In order to further implement the spirit of the 19th National Congress of the Communist Party of China and the important thought of General Secretary Xi Jinping on Taiwan work, in accordance with the spirit of Several Measures to Promote Cross Strait Economic and Cultural Exchanges and Cooperation issued by 31 departments including the National Taiwan Affairs Office and the National Development and Reform Commission, and the relevant requirements of the Fujian Provincial Party Committee and the Fujian Provincial Government, Xiamen has taken the lead in planning and taking the lead in taking action in combination with reality, On April 10, the "Several Measures on Further Deepening Economic, Social and Cultural Exchanges and Cooperation between Xiamen and Taiwan" (hereinafter referred to as "Several Measures") was officially promulgated, providing the same treatment as Xiamen residents for Taiwan compatriots to study, start businesses, find jobs and live in Xiamen, and promoting the better and faster development of Taiwan funded enterprises in Xiamen. 60 specific implementation measures were launched.
The Several Measures (see the annex for details) are divided into five major parts and 60 articles in total: first, there are 23 articles (1-23 articles) on economic exchanges and cooperation, second, there are 10 articles (24-33 articles) on social and cultural exchanges and cooperation, third, there are 3 articles (34-36 articles) on Taiwan compatriots' study and internship in Xiamen, and fourth, there are 7 articles (37-43 articles) on Taiwan compatriots' employment and entrepreneurship in Xiamen; Fifthly, Taiwan compatriots have 17 articles (44-60 articles) on their living in Xiamen. The Several Measures implemented the "31 measures benefiting Taiwan compatriots", and expanded and extended them in combination with the characteristics of Xiamen.
According to the actual situation of Xiamen, 33 of the "Several Measures" have been launched first, first and foremost. These 33 measures have distinctive Xiamen characteristics and reflect the sincerity of Xiamen to give equal treatment to Taiwan compatriots and enterprises. Many of the measures are pioneering and innovative. For example, Taiwan funded enterprises and Taiwan compatriots can choose to use US dollars or RMB as the registered capital when they set up enterprises in Xiamen, and can enjoy the treatment of domestic funded enterprises in Xiamen's business activities (Article 7); Improve and upgrade the system equipment that cannot identify and read the information of the Taiwan ID card within the time limit, so that the electronic Taiwan ID card can be used equally with the mainland resident ID card in Xiamen (Article 45); Taiwan compatriots are encouraged to serve as mediators, arbitrators, jurors, probation inspectors, execution supervisors, procuratorial liaison officers, legal advisers, etc. in Xiamen (Article 49); During their stay in Xiamen, Taiwan compatriots can participate in basic endowment insurance for employees or endowment insurance for urban and rural residents (Article 53), etc.
In the process of formulating the measures, Xiamen held 9 forums for soliciting opinions, and solicited opinions and suggestions from hundreds of Taiwanese compatriots, Taiwanese businessmen, Taiwanese cadres, Taiwanese youth, Taiwanese teachers and students, Taiwanese teachers and students, and experts and scholars. There are mainly three aspects of problems and suggestions reflected by Taiwan enterprises: first, support the development of Taiwan enterprises in Xiamen, such as helping Taiwan enterprises to transform and upgrade, assisting Taiwan enterprises to solve the problem of labor shortage, and strengthening the protection of Taiwan enterprises' intellectual property rights. The second is to facilitate the schooling, employment and entrepreneurship of Taiwan compatriots in Xiamen, such as facilitating the enrollment of children working in Xiamen and Taiwan, recognizing Taiwan's professional qualifications and practice qualifications, relaxing the diploma and age restrictions for Taiwan compatriots in support policies, and improving the construction of youth and entrepreneurship bases across the Taiwan Straits. Third, it is convenient for Taiwan compatriots to live in Xiamen, such as simplifying the account opening procedures for Taiwan compatriots in mainland banks, allowing Taiwan compatriots to book hospital registration online with their Taiwan compatriots' cards, swiping their cards to enter the station and take the bullet train, self-service printing of boarding passes, etc. In the Several Measures, the opinions and demands reflected by Taiwan compatriots and Taiwan enterprises were fully absorbed, and targeted measures were proposed.
On the basis of "31 measures benefiting Taiwan compatriots", the Several Measures have added economic cooperation, social fields and other aspects. The measures are specific and highly operational, covering the equal treatment of Taiwan compatriots in Xiamen in terms of study, internship, employment, entrepreneurship, residence and life, as well as the liberalization of industry access, coexistence of industrial standards Various preferential policies in terms of financial support. It not only provides convenience for Taiwanese people to live in Xiamen in a wider range and at more levels, creating conditions for better and faster development of Taiwanese enterprises in Xiamen, but also helps promote the integrated development of Xiamen Taiwan industries, facilitates exchanges between Xiamen and Taiwan people, and fully embodies the concept of mutual benefit and win-win results.
