Flood rescue, earthquake rescue, city search... For more than 10 years, Su Qin, member of Hefei Municipal Committee of the CPPCC and leader of Hefei Blue Sky Rescue Team, has led the team to participate in rescue for hundreds of times, one after another, going against the danger and the current. As a member of the CPPCC, she also made great efforts to contribute to disaster prevention, mitigation and relief, volunteer team building, etc.

"Public welfare rescue cannot rely on one cavity of blood"

On April 7, the conference room of Hefei Blue Sky Rescue Team in Anhui Province was very busy. The 35th batch of newcomers to the team were holding a meeting.

After carefully evaluating their own family and work conditions, the new team members signed their names and pressed their fingerprints on the Risk Reminder. The bright red handprint shows their determination to devote themselves to public welfare and help others. Thereafter, 28 volunteers will start their own public welfare rescue journey after rigorous and standardized training and assessment.

At this time, Su Qin, member of Hefei CPPCC and leader of Hefei Blue Sky Rescue Team, always remembers the scene when he joined the team.

In October 2012, Su Qin joined Hefei Blue Sky Rescue Team and became the first member of the team. "In fact, I had a 'heroic dream' when I was young, and later became an outdoor sports' enthusiast '. It has always been my wish to join a professional rescue team and become a volunteer." Su Qin recalled, "whenever I see these new people, I always think of the moment when I first put on the team uniform. I am filled with emotion and sense of mission."

At the beginning of its establishment, Hefei Blue Sky Rescue Team had only a dozen members, most of whom were outdoor loving "donkeys". Later, volunteers from all walks of life joined the team, and now it has become a team with more than 500 people.

"Public welfare rescue can't rely on just one cavity of blood." As the captain, Su Qin always tells the newcomers. Different from general public welfare organizations, volunteers of professional rescue teams need to master many skills, "first aid, sonar, diving, demolition, sailing, radio knowledge... Each team member must have at least one strong point, otherwise it will add chaos to the rescue site."

"After joining the team, these newcomers will also receive a three-month rescue knowledge and skills training, and then an assessment will be conducted every six months. If they fail, they will be 'demoted' or even discouraged." Su Qin said, "When in danger, excellent rescue skills can enable the team members to make the most correct choice, so they must study hard and practice without any ambiguity."

The conditions and requirements for joining the team are almost strict, but the teammates are especially united and close to their families. Su Qin summed up that "it is not a family that does not enter a family".

"Joining the rescue team requires not only time, physical strength and energy, but also money." Su Qin said with a smile, "For civilian rescue forces, the economic pressure of equipping them with a full set of rescue equipment is actually great, but our equipment is very complete, and the team members basically raised their own money to buy it. Some large pieces are too expensive, so we buy parts and assemble them ourselves."

"Public welfare is a marathon, because there are always new people taking over the 'baton', public welfare can continue to write 'new articles'." Su Qin said, "Everyone is a beam of light on the public welfare road, illuminating others and warming themselves."

"If there is any danger, I must be the first to go"

"Wearing this blue team uniform means dedication and dedication." "As long as the people need it, we can help as far as we can. This is our duty and mission." "In times of peace, you and I can be heroes." Su Qin has been talking about these words since he became the team leader.

"The team leader will take the lead to do a good job of what he asks of us." Luo Jiawei, the leader of the rescue team's missing and missing prevention team, said, "Every time a large-scale rescue is carried out, she will first find out the situation on the scene, then make accurate command and judgment, and arrange personnel."

Taking the lead in the front line also means leaving the most dangerous place for yourself. "When the danger comes, I will definitely be afraid, but once I arrive at the rescue site, I can't think so much." Su Qin said, "I am the captain. If there is a danger, I will be the first to go." Su Qin said.

Public welfare rescue is a cause that needs to be started at any time. "The call for help in the team is also my personal call." Su Qin's mobile phone has not been turned off for 24 hours since he became the team leader in 2015. Whether it's too hot or too cold, Su Qin knows that what she needs to do is to lead her team members to go all out and march forward bravely as long as someone is looking forward to it in danger.

When asked about her most unforgettable experience in more than 10 years of rescue, she smiled softly and said, "There must be a lot of dangers and challenges, and too many unforgettable things after all those years of climbing on the front line."

