Guiding Opinions on Charging of Urban and Rural Planning and Design

According to the document of China Urban Planning Association [(2017)] - Guidance on Charging of Urban and Rural Planning and Design, our institute, based on the national market survey, proposes the following charging standards for the city (region) development planning consultation entrusted by customers for reference by the industry and customers.

 

1 Urban master plan

1.1 Overall planning

1. The classification of cities in this charge is in accordance with the standards for megacities, megacities, large cities, medium-sized cities and small cities specified in the Notice of the State Council on Adjusting the Standards for City Scale Classification (GF [2014] No. 51), excluding township planning.
2. The population size in the table is based on the population at the end of the planning period. If the population size exceeds, it needs to be supplemented additionally.
3. The overall urban planning is classified according to the population size, and the planning cost is calculated according to the planned construction land.
4. This charge does not include the urban system planning prepared separately.  
5. 50% of the overall planning and design fee shall be charged if the overall urban planning outline is prepared separately.
6. The basic charge price of the urban master plan is 500000 yuan.
7. In the preparation of urban master plan, if relevant special research is required, it shall be charged separately. The charge is: 700000 yuan per megacity, 500000 yuan per megacity, 350000 yuan per megacity, 250000 yuan per medium-sized city, 150000 yuan per small city; Special studies prepared separately shall be charged separately.
8. To prepare the overall urban planning, the proportion of workload in each stage is as follows: the status quo investigation stage (30%), the preliminary achievement stage (20%), the outline achievement stage (40%), and the final achievement stage (10%).
9. The overall planning survey and investigation expenses shall be agreed by both parties, and if the entrusting party organizes, the expenses shall be borne by the entrusting party; If the planning and design unit organizes by itself, the cost shall be borne by the planning and design unit itself.
10. The overall planning implementation evaluation, the preliminary study of the overall planning revision, and the strategic planning are charged at 30% of the overall urban planning.
11. In the preparation and approval of urban master plan, if it needs to be submitted to the State Council for approval, it needs to increase the difficulty coefficient by 1.3; if it needs to be submitted to the provincial government for approval, it needs to increase the difficulty coefficient by 1.1.

3. Detailed planning

3.1 Regulatory detailed planning

6. The evaluation of the regulatory detailed plan is calculated at 30% of the total charge.

3.1.3 Revision of regulatory detailed planning

1. The revision of regulatory detailed planning is divided into overall revision by unit (block) and local adjustment.

  1. The unit (block) shall be charged according to 3.1.1 and 3.1.2 for overall regulatory detailed planning modification.

3. The regulatory detailed planning modification of local plot adjustment in the unit (block) generally includes the demonstration report of regulatory planning modification, demonstration scheme, online GIS data, etc.
1) The charge for the control plan modification demonstration report is 50% of the charge in 3.1.1 and 3.1.2. The demonstration scheme is charged according to its content and depth with reference to relevant special planning. The charge for online GIS data is 5% of the charge in 3.1.1 and 3.1.2.
2) If the client requires the production of renderings, solid models, animations, etc., the cost shall be calculated separately.

3.2 Constructive detailed planning

4.3 Regulatory detailed planning of scenic spots

1. The planning and design fees shall refer to the urban regulatory detailed planning standards.
2. The detailed planning area shall be calculated according to the actual planned land area. If the non use area (protective forest land, garden plot, cultivated land, grassland, pure natural water area, and land for detention) that must be included in the planning scope due to the need of integrity, the area can be calculated as 20% of its scope.

5 Recent urban construction planning

1. The short-term construction plan of the city shall be prepared separately, and the charge shall be 40% of the charge of the overall urban and rural planning; If it is prepared at the same time as the urban and rural master plan, it shall be calculated as 30% of the urban and rural master plan.
2. If the cost of urban recent construction planning is less than 400000 yuan, it will be charged as 400000 yuan.
3. If the annual implementation plan is prepared in the implementation stage of the recent construction plan, it shall be calculated at 20% of the recent construction plan; If there is no short-term construction plan, an annual implementation plan shall be prepared separately, which shall be calculated at 40% of the recent construction plan.

The classification of cities in this charge is in accordance with the standards for megacities, megacities, large cities, medium-sized cities and small cities specified in the Notice of the State Council on Adjusting the Standards for City Scale Classification (GF [2014] No. 51), excluding township planning.
2. The billing is based on the population forecast at the end of the planning period.
3. The basic charge price of the city's recent construction planning is 400000 yuan.
4. In the preparation of the short-term construction plan, if relevant special research is required, it shall be charged separately. The charge is: 300000 yuan per megacity, 250000 yuan per megacity, 200000 yuan per megacity, 150000 yuan per medium-sized city, 100000 yuan per small city; Special studies prepared separately shall be charged separately.
5. Prepare the short-term construction plan, and the workload of each stage is divided into: the status quo investigation stage (30%), the scheme stage (50%), and the final achievement stage (20%).
6. The costs of planning, investigation and investigation shall be agreed by both parties. If the entrusting party organizes, the costs shall be borne by the entrusting party; If the planning and design unit organizes by itself, the cost shall be borne by the planning and design unit itself.
7. The standard database warehousing charge is calculated at 30% of the recently planned charge.
8. The Assessment of the Implementation of the Recent Construction Plan and the Preliminary Study of the Revision of the Master Plan are separately prepared and charged at 20% of the city's recent planning.


