Recently, the General Office of the CPC Central Committee issued the Notice on Carrying out Party Discipline Learning and Education in the Whole Party. With the consent of the Party Central Committee, Party discipline learning and education will be carried out throughout the Party from April to July 2024. This party discipline learning and education is an important measure to strengthen the party's discipline construction and promote the comprehensive and strict governance of the party to develop in depth. It is necessary to accurately grasp the goal requirements, educate and guide party members and cadres to learn, know, understand and abide by discipline, understand what the party's discipline is, understand what can and cannot do, and always be loyal, clean and responsible.
Our Party is a Marxist party organized by revolutionary ideals and iron discipline. Strict discipline is the glorious tradition and unique advantage of the Party. Since the new era, the Party Central Committee with Comrade Xi Jinping at the core has incorporated the discipline building of the Party into the overall layout of Party building, managed the whole Party with strict discipline, constantly improved the Party's discipline system, continuously strengthened the rigid implementation of discipline, and effectively promoted the continuous development of comprehensive and strict governance of the Party. The 20th CPC National Congress has drawn a grand blueprint for building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation with Chinese style modernization. To realize the Party's mission and task in the new era and new journey, to fundamentally ensure the unity of the Party and to safeguard its advanced purity, we must consistently and comprehensively strengthen the Party's discipline building. We should further deepen our understanding of the importance of strengthening Party discipline and the harmfulness of neglecting and violating Party discipline, promote Party organizations and leading groups at all levels to strictly improve Party discipline, promote the majority of Party members and cadres to strengthen their consciousness of observing discipline, and ensure that the whole Party consciously maintains a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at the core, unify their thinking We should take unified action, know what to do, stop what to do, and prohibit what to do, so as to form a strong driving force and joint force to promote Chinese style modernization.
Accurately grasp the objectives and requirements, and create a strong atmosphere of learning, knowing, observing and observing discipline throughout the Party. Our Party has always stressed the need to cultivate "conscious discipline". General Secretary Xi Jinping has repeatedly pointed out that we should develop a sense of discipline and transform the requirements of heteronomy into internal pursuit. To carry out Party discipline learning and education throughout the Party, we should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focus on solving the problems of some Party members and cadres who are not interested in, understand, or master Party discipline, educate and guide Party members and cadres to learn, know, understand, and observe discipline, consciously imprint compliance with discipline in their hearts, and internalize it into a daily code of words and deeds, We will further strengthen the sense of discipline, strengthen self-discipline, improve immunity, enhance political, disciplinary, moral and corruption resistance, and always be loyal, clean and responsible.
Grasp the key points of study to ensure that Party members and cadres learn deeply and deeply, and that they are absorbed in their minds and hearts. In December 2023, the Central Committee of the Communist Party of China issued the newly revised Regulations on Discipline of the Communist Party of China. As a basic law to regulate the behavior of Party organizations and Party members, the Regulations keep pace with the times to improve discipline, further clarify political discipline and rules, drive all disciplines to be strict in an all-round way, and release a strong signal that discipline will become stricter in the future. We should make great efforts to study and implement the Regulations to achieve results, do a good job in learning, publicity, research and interpretation, and make it clear why they are revised, what changes have been made, and the meaning behind the revision. We should adhere to learning chapter by chapter, article by article, and in connection with practice, do a good job of promoting learning through cases and assisting learning through training, educate and guide Party members and cadres to accurately grasp their main ideas and requirements, further clarify the yardstick of daily words and deeds, correct ideas and actions with Party rules and disciplines, and truly make the process of learning Party discipline a process of enhancing discipline awareness and improving Party spirit cultivation.
Integrate the learning and education of Party discipline into daily life and focus on regular work, so that iron discipline can be transformed into daily habits and consciously followed. Discipline education is not a requirement of a single event. We must work tirelessly for a long time and steadily promote the normalization of discipline education. We should learn from the original, adhere to the combination of individual self-study and concentrated learning, closely follow the Party's political discipline, organizational discipline, integrity discipline, mass discipline, work discipline and life discipline for discussion, and promote the Regulations into the mind. We should strengthen warning education, use warning records, confessions, warning educational films and warning education bases of cadres who violate disciplines and laws to carry out warning education, deeply analyze typical cases of discipline violations, pay attention to educating people around us with things around us, so that party members and cadres can be alerted, understand the bottom line, and be in awe. We should strengthen the interpretation and training, deepen the understanding and application of the Regulations, highlight the discipline training for newly promoted cadres, young cadres, cadres in key positions and other key objects, and urge Party members and cadres to consciously internalize and externalize the discipline requirements in practice.
