    The "14th Five Year Plan" will "standardize the comprehensive land improvement throughout the region" as a key content of the implementation of rural construction action.

Main tasks

The pilot township government shall organize the overall preparation of the village plan, implement the objectives, tasks, areas, main contents, spatial layout, etc. of the comprehensive land consolidation determined in the superior land spatial planning (overall land use planning), make the overall design according to local conditions, and implement the remediation tasks, indicators and layout requirements to specific plots. The village planning should fully link up the achievements of the "three lines" delimitation of the urban development boundary, the permanent basic farmland protection red line and the ecological protection red line, and should be strictly implemented to specific plots. If the project involves the adjustment of the layout of permanent basic farmland, the adjustment scheme of permanent basic farmland should be included in the village planning.

The village planning should reasonably determine the scale of construction land, reasonably determine the total scale of the village according to the village layout planning and rural industry development, and protect historical and cultural (traditional) villages. At the end of the planning period, the total scale of village construction land should not exceed the scale of the planning base period. In village planning, it is necessary to make overall arrangements for ecological land for production and living, reasonably delimit functional areas for agricultural production, village construction, industrial development and ecological protection, earnestly plan for the protection of cultivated land and permanent basic farmland, reasonably arrange land for agricultural facilities, and make overall arrangements for land for rural industry, infrastructure, housing and other development. Based on the land space planning and village planning, carry out the status survey and feasibility analysis, organize the preparation of the pilot implementation plan for comprehensive land improvement throughout the region, and submit it to the county (city) government for approval. The implementation plan shall be prepared on the basis of the Outline for the Preparation of the Implementation Plan for the Comprehensive Land Consolidation Pilot (Trial), and supplemented and improved in combination with the actual project needs.

The preparation of the implementation plan should be fully linked with the village planning, instead of "two skins" of planning and implementation plan. At the same time, the implementation plan should combine the feasibility study report, basic farmland adjustment plan, etc., to complete the achievement requirements of the comprehensive land improvement project across the region.

The project should comprehensively promote the arrangement of inefficient forest land, grassland and garden land, improvement and reconstruction of existing cultivated land, construction of high standard farmland, and development of unused land suitable for cultivation, reduce the fragmentation of cultivated land, optimize the layout of cultivated land, and improve the quality of cultivated land. After the implementation of agricultural land consolidation, ensure that the cultivated land is improved, and the newly increased cultivated land area is not less than 5% of the original cultivated land area.

We will coordinate the construction land for farmers' housing construction, industrial development, public services, transportation and water conservancy infrastructure, orderly arrange rural residential land, industrial and mining wasteland, and other inefficient idle construction land, strengthen the management of increase and decrease linked projects, optimize the layout of rural construction land, revitalize the stock and idle asset resources, and support the development of new rural industries and new business types.

During the implementation of the project, the rural homestead renovation activities should be carried out in an orderly manner, and activities such as village amalgamation, demolition and construction should not be carried out against the wishes of farmers. The social stability risk assessment should be fully carried out. The village committee should hold a villagers' forum on the relevant contents of the project construction design, and fully understand the opinions of the people in the project area on the implementation of comprehensive land renovation, The villagers' recognition and support for the demolition and renovation of homestead can be implemented only after more than two-thirds of the villagers or villagers' representatives have passed the resolution.

The project should focus on preserving the local cultural characteristics of the village, combine the integrity of the local ecosystem and the differences of the regional natural environment, and implement ecological restoration projects such as rural residential environment improvement, geological disaster prevention, abandoned mine treatment, contaminated soil restoration, rural garbage and water environment restoration.

We will vigorously implement the improvement of the living environment, promote the rural garbage revolution, the toilet revolution, the sewage revolution, the construction of the "four modernizations" project, and the control of landscape features, and strengthen the protection of the rural ecological environment.

