Strengthening the construction of digital government plays an important role in promoting the modernization of national governance system and governance capacity.
The construction of digital government in the new era has obvious Chinese characteristics
At present, China is entering a new journey of comprehensively promoting the great rejuvenation of the Chinese nation with Chinese style modernization. The construction of digital government in the new era is an important part of Chinese modernization, which has distinctive Chinese characteristics compared with other countries.
Adhere to the overall leadership of the Party. Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee with Comrade Xi Jinping at the core has accurately grasped the development trend of the information age, made a series of major decisions and arrangements on strengthening the construction of a digital government around accelerating the construction of a network power and a digital China, and strongly promoted the continuous improvement of China's digital government construction level. Transform the political and organizational advantages of the Party into a strong driving force and strong guarantee for the construction of digital government, and ensure the correct direction of digital government construction.

The development level of digital government construction has been continuously improved. According to the 2022 United Nations E-government Survey Report, among the 193 United Nations Member States, China's e-government ranking rose from 78th in 2012 to 43rd in 2022, becoming one of the countries with the highest jump rate. The results of the digital government assessment carried out by China Software Evaluation Center show that the level of digital government service capability in China has been continuously improving since 2019.
The reform and construction of digital government has been comprehensively carried out. By the end of 2023, at least 30 provincial governments in China have set up relevant leading groups, and 28 provincial governments have set up data management organizations to promote the construction and development of local digital government as a whole. In addition, 31 provincial governments have issued planning plans to guide the construction of digital government in the region.
The application scenario drives the construction of digital government to speed up. Many places combine the reality to create unique application scenarios around "One Network for All", "One Network for Collaboration" and "One Network for Unified Management". Focusing on the key tasks of digital government construction, we will collect, integrate, share and dynamically collect relevant data scattered in various departments around the country to form basic databases, thematic databases, thematic databases, etc. Data governance is key. Promote the construction of data standard and specification system in various fields of digital government construction, formulate standards and specifications for data quality, data classification and classification, improve data quality, and improve data governance capability. Data application is the purpose. Give full play to the basic resources of data and the role of innovation engine, create a variety of application scenarios for enterprise masses, and improve the effectiveness of digital government.
Properly handle the three layers of connection relationship of points, lines and surfaces. We should balance development, stability and security. Development is the fundamental goal. Stability is the key guarantee. In the process of building a digital government, it is necessary to adhere to the principle of keeping the word stable, making progress while maintaining stability, and establishing first before breaking down. Whether it is the application of technological innovation, the upgrading of platform functions, or the change of the thinking concept of government personnel, it is necessary to achieve a smooth transition. Safety is the basic bottom line. Government departments at all levels should keep to the bottom line, enhance security awareness, improve security protection capabilities, strengthen the construction of security systems, and ensure network security and data security in the process of building a digital government. Development, stability and security are interdependent and mutually reinforcing. We should ensure high-quality development with sustainability and stability, and promote high-level security with high-quality development.