In 2020, Anhui was hit by a catastrophic flood. During the flood control period, she led her team members to successfully rescue 1341 people. On the evening of July 14, in the reservoir in the mountainous area of southern Anhui, Su Qin led the team to carry out diving search and rescue until late at night in the rainstorm. At the end of the mission, her lips were already purple with cold. About a week later, Shidawu, Lujiang County, burst due to a rainstorm, and she and her team members rushed to the scene again to rescue the victims.

In July 2021, during the flood fighting and rescue in Henan Province, Su Qin and his team members moved to Zhengzhou City, Zhongmou County, Xinxiang City, Weihui City and other places, driving the assault boat, searching one household at a time, safely transferring trapped people one by one, delivering the required materials to the designated resettlement sites again and again, and eventually safely transferring more than 600 trapped people.

"After years of experience, we have become an important supplement to the emergency rescue system in Anhui and even the whole country." Su Qin has participated in hundreds of rescue activities in the past 10 years.

The rescue journey was very hard, but Su Qin and the team members were always touched by the warm heart of the helped people. "Many recipients send us thank-you letters every year." In Su Qin's opinion, saving a person may be saving a family. "We have saved infants who were just born a few days ago in the earthquake stricken area, young people who tried to commit suicide by the river, and old people who had Alzheimer's disease who were lost away from home..." Su Qin said, "Every time the rescued people hugged and cried with their families, our public welfare road was more determined."

Su Qin is full of pride and sense of achievement because of her years of rescue experience. The only thing she can say about her son, who is in high school, is that she chokes up. "He has too little company with him. Every time he participates in rescue, he worries about my safety and asks me if I am safe every day." Su Qin says helplessly, "My family has worried a lot these years, but they have always given me the greatest encouragement and support, so that I have more time and energy to realize my dreams."

Su Qin said that the blue on the rescue team's uniform had become an inseparable part of her life and the coolest color in her son's eyes. "He likes to listen to my rescue experience." Su Qin always remembers a sentence his son wrote in his composition, "In my eyes, my mother is a superhero. When I grow up, I want to be her." She said with a smile, "Every time this happens, I feel that everything is worth it."

"Spokesperson" for more volunteers

Su Qin has participated in many rescue missions. She has seen many tragedies caused by her lack of first aid knowledge.

"Popularization of disaster prevention knowledge is also important." In recent years, in addition to completing the rescue task, Su Qin led the team members into communities, schools and enterprises to preach and impart first-aid knowledge thousands of times, benefiting more than one million people. "The more people master first aid skills, the more hope they will have in life when they encounter danger," Su Qin said.

In addition to the propaganda on disaster prevention and reduction, Su Qin has also planned and implemented volunteer service projects such as "looking for people in the city", "caring with heart to let love go home", "helping students recover and save their lives" over the years.

"The people search project is now one of the brand projects of our team." Su Qin told reporters that the team members provided on-site services and distributed nearly 1000 "yellow bracelets" free of charge to the elderly with Alzheimer's disease, "We have also cooperated with relevant departments to launch a rescue platform to release the information of missing people. In addition, we have used UAV, radio communication and other technologies to help families find the missing people, so that many families can reunite."

"Wearing this" Volunteer Blue "is not only a first-line disaster relief, but also a volunteer at any time." In nearly 200 events a year, from event notification to review, to event tracking and summary, Su Qin tries to do everything in the team in detail.

In 2022, Su Qin became a member of the Hefei CPPCC. She was originally enthusiastic about public welfare, and from then on, the "stage" for serving the people will be broader. At the annual Hefei Two Sessions, a blue team uniform makes her the "spokesperson" for the volunteers to walk.

As a rescue volunteer, social welfare undertakings, emergency rescue, disaster prevention and mitigation, etc. are all the key issues she pays attention to in the process of performing her duties.

With more than 10 years of volunteer experience and experience in the emergency field, Su Qin proposed to further improve the operating mechanism, incentive mechanism and file management mechanism of volunteer service activities, improve the scientific, standardized and professional level of volunteer service, strengthen the pre job training of volunteers and pay attention to the accident insurance of rescue volunteers, At the same time, it is suggested to enhance the synergy between social relief organizations and national rescue forces.

"Volunteering is closely related to everyone. If everyone can contribute their love and strength, more people will become beneficiaries." As a member of the CPPCC, Su Qin said that she would pay more attention to people's livelihood and listen to people's voices in her daily work and life, and contribute to the growing volunteer team.