The mine ecological restoration work is carried out in combination with the Letter of Opinions on Accelerating the Implementation of Comprehensive Rectification of Open pit Mines (NZBH [2019] No. 819) issued by the General Office of the Ministry of Natural Resources and the General Office of the Ministry of Ecological Environment, especially the Opinions of the Ministry of Natural Resources on Exploring and Utilizing Marketization Methods to Promote Mine Ecological Restoration (NZGP [2019] No. 6) and other policy documents.

In village planning, historical and cultural (traditional) villages should be strictly protected, and construction activities that damage the rural landscape and historical and cultural context should not be carried out, and demolition and construction activities that do not meet the requirements should not be drafted in traditional villages that need special protection.

We will strengthen village planning and design, and promote the creation of boutique villages, A-level scenic villages, beautiful and livable demonstration villages, and ethnic minority villages.

Support policies
The biggest highlight of the pilot work of comprehensive land consolidation across the region is that it has given local governments two policy levers on the basis of existing policies.

First, strengthen the protection of cultivated land and allow reasonable adjustment of permanent basic farmland

It is emphasized that if the adjustment of permanent basic farmland is involved, the adjustment plan of permanent basic farmland in the regulation area should be prepared and handled according to the existing regulations. In principle, the newly increased area of permanent basic farmland must be no less than 5% of the adjusted area. It shall be incorporated into the village planning for implementation after being reviewed and approved by the provincial department in charge of natural resources in conjunction with the department in charge of agriculture and rural areas. The database of permanent basic farmland will be updated and improved after the renovation task in the renovation area is completed and accepted.

Second, invigorate the rural stock of construction land and expand the scope of indicator circulation

Priority should be given to ensuring rural construction land. Through comprehensive land consolidation, the construction land that has been retired should be mainly used for the integrated development of primary, secondary and tertiary industries in rural areas to promote industrial revitalization and enhance the self hematopoietic function of rural areas on the premise of ensuring the land for farmers' resettlement, rural infrastructure construction, public welfare and other purposes in the project area.

To highlight the value of rural land assets, the surplus construction land indicators shall be used according to the policy of linking urban and rural construction land increase and decrease, and the circulation scope shall be expanded from the county to the province, so as to promote the scientific allocation and reasonable flow of land elements and provide strong financial support for rural revitalization. In addition, in order to encourage all regions to actively carry out the pilot work of comprehensive land consolidation across the region, the Ministry has given some support to the pilot work in terms of planned indicators.

Implementation mode
"Urban rural integration" development model
This model is applicable to the suburban areas of cities and towns. In combination with the development needs of the countryside itself, through the renovation of inefficient land characterized by "low, scattered, and disorderly", we will build a new rural area with a thriving industry and a livable environment with concentrated rural housing, concentrated industrial parks, and complete infrastructure, narrow the gap between urban and rural areas, and accelerate the integration process of urban and rural integration.
"Modern agriculture" leading mode
This model is applicable to villages with good basic agricultural endowment, existing ordinary villages and central villages to be retained. Under the premise of ecological improvement, through farmland renovation, improving food security ability, protecting permanent basic farmland, through land circulation, on the basis of scale operation, build green agriculture, circular agriculture, sightseeing agriculture and other modern agriculture; Accelerate the integration of land resources, demolish old homesteads and build new ones, revitalize the homestead, and realize a new countryside where villagers gather, cultivated land is contiguous, industries are clustered, and villages are clean and tidy.
"Rural tourism" driving mode
This model is applicable to villages with rich cultural heritage and resources. By fully excavating rural culture and developing characteristic resources, it can continue the rural mechanism, develop rural characteristic tourism industry and promote the development of rural industry.
Development mode of "living together in villages"
This model is applicable to abandoned villages, dilapidated villages in mountainous areas, villages with potential geological hazards, relocation of ex situ poverty alleviation and ecological migration. In response to the call of the national homestead system reform, the original villages were simultaneously reclaimed into forest land, grassland and cultivated land by demolishing the old villages and building new ones, revitalizing the existing construction land, protecting the cultivated land while ensuring the safety of the villagers and improving the quality of life.

01 Make preliminary planning