6 Urban system planning

5. Considering the large differences in population size and urban density at different regional scales in China, the research depth and data collection difficulty of different regions are also quite different, which can be modified by multiplying the difficulty coefficient of 0.8-1.5.

 

7 Urban Design

7.1 Overall urban design

7.1.1 The overall urban design refers to the overall design of the centralized urban construction area and the surrounding necessary areas, which studies and determines the urban style and features from the macro level, protects the natural landscape pattern, optimizes the urban form pattern, and defines the public space system and other system requirements.
7.1.2 Prepare the overall urban design of the overall urban planning or zoning planning stage separately, charge according to the scale of the city and determine the charging unit price according to the content of the overall urban design results.

7.1.3 Overall urban design guidelines refer to the public policies that put forward systematic control requirements for urban features, spatial patterns, public space systems, and overall control of buildings according to the overall urban design.
7.1.4 In the area where the overall urban design has been prepared, if the client requires to increase the overall urban design guidelines, it will be charged at 50% of the overall urban design charging standard; In areas where the overall urban design has not been prepared, if the entrusting party requires to prepare the overall urban design guidelines separately, the fees shall be charged at 1.5 times of the overall urban design charging standard.

7.2 Urban design in key areas

7.2.1 Urban design in key areas refers to the overall conception and detailed design of urban form and public space in key areas such as urban core areas and central areas, historic areas, new towns and new areas, important streets, waterfront areas, mountain areas, transportation hubs, and is an important stage in shaping high-quality urban space.
7.2.2 The urban design of key areas shall be prepared separately, and the charging unit price shall be determined according to the scale of land use and the detailed urban design results.

7.2.3 The detailed urban design guidelines are the control and guidance requirements for the combination of rigidity and flexibility for urban form, public space, overall control of buildings and other space elements, based on the urban design of key areas and the transformation of design language into management language.
7.2.4 For key areas where detailed urban design has been prepared, if the client requires to add detailed urban design guidelines, it shall be charged at 50% of the detailed urban design charging standard; For key areas where detailed urban design has not been prepared, if the client requires to prepare detailed urban design guidelines separately, it will be charged at 1.5 times of the detailed urban design charging standard.
7.2.5 If the entrusting party requires urban design integration in the planning implementation stage, this part of fees shall be charged at 50% of the detailed urban design charging standard.

7.3 Special urban design

7.3.1 Special urban design is a separate urban design for street system, square and park system, slow traffic system, greenway system, vision corridor system, river and water system, urban style, architectural color, urban skyline, outdoor advertising, night scene lighting and other urban systems and elements.
7.3.2 Special urban design prepared separately based on the overall urban design shall be charged independently according to the overall urban design charging standard.
7.3.3 The special urban design prepared separately based on the detailed urban design shall be charged independently according to the detailed urban design charging standard.

7.4.1 In the preparation of regulatory detailed planning for areas beyond the scope of key areas, special chapters and additional plans for detailed urban design requirements shall be added, and 50% of the planning cost shall be increased on the basis of the billing of regulatory detailed planning.
7.4.2 The cost of urban design scheme collection, bidding, scheme comparison and selection will be determined separately according to the specific situation.
7.4.3 The evaluation report of urban design implementation shall be prepared separately, and the independent charging shall be conducted according to 20% of the urban design charging standard of the corresponding stage, and the basic charging price shall be 200000 yuan.

9 Township and village planning

9.1 Township planning

9.1.1 Urban and rural construction land is charged at 50000 yuan/square kilometer, and other land is charged at 5000 yuan/square kilometer. This plan includes the planning of the township government location and the township system planning.
9.1.2 The basic billing price is 400000 yuan.
9.1.3 If special research is carried out, it shall be charged separately at 100000 yuan/topic.
9.1.4 The detailed planning of the township government location shall refer to the corresponding urban detailed planning charging standards.

9.2 Village planning

2. The base price of planning and design is 500000 yuan.
3. The planning fee is calculated according to the actual construction land area.
4. According to the number and type of disciplines covered in the comprehensive research plan, the charging unit price is multiplied by a factor of 1.5-2.0.
Note: The charging unit price shall be adjusted according to the final charging unit price standard of the detailed construction planning, and shall be determined according to 10% - 15% of the charging unit price of the detailed construction planning.

17 Preparation of Bids

1. The preparation of bidding documents refers to the service items (original Guiding Opinions) prepared by the planning and design unit for the management department or other owners to plan the bidding documents.
2. The preparation of bidding documents shall be charged at 5% - 10% of the project planning and design fees. If the planning and design cost is less than 500000 yuan, 10% will be taken; If the planned design cost is more than 500000 yuan, 5% will be taken. (The original Guiding Opinions will not be adjusted)
3. The base price for preparing the bid is 50000 yuan.

18 Planning base price

1. The planned base bid price refers to the minimum cost paid by the owner to the bidder for the bidding scheme that fails to win the bid but meets the bidding requirements when planning bidding (the original Guiding Opinions).
2. For the qualification selection/qualification shortlisted bidding, the planned base bid price may not be set.
3. For the bidding with technical scheme, for the bidding scheme that fails to win the bid but meets the bidding requirements, the base bid compensation fee must be set, which is calculated as 20% - 45% of the project planning and design cost budget (increase the proportion to distinguish the technical quality).
