Xi Jinping Holds Talks with French President Malcolm

On the afternoon of May 6 local time, President Xi Jinping held talks with President Malcolm of France at the Elysee Palace in Paris.

Xi Jinping pointed out that it is a great pleasure to pay a third state visit to France on the occasion of the 60th anniversary of the establishment of diplomatic relations between China and France. The precious 60 year history of China France relations will enable us to better think about how to start the next 60 years. In the current century of changes in the world, the two sides should adhere to the original intention of establishing diplomatic relations of independence, mutual understanding, foresight, mutual benefit and win-win results, and inject new era connotation into it, so as to create a new era of mutual trust, stability, integrity, innovation, and responsibility between China and France. Both sides should adhere to independence and jointly prevent the "new cold war" or camp confrontation; We should adhere to mutual understanding and jointly promote harmonious coexistence in a colorful world; We should stick to a long-term vision and work together to promote an equal and orderly multipolar world; We should adhere to mutual benefit and win-win results and jointly oppose "decoupling and chain breaking".

Xi Jinping stressed that China is willing to maintain strategic communication with France, respect each other's core interests and consolidate strategic stability of bilateral relations. We should tap the broad potential of mutually beneficial cooperation and promote the upward balance of bilateral trade. China is willing to import more high-quality French products, promote the mechanism of "from French farms to Chinese tables" to achieve more practical results, and hope that France will export more high-tech and high-value products to China. The two sides should strengthen the docking of development strategies, deepen cooperation in traditional advantageous fields such as aerospace, strengthen cooperation in nuclear energy, innovation and finance, and expand cooperation in emerging fields such as green energy, intelligent manufacturing, biomedicine and artificial intelligence. China has achieved full liberalization of access to manufacturing industry, and will accelerate the opening of market access to telecommunications, medical care and other service industries. We welcome more French enterprises to invest in China, and hope that France will provide a good business environment and stable development expectations for Chinese enterprises to invest and cooperate in France.

Xi Jinping stressed that both China and France are major cultural countries. The two sides should speed up the "two-way journey" of people to people and cultural exchanges, continue to run well the activities of the China France Cultural Tourism Year, and actively promote cooperation in the joint protection and restoration of cultural relics and the establishment of a world heritage site. China welcomes more French friends to visit China, extends the visa free policy for citizens of 12 countries including France to come to China for a short period of time until the end of 2025, and promotes the number of French students studying in China to exceed 10000, and the scale of exchanges between European teenagers in China to double in the next three years. China supports France in hosting the Paris Olympic Games and will send a high-level delegation to France to participate. China is willing to deepen cooperation with France in climate change, biodiversity and other fields, support France in hosting the UN Ocean Conference, and encourage the two countries to pair up with relevant national parks and nature reserves. China is also willing to strengthen dialogue and communication with France in areas such as AI governance and reform of the international financial system.

Ma Kelong said that this year France and China will jointly celebrate the 60th anniversary of the establishment of diplomatic relations between France and China. France and China enjoy friendly relations and fruitful cooperation, which not only involves high cutting-edge technology, but also global issues such as climate change and marine diversity. During President Xi Jinping's visit, the two sides signed a number of cooperation agreements, once again highlighting the potential and prospects of France China cooperation. At present, the world is facing many urgent challenges, and France China relations are at a critical moment of connecting the past and the future. France China relations have profound connotations. The two sides respect each other, take a long-term view and strengthen cooperation, which will play an important and positive role in solving global challenges and avoiding group confrontation. The French side hopes to further strengthen bilateral economic relations and multilateral communication and cooperation with China, so as to promote the France China strategic partnership to achieve more results. The French side hopes to export more agricultural products to China, and at the same time will keep the market open to China. It will not engage in discriminatory policies against Chinese enterprises, and welcomes more Chinese enterprises, including high-tech enterprises, to invest and cooperate in France. France is willing to strengthen cooperation with China in such fields as aerospace and civil nuclear energy, jointly hold the activities of this year's France China Cultural Tourism Year, and welcome China to send a delegation to the Paris Olympic Games. France is willing to closely communicate and cooperate with China on global issues such as climate change, biodiversity conservation and artificial intelligence, and jointly uphold multilateralism, the purposes of the UN Charter and international law.

The two sides also exchanged in-depth views on international and regional issues of common concern, such as the Ukrainian crisis and the Palestinian Israeli conflict. Xi Jinping pointed out that the world today is not peaceful. As permanent members of the United Nations Security Council, China and France should speak out for the peaceful settlement of hot issues and contribute to building a world of lasting peace and universal security. China is willing to work with France to propose a global ceasefire during the Games, taking the Paris Olympic Games as an opportunity.

The two sides issued four joint statements on the situation in the Middle East, artificial intelligence and global governance, biodiversity and oceans, and agricultural exchanges and cooperation, and signed nearly 20 bilateral cooperation documents in the fields of green development, aviation, agricultural food, commerce, and people to people and cultural exchanges.

After the talks, Xi Jinping and Ma Kelong jointly met with the press.

That night, Ma Kelong and his wife Bridget held a grand welcome dinner for Xi Jinping and Peng Liyuan at the Elysee Palace.
