Interpretation of the "Belt and Road" Spatial Planning Discipline
Starting from the changes of the world pattern and the historical trajectory of the Silk Road, this paper focuses on the analysis of the reconstruction of the national spatial structure of the "Belt and Road" strategy from the world pattern:

Once the "Belt and Road" strategy was put forward, it attracted worldwide attention and heated discussion. At present, there are many interpretations. The Ministry of Housing and Urban Rural Development entrusted the Chinese Academy of Planning to prepare and complete the "Belt and Road" Spatial Strategy Study in January 2015, to implement the "Belt and Road" strategy from the perspective of national urban and rural spatial planning, and to form an authoritative interpretation and spatial response of urban and rural planning.

Spatial response: At present, the interpretation of the "Belt and Road" strategy and related research mainly focus on the concepts of policy development platform, introduction and going global, community of shared future, interconnection and mutual energy, but there is little research on the strategic measures of national spatial response.

The Silk Road is a multiline access system that complements land and sea

The sea and land Silk Road are developing in parallel, and the rise and fall of the sea and land routes mainly depend on the National strength on land and at sea
The smooth multi-channel with both land and sea plays an important role in the national and trade security Multiple windows for foreign cultural exchanges , expand strategic detour space

Anatomy| China improves its position in the world trade pattern

Stage 1: The rise of transatlantic trade (from the 15th century to the early 20th century)

The two industrial revolutions promoted the rise of European and American countries; European and American countries along the Atlantic coast dominate the world trade system

Stage 2: The rise of the transatlantic trade (mid 20th century to early 21st century)

The world trade pattern dominated by the United States, Japan and East Asia in the context of the new scientific and technological revolution and global integration

Stage 3: The arrival of the era of trade around the Indian Ocean (after the 21st century)

The new pattern of future trade dominated by multi poles in the context of the international financial crisis and the rise of emerging economies; The trade of countries around the Indian Ocean represented by China and ASEAN is gradually rising
Anatomy| China improves its position in the world trade pattern

From "traditional output" to "investment+trade"

From the traditional mode of exporting cheap consumer goods to the global market to obtain energy and mineral resources Export high-tech products, complete sets of equipment and service trade And drive the structural adjustment of industrial layout.
The changes in the world economic and trade pattern and the rise and fall of major countries are all responding to the changes in the external situation with the adjustment of the internal pattern. Adjust the internal spatial pattern of the country and support the "Belt and Road" strategy to unfold smoothly.

How to optimize the domestic pattern under the "Belt and Road" strategy?
Reflection| Reflections on the existing national space strategic intentions
Since the "12th Five Year Plan": a "balanced strategy" based on the orientation of solving domestic conflicts

Comprehensive regional policy: The revitalization of the old industrial base in the northeast, the rise of the central region, and the optimization and upgrading of the eastern region in Xi'an's large-scale development.
Launch of 41 open platforms: 21 in the east/south, 7 in the middle, 10 in the west and 3 in the northeast.

Function setting: continuation of the concept of "gradient development" from the perspective of one-way opening

Division of labor in four regions: The modern service industry (finance, etc.) of strategic emerging industry (equipment manufacturing) is mainly distributed in the east, middle and northeast.
Setting of new areas in 11 countries: 6 in the east/south, 0 in the middle and 5 in the west.
4 free trade zones: East/south 4 middle 0 west 0

Infrastructure investment: the concept of "gradient development" does not adapt to the multi direction opening pattern

The overall emphasis is on the east and the west: The internal links in the west are weak, especially the channel construction in the southwest is seriously insufficient.
In the west, the north is more important than the south : The economic center of the inland population is in the south, but the north line has higher facilities than the south line.

answer
  • Remodeling the national spatial pattern I
  • Remodeling the national spatial pattern II
  • Remodeling the National Spatial Pattern III

Node construction: from central gathering to portal leading, three types of strategic nodes are formed

International Portal: Three coastal international gateways (Pearl River Delta, Yangtze River Delta, Beijing Tianjin Hebei), three inland international gateways (about the city cluster of Laninborn, Chengdu Chongqing, and the town cluster of central and southern Yunnan); Border strategic fulcrum and overseas strategic fulcrum

The "Belt and Road" is a comprehensive strategy integrating foreign economy, cross-border cooperation, spatial layout, implementation measures and other aspects. The strategy of the South China Sea, the rise of the west, and the thoroughfare to the northwest... will contribute to the new spatial pattern of the country.

case study
  • Adjust the internal pattern and promote opening up
  • From one-way opening to multi direction opening

From the perspective of the development strategic direction of the EU and the United States, they are both promoting multi-directional opening to cope with changes in the global pattern, and opening up multiple sectors to deal with different external contacts.

