To all provinces, autonomous regions, municipalities directly under the Central Government and the Taiwan Affairs Office and the Development and Reform Commission of Xinjiang Production and Construction Corps

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the important thought of General Secretary Xi Jinping on deepening economic and cultural exchanges and cooperation between the two sides of the Taiwan Straits, take the lead in sharing opportunities for the development of the mainland with Taiwan compatriots, and gradually provide Taiwan compatriots with the same treatment as mainland compatriots in learning, entrepreneurship, employment and life on the mainland The Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Land and Resources, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture, the Ministry of Commerce, the Ministry of Culture, the Health and Family Planning Commission, the People's Bank of China, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection, Publication, Radio, Film and Television, the Forestry Bureau, the Tourism Bureau, the CBRC, the CSRC, the CIRC The Bureau of Cultural Heritage, the All China Federation of Trade Unions and the All China Women's Federation agreed that the Taiwan Affairs Office of the State Council and the National Development and Reform Commission should take the lead in studying and issuing the Measures on Promoting Cross Strait Economic and Cultural Exchange and Cooperation. It shall come into force as of the date of promulgation.

   Measures to Promote Cross Strait Economic and Cultural Exchanges and Cooperation  

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the important thought of General Secretary Xi Jinping on deepening economic and cultural exchanges and cooperation across the Taiwan Straits, take the lead in sharing opportunities for the development of the mainland with Taiwan compatriots, and gradually provide Taiwan compatriots with the same treatment as mainland compatriots in their study, entrepreneurship, employment and life on the mainland, the Taiwan Affairs Office of the State Council, the National Development and Reform Commission, in consultation with the Organization Department of the Central Committee The Central Propaganda Department, the Central Cyberspace Office, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Land and Resources, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture, the Ministry of Commerce, the Ministry of Culture, the Health and Family Planning Commission, the People's Bank of China, the State Administration of Taxation, the General Administration of Quality Supervision, Inspection, Publication, Radio, Film and Television The Tourism Administration, the CBRC, the CSRC, the CIRC, the Cultural Relics Bureau, the All China Federation of Trade Unions, and the All China Women's Federation have introduced several measures as follows.

   1、 Actively promote the acceleration of equal treatment for Taiwan funded enterprises and mainland enterprises in the field of investment and economic cooperation  

1. The participation of enterprises invested by Taiwan compatriots in the mainland (hereinafter referred to as "Taiwan funded enterprises") in the "Made in China 2025" action plan is subject to the same policy as that of mainland enterprises. Support Taiwanese businessmen to invest in high-end manufacturing, intelligent manufacturing, green manufacturing and other enterprises in the mainland, and set up regional headquarters and R&D and design centers, and enjoy tax, investment and other related support policies.

2. Help and support eligible Taiwan funded enterprises to enjoy preferential tax policies such as corporate income tax at a reduced rate of 15% for high-tech enterprises, additional deduction for R&D expenses, and full refund of VAT for equipment purchased by R&D centers in mainland China.

3. Taiwan's scientific research institutions, colleges and universities, and independent legal persons registered in the mainland can lead or participate in the application of national key research and development projects, and enjoy the same policies as those of mainland scientific research institutions, colleges and universities, and enterprises. The scientific researchers in Taiwan who are employed by independent legal persons registered in the mainland can apply as the person in charge of national key R&D projects (topics) and enjoy the same policy as those in the mainland. For the transformation of Taiwan's intellectual property in the mainland, the mainland's intellectual property incentive policy can be referred to.

4. Taiwan funded enterprises can participate in the construction of energy, transportation, water conservancy, environmental protection, municipal utilities and other infrastructure in the form of franchise.

5. Taiwan funded enterprises can participate in government procurement fairly.

6. Taiwan funded enterprises can participate in the reform of mixed ownership of state-owned enterprises through joint ventures, mergers and acquisitions.

7. Taiwan funded enterprises and mainland enterprises are equally applicable to relevant land use policies. For industrial projects with intensive land use and encouraged Taiwan businessmen to invest, priority should be given to the supply of land. When determining the floor price for land transfer, it can be implemented at 70% of the lowest price standard for industrial land transfer corresponding to the land grade in the mainland.

8. Continue to set up cross-strait industrial cooperation zones in the central and western regions and northeast regions, encourage Taiwan funded enterprises to transfer to the central and western regions and northeast regions and participate in the construction of the "Belt and Road", and expand domestic demand markets and international markets. We will vigorously promote the construction of Taiwan investment zones and cross-strait environmental protection industry cooperation demonstration bases.

