmland Ecology", and "Strengthening Scientific and Technological Support to Help Fight the Battle of Erqin Sandland" Two written speeches were delivered at the conference titled "Sorting out the concept of big agriculture and big food and building a modern industry of facilities". In Li Jingyan's view, there are many issues that need attention when focusing on the "three rural issues" in Liaoning. The most urgent issue is the protection of agricultural ecological environment, and the most important one is the safety of food production. He said: "On the basis of strict protection of cultivated land, we should improve the quality of cultivated land, 'store grain in the ground, store grain in technology', and rely on scientific research and innovation to improve the comprehensive production capacity of grain and cash crops."

More work, more thought, more results. According to the 2024 National May Day Labor Award and National Worker Pioneer, "Li Jingyan, Chief Agronomist and Promotion Researcher of the Agricultural Development Service Center of Zhangwu County, Fuxin City" is listed in the list of May Day Labor Medals in Liaoning Province. Over the years, Li Jingyan has also been selected as one of the top 100 rural science popularization leaders in Liaoning Province in terms of national science popularization, benefiting farmers and revitalizing villages, agricultural experts in the "Revitalizing Liaoning Talents Program", and 100 person level candidates in the provincial "Hundred and Ten Thousand Talents Project" (provincial young and middle-aged academic and technical leaders), and won the National Award for Contribution to Agricultural Technology Promotion in 2013

"Your bonus must be very generous, right?"

"Yes, there are some, but I told my family that these are all work rewards given by the state. We can't spend them on our work, but they must be used to serve the villagers." Li Jingyan often combines his personal material rewards with the project funds, and his idea is simple and simple: "Give the villagers more good seedlings, good fat, and good technology."