Europe| The "Blue Banana" Development Strategy of Land Sea Cooperation

From coastal product trade to inland rise of industry and technology
From the geographical discovery to the industrial revolution, the trade led way of various countries experienced the development process of "product trade - financial trade - industrial capital - technological innovation". With the transformation of trade mode, the leading area has also experienced a gradual transfer from the seaport area to the inland Rhine region.
Cooperation and win-win development of land and sea linkage
The rapid rejuvenation of Europe benefited from joint development, breaking trade and political barriers between European countries, reducing transaction costs, enhancing the mobility of personnel and optimizing the allocation of resources, focusing on the construction of a land sea integrated transport system, and unifying space and infrastructure construction policies (Liu Dan, 2013)
The "Blue Banana" region with the Rhine River Basin as the core is the strategic core of Europe's land sea interaction
The "Blue Banana" belt led by the Rhine River forms the central structure of the European sea land cargo transportation system (Mai Xianmin 2008).

United States| National strategy of "three sectors"

The eastern and central western regions rely on the Atlantic Ocean to face Europe
In the first half of the 19th century, the national strategy of the United States was to take the port trade of East New York as the core, the manufacturing industry of the Chicago metropolitan area in the Midwest as the hinterland, and to connect with the coastal Atlantic region through canals and railways.
The west relies on the Pacific Ocean and faces the Asia Pacific region
In the second half of the 19th century, the national strategy of the United States was to pay equal attention to the east and the west. Mining cities in the west were transforming into innovation, entertainment, trade, aviation, information and other industries, forming three coastal metropolitan areas of Los Angeles, San Francisco and Seattle.
The south relies on the Gulf of Mexico to face Latin America
In the first half of the 20th century, driven by oil resources and defense investment, the U.S. national strategy opened to the south, forming four metropolitan areas, including Dallas, Houston, Atlanta and Orlando.

South China Sea Strategy
  • Historical origin and regional characteristics
  • Target orientation and development judgment
  • Space response and strategic initiatives

The South China Sea is the hub of the domestic market and emerging markets in Southeast Asia

Innovation advantages: The enterprises in the Pearl River Delta, represented by Huawei and ZTE, have gone to the world market by virtue of their innovative advantages and gradually occupied the high-end sectors of the industry.

Global economic hub of China and emerging market countries
By linking the global emerging markets such as ASEAN and South Asia and the hinterland of inland markets such as southwest China, on the one hand, we will consolidate emerging markets, on the other hand, strengthen all-round cooperation with countries along the line, accelerate the construction of a new economic pattern in the Indian Ocean Rim region, and guide China to integrate into the world market from a higher level and a wider range.
A window showing China's peaceful rise
Change the export structure dominated by low-end manufacturing industry to the industrial export structure dominated by high-tech and modern services, and promote the transformation and development of the South China Sea region by transferring the potential energy of the world market.
Southeast Asia Economic, Trade and Cultural Cooperation Center
Widely strengthen economic, trade and cultural exchanges with ASEAN and South Asia, take economic, trade and cultural cooperation as the link to jointly move towards modernization with countries along the line, and establish the status of the Pearl River Delta as the cooperation center of the Southeast Asia Economic, Trade and Cultural Bureau.

The Southwest Rising
  • Historical origin and regional characteristics
  • Target orientation and development prediction
  • Space response and strategic initiatives
Frontier of economic and cultural exchanges between ancient China and Southeast Asia and South Asia

Southwest China has good water and soil conditions, and is the first region to develop the Yangtze River basin. The Southern Silk Road and the Ancient Tea Horse Road are the frontier of economic and cultural exchanges between China and Southeast Asia and South Asia.

The Important Role of the Modern Strategic Rear Area

In modern times, in the face of external pressure from the coast and the Soviet Union, the southwest region has repeatedly become China's wartime rear. During the Anti Japanese War and the Third Front Construction, a large number of factors were concentrated in the southwest region, which objectively promoted the development of the southwest region.

Key areas of modern inland opening to the outside world

Since the reform and opening up, due to the role of the Yangtze River waterway connecting the east and the west, the southwest region has gradually become the inland manufacturing concentration area and the key area of opening up.