9. Taiwan funded agricultural enterprises can enjoy the same agricultural support policies and preferential measures as mainland agricultural enterprises, such as agricultural machinery purchase subsidies and key leading enterprises in industrialization.

10. Taiwan's financial institutions and merchants can cooperate with China UnionPay and mainland non bank payment institutions in accordance with laws and regulations to provide convenient micro payment services for Taiwan compatriots.

11. Taiwan credit agencies can cooperate with mainland credit agencies to provide credit services for compatriots and enterprises on both sides of the Taiwan Straits.

12. Taiwan funded banks can cooperate with mainland counterparts to provide financial services for the real economy through syndicated loans and other means.

   2、 Gradually provide Taiwan compatriots with the same treatment as mainland compatriots in learning, entrepreneurship, employment and living in the mainland  

13. Taiwan compatriots can register for 53 professional and technical personnel vocational qualification examinations and 81 skilled personnel vocational qualification examinations (The Catalogue of National Vocational Qualification Examinations Open to Taiwan Residents is attached, and the specific practice measures will be formulated by the relevant departments separately).

14. Taiwan professionals can apply to participate in the national "Thousand Talents Plan". Taiwan professionals working in the mainland can apply to participate in the national "Ten Thousand Talents Plan".

15. Taiwan compatriots can apply for the National Natural Science Foundation, the National Social Science Foundation, the National Science Fund for Distinguished Young Scholars, the National Arts Fund and other fund projects. Specific measures shall be formulated by relevant competent departments.

16. Taiwan compatriots are encouraged to participate in the inheritance and development projects of Chinese excellent traditional culture, such as the Chinese classics reading project, cultural heritage protection project, intangible cultural heritage inheritance and development project. Support Taiwanese cultural and art circles and people to participate in mainland overseas brand activities such as Perception of China, Chinese Culture Year (Festival), Happy Spring Festival, and participate in the "Chinese Culture Going Global" program. Eligible cross-strait cultural projects can be included in the project resource pool of overseas Chinese cultural centers.

17. Support the nomination of various award projects in the economic, technological, cultural and social fields such as the China Charity Award, Plum Blossom Award, Golden Eagle Award, etc. covering Taiwan. Taiwan compatriots working in the mainland can participate in the selection of local model workers, "May Day" labor medals, technical experts, "March 8th" red flag bearer and other honorary titles.

18. Taiwan people may participate in the production of radio and television programs, films and TV dramas in the mainland without limitation.

19. There is no limit on the number of films and teleplays produced in Taiwan introduced by mainland film distributors, radio and television stations, audio-visual websites and cable television networks.

20. Relax the restrictions on cross-strait co production of films and TV dramas in terms of the proportion of main creators, mainland elements, investment proportion, etc; Cancel the collection of application fees for cross Straits film co production projects; Shorten the time limit for approving the story outline of cross-strait TV drama co production project.

21. Establish a green channel for Taiwan's book import business and simplify the import approval process. Taiwan books imported at the same time can go through relevant formalities with priority.

22. Taiwan compatriots are encouraged to join the mainland's economic, technological, cultural and artistic professional associations and trade associations and participate in relevant activities.

23. Support and encourage educational and cultural research institutions across the Straits to carry out research and application of achievements in Chinese culture, history, nationality and other fields.

24. Taiwan institutions engaged in cross-strait non-governmental exchanges can apply for cross-strait exchange fund projects.

25. Encourage Taiwan compatriots and relevant associations to participate in poverty alleviation, teaching support, public welfare, community building and other grass-roots work in the mainland.

26. Taiwanese students studying for a master's degree in clinical medicine in mainland universities can apply for taking the examination in accordance with the relevant provisions of the mainland physician qualification examination registration after taking part in the postgraduate study for one year.

27. Taiwan compatriots who have obtained medical qualification certificates in the mainland can apply for practice registration in the mainland in accordance with relevant regulations.

28. Qualified Taiwanese doctors can obtain the qualification of mainland doctors through accreditation. Qualified Taiwanese doctors can apply for registration in the mainland for short-term medical practice in accordance with relevant regulations, and can go through registration procedures again after the expiration.

29. When Taiwan compatriots who have obtained corresponding qualifications in Taiwan apply for securities, futures and fund practice qualifications in the mainland, they only need to pass the mainland laws and regulations examination, and do not need to take the professional knowledge examination.

30. Taiwanese teachers are encouraged to teach in mainland universities, and their academic achievements in Taiwan can be included in the work evaluation system.

31. In order to facilitate Taiwan compatriots to apply for jobs in the mainland, promote various personnel talent websites and online recruitment of enterprises to upgrade the system, and support the use of Taiwan ID card for registration and login.
