Recently, with the consent of the State Council, the National Development and Reform Commission, the Ministry of Finance and the State Administration of Taxation revised and issued the Catalogue of Encouraged Industries of Hainan Free Trade Port (2024) (hereinafter referred to as the Catalogue (2024)).
In order to comprehensively implement the national industrial policies and promote the development of Hainan Free Trade Port, the Catalogue (2024) continues to follow the structure of "national existing catalogue+regional new catalogue". The "National Existing Catalogue", including the encouraged industries in the Catalogue for the Guidance of Industrial Restructuring and the Catalogue of Industries Encouraging Foreign Investment, shall be implemented in accordance with the latest version. According to the implementation of the directory in recent years and the actual needs of Hainan, the "regional new directory" has been further revised and improved, focusing on tourism, modern service industry, high-tech industry and other key industries, including 14 major industries, 176 entries, 33 entries more than the previous version, and the new contents are mainly focused on cultural tourism, new energy, medicine and health Aerospace, ecological and environmental protection and other fields.
The full text of the Catalogue of Encouraged Industries of Hainan Free Trade Port (2024) is as follows:
In order to implement the Overall Plan for the Construction of Hainan Free Trade Port and steadily promote the construction of Hainan Free Trade Port, this directory is formulated in combination with the actual situation of Hainan Province.
This directory consists of two parts, one is the encouraged industries in the national existing industry directory, and the other is the new encouraged industries in Hainan Free Trade Port. The Catalogue is applicable to enterprises producing and operating in Hainan Free Trade Port, among which foreign-funded enterprises shall follow the Catalogue of Industries Encouraging Foreign Investment.
The Catalogue will come into force on March 1, 2024, and the Catalogue of Encouraged Industries of Hainan Free Trade Port (2020 Edition) will be abolished simultaneously. According to the construction needs of Hainan Free Trade Port, this catalogue shall be revised in due time.