Northwest thoroughfare
  • Historical origin and regional characteristics
  • Target orientation and development judgment
  • Space response and strategic initiatives

Northwest China The core of the overland Silk Road It is a link between the Central Plains and Central Asia, West Asia and Europe, and a platform for the blending of Eastern and Western cultures.

More than 2000 years ago, the "Silk Road" starting from Chang'an, ancient China (now Xi'an, Shaanxi) in the east and reaching the Roman Empire in the west was not only an important economic artery across Eurasia in history, but also a friendly route for cultural exchanges between the East and the West, forming a rich cultural landscape and cultural resources along the route.

The eastern coastal areas will further open up and improve on the basis of the original pattern. As the coordinated development plan of Beijing Tianjin Hebei and the development plan of the Yangtze River Economic Belt are still in the preparation stage, this article only briefly introduces the current interpretation and judgment of the Bohai Rim and the Yangtze River Delta.
Capital of Bohai Rim Power and Northeast Asia Economic, Trade and Cultural Cooperation Core Area The strategic highland for Yangtze River Delta to participate in global competition
"National New Area+Free Trade Zone"

"National New Area+Free Trade Zone" The eastern coastal area has formed the strategic layout of "national new area+free trade zone". Under the new structure of multi direction opening national space, it is urgent to add a strategic node of "National New Area+Free Trade Zone" in the northwest and southwest regions.

It is suggested that further consideration should be given to building Xixian National New Area+Free Trade Zone, Kunming Central Yunnan New Area+Free Trade Zone, Nanning Wuxiang New Area+Free Trade Zone, Kunming Central Yunnan New Area+Free Trade Zone and Beibu Gulf Town Group in the future.

China in the "Belt and Road" strategic planning world is reshaping the world facing China. Based on the case studies of the existing spatial strategies of developed countries, we focus on the development of the domestic global pattern, try to build the overall spatial framework of China under the "Belt and Road" strategy, and promote the adjustment of domestic spatial strategies, the establishment of free trade zone policy areas, and build China's independent global trading system by proposing strategic measures for each region.

Vision and actions to jointly build the Silk Road Economic Belt and the 21st Century Maritime Silk Road
Vision and Action Catalog for Promoting the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road More than 2000 years ago, the industrious and brave people of Asia and Europe explored several trade and people to people exchanges routes connecting the major civilizations of Asia, Europe and Africa, which were collectively called the "Silk Road" by later generations. For thousands of years, the Silk Road spirit of "peaceful cooperation, openness and inclusiveness, mutual learning and mutual benefit" has been passed on from generation to generation, which has promoted the progress of human civilization, is an important link to promote the prosperity and development of countries along the route, is a symbol of exchanges and cooperation between the East and the West, and is a historical and cultural heritage shared by all countries in the world.
Entering the 21st century, in the new era with the theme of peace, development, cooperation and win-win results, facing the sluggish global economic situation and the complicated international and regional situations, it is more important and precious to inherit and carry forward the spirit of the Silk Road.
In September and October 2013, during his visit to Central Asia and Southeast Asia, President Xi Jinping of China successively proposed major initiatives to jointly build the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" (hereinafter referred to as the "Belt and Road"), which attracted great attention from the international community. When attending the 2013 China ASEAN Expo, Premier Li Keqiang stressed that the Maritime Silk Road facing ASEAN should be paved and the strategic fulcrum should be built to drive the development of hinterland. Accelerating the construction of the "Belt and Road" is conducive to promoting economic prosperity and regional economic cooperation among countries along the Belt and Road, strengthening exchanges and mutual learning among civilizations, and promoting world peace and development. It is a great cause that benefits people all over the world.
The construction of the "Belt and Road" is a systematic project. We should adhere to the principles of consultation, joint construction and sharing, and actively promote the docking of the development strategies of countries along the line. In order to promote the implementation of the major initiative of the "Belt and Road", let the ancient Silk Road glow with new vitality, make Asian, European and African countries more closely linked in a new form, and move mutually beneficial cooperation to a new historical height, the Chinese government has formulated and released the Vision and Action to Promote the Joint Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road.
Spatial response: At present, the interpretation of the "Belt and Road" strategy and related research mainly focus on the concepts of policy development platform, introduction and going global, community of shared future, interconnection and mutual energy, but there is little research on the strategic measures of national spatial response.
