On June 25, the 33rd national "Land Day" main event was held in Nanjing, Jiangsu Province, to analyze land policies and exchange typical experiences around the theme of "saving and intensive land and strictly abiding by the red line of cultivated land". This activity released the series of national "three adjustments" achievements and the newly revised industrial project construction land control indicators, and launched the 2023 "the most beautiful nature guardian" learning and publicity activities.
The reporter learned from the activity that the Ministry of Natural Resources has reasonably determined and strictly controlled the scale of new construction land, demarcated the urban development boundary, and strengthened border control in the preparation of the national land space planning outline, delineating the three control lines of cultivated land and permanent basic farmland, ecological protection red line, and urban development boundary, that is, the delineation of "three zones and three lines". During the "14th Five Year Plan" period, the scale of new construction land in China will be controlled at 29.5 million mu, which is about 3 million mu less than that during the "13th Five Year Plan" period. After that, according to the trend of gradual decline every five years, new construction land will be controlled to force economical and intensive land use and promote the green transformation and development of the economy and society.
In recent years, the strictest cultivated land protection system has been implemented. With the joint efforts of all parties, the continuous and rapid reduction of cultivated land has been initially curbed. At present, the assessment methods related to cultivated land protection and food security have been introduced, and "one vote veto" will be implemented for prominent issues of cultivated land protection such as breaking the red line of cultivated land protection.
