Patrol supervision is an important part of the Party and state supervision system, and is a strategic institutional arrangement for comprehensively and strictly governing the Party. When the Political Bureau of the Central Committee convened a meeting to review the Regulations on the Patrol Work of the Communist Party of China, it stressed that the comprehensive supervision role of patrol inspection should be fully played, and the coordination between patrol inspection and other supervision should be strengthened to form a joint force of supervision; It is necessary to take patrol with patrol, give full play to the system advantages of up and down linkage, and firmly weave a supervision network. This is an inevitable requirement to further improve the Party and state supervision system, and also a key measure to achieve seamless supervision, joint supervision, and improve supervision efficiency.

As an important starting point for the Party committee (leading group of the Party) to perform its overall supervision responsibilities, patrol supervision is an important way to combine intra Party supervision with mass supervision, an important means for the superior Party organization to supervise the subordinate Party organization, undertakes the important task of "finding problems, forming deterrence, promoting reform and promoting development", and plays a role of treating both symptoms and root causes. Since the 18th National Congress of the Communist Party of China (CPC), our party has taken the role of patrol supervision as an effective means to resolutely rectify discipline, strengthen supervision in key areas from top to bottom, and effectively promote the standardized operation of power in relevant fields. The supervision system of the Party and the state is a pluralistic supervision system that includes internal supervision and external supervision. Only when all kinds of supervision work together and jointly, can the "1+1>2" supervision effect be achieved. To better play the role of comprehensive supervision of inspection, it is necessary to further improve the working pattern of up and down linkage of inspection and inspection, promote the connection between inspection and supervision and other supervision, and comprehensively promote the integration of various supervision forces, procedures, and work integration to form the overall joint force of supervision.

In recent years, the "discipline, patrol and audit" linkage supervision, which is integrated, coordinated and coordinated, has formed a new pattern of coordination with smooth connection and effective cooperation, giving full play to the unique advantages of all parties involved in "discipline, patrol and audit", combining political supervision with economic supervision, and effectively enhancing the effectiveness of supervision and governance. However, compared with the requirements of the CPC Central Committee and the expectations of the people, there are still some problems in the current supervision practice, such as insufficient coordination of various supervision forces, poor connection and operation. In some places and units, there are still blocking points in the connection and coordination between patrol inspection and other supervision. Discipline supervision, supervision and supervision, stationed supervision, patrol inspection and supervision are not clear and unimpeded in the division of responsibilities and overall connection. In addition, there are problems of insufficient coordination and linkage in connection and integration of various types of supervision. The mechanisms for information exchange, clue transfer, achievement sharing, etc. are not sound enough, and the boundaries of powers and responsibilities of various supervision subjects are not clear enough. In some places, there is still a lack of specific provisions on the supervision procedures, application of results, support and guarantee of each supervision subject, and the standards, methods and channels for connection need to be further defined. This is due to the overlapping problem of the supervision system, as well as the fact that each supervision department and main body work independently and lack a cooperation platform.

Supervision requires both orderly division of labor and coordination. To strengthen the full coverage and effectiveness of power supervision, it is necessary to effectively integrate and coordinate the intra party supervision, such as comprehensive inspection supervision, with the supervision of the People's Congress, democratic supervision, administrative supervision, judicial supervision, audit supervision, financial and accounting supervision, statistical supervision, mass supervision, and public opinion supervision, and promote the functional fit and operation coordination among various supervision subjects, Form a scientific and effective power operation and supervision system. This requires further sorting out the relevant inner-party regulations and national laws and regulations on supervision, and standardizing the way, scope, content, and application of results of cooperation and cooperation among various supervision subjects at the institutional level. At the same time, we should clarify the boundaries of rights and responsibilities of various supervision subjects, build a collaborative platform for full cooperation and smooth connection, build an integrated mechanism for task planning, information sharing, achievement sharing, complementary advantages, and superposition of forces, and promote the formation of a supervision system with organic linkage and efficient coordination of various types of supervision.

In order to promote the comprehensive supervision of inspection, the newly revised Regulations of the Communist Party of China on Inspection Work has made corresponding provisions from three aspects. First, it is clear that the Party organization, inspection leading group and inspection leading group office that carry out inspection work should combine their respective responsibilities, improve the system and mechanism, and promote the integration and coordination of inspection and other supervision. Second, it is clearly stipulated that the discipline inspection and supervision organs and organization departments should assist the party organizations at the same level in carrying out the inspection work. Departments and units such as propaganda, united front, politics and law, confidentiality, audit, finance, statistics, letters and visits should support the inspection work, and coordinate in personnel selection, information reporting, policy consultation, problem research and judgment, measure cooperation, rectification supervision, and application of results. Third, in the provisions on patrol preparation, understanding, reporting, feedback, handover, rectification and other links, the requirements for the coordination between patrol and other supervision are specified to promote the enhancement of the overall joint force of supervision.

The patrol sword should be polished more brightly, and the sword should always be hung high and always be intimidated. To better play the role of patrol supervision as a "sword", we should accurately grasp the important requirements of giving full play to the comprehensive supervision role of patrol supervision, promote the organic combination, mutual penetration and effective connection between patrol supervision and other types of supervision, focus on solving supervision problems, and form a comprehensive, normal and long-term supervision force.