Xiamen is close to Taiwan, connected by blood, language and customs. Whether in the past, now or in the future, Xiamen has always shouldered a major historical mission in cross-strait exchanges and cooperation, and has always played an important role as a "window" and "experimental field". Xiamen will continue to follow the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, keep in mind the mission of Xiamen Special Economic Zone, continue to forge ahead, take the initiative to take the lead and set an example in Xiamen's work with Taiwan in the new era, comprehensively deepen the comprehensive reform of cross-strait exchanges and cooperation, and build Xiamen into the region with the closest cross-strait economic and trade cooperation The most active platform for cross Strait cultural exchanges, the most convenient channel for cross Strait direct exchanges, and the most warm home for cross Strait compatriots. In order to further implement the spirit of the 19th National Congress of the Communist Party of China and the important thought of General Secretary Xi Jinping on Taiwan work, in accordance with the spirit of the document on Several Measures to Promote Cross Strait Economic and Cultural Exchanges and Cooperation issued by the National Taiwan Affairs Office and the National Development and Reform Commission, and in combination with the actual situation of our city, we are now going to further deepen economic, social and cultural exchanges and cooperation between Xiamen and Taiwan, and gradually help Taiwan compatriots learn, start businesses, find jobs We will provide the same treatment as Xiamen residents, promote better and faster development of Taiwan funded enterprises in Xiamen, and propose the following implementation measures.
1、 On economic exchange and cooperation
1. Taiwan funded enterprises in Xiamen participating in the "Made in China 2025" action plan apply the same policy as mainland enterprises. Taiwan funded enterprises and Taiwan compatriots are encouraged to participate in the development and construction of Xiamen Cross Strait Demonstration Zone for Cooperation in Emerging Industries and Modern Service Industries, Cross Strait Trade Center, Cross Strait Regional Financial Service Center and Xiamen International Shipping Center. Taiwan funded enterprises are encouraged to set up headquarters, R&D center, operation center, procurement center and logistics center in Xiamen.
All kinds of support funds set up by the municipal and district people's governments and various preferential policies issued by them are equally treated by Taiwan funded enterprises and Taiwan compatriots.
2. Help and support eligible Taiwan funded enterprises to enjoy preferential tax policies such as corporate income tax at a reduced rate of 15% for high-tech enterprises, additional deduction for R&D expenses, and full refund of VAT for Taiwan funded research institutions and R&D centers in Xiamen when purchasing mainland equipment.
3. Support Taiwan funded enterprises to participate in the construction of energy, transportation, water conservancy, environmental protection, municipal utilities and other infrastructure in Xiamen through franchise.
4. Support Taiwan funded enterprises to participate in the procurement of Xiamen municipal and district governments fairly.
5. Support Taiwan funded enterprises to participate in the mixed ownership reform of state-owned enterprises in Xiamen through joint ventures, mergers and acquisitions.
6. Taiwan funded enterprises and Xiamen enterprises are equally applicable to relevant land use policies. For the encouraged industrial projects invested by Taiwanese businessmen with intensive land use, priority should be given to the supply of land. When determining the base price of land transfer, it should be no less than 70% of the lowest price standard for industrial land transfer in Xiamen corresponding to the land grade of the location.
7. Taiwan funded enterprises and Taiwan compatriots can choose to use US dollars or RMB as the registered capital when setting up enterprises in Xiamen, and can enjoy the treatment of domestic funded enterprises in Xiamen's business activities.
If Taiwan compatriots come to Xiamen to start a business and invest in shares with their patents, proprietary technologies and other scientific and technological achievements at a fixed price, the proportion of the value of scientific and technological achievements in the registered capital is unlimited.
8. Support Taiwan funded enterprises and Taiwan compatriots to set up wholly foreign-owned international shipping, international ship management, international shipping cargo loading and unloading, international shipping container stations and yards in Xiamen area of China (Fujian) Pilot Free Trade Zone, and support international shipping agency business in the form of joint venture and cooperation. Taiwan's shareholding ratio will be expanded to 51%.
9. Support Taiwan funded bank business institutions registered in Xiamen area of China (Fujian) Pilot Free Trade Zone to operate RMB business.
10. Taiwan funded enterprises and Taiwan compatriots can operate entertainment venues in Xiamen area of China (Fujian) Pilot Free Trade Zone in the form of sole proprietorship, and can set up a sole proprietorship performance brokerage agency.
11. Taiwan construction enterprises that have obtained qualification (qualification) certificates in Taiwan can engage in relevant construction activities in Xiamen upon approval.
12. Vigorously promote the construction of Taiwan investment zones in Haicang, Xinglin and Jimei, encourage Taiwan funded enterprises in Xiamen to expand domestic demand market and international market, jointly participate in the construction of the "Belt and Road", and equally enjoy the relevant support policies issued by Xiamen in market development, overseas investment and other aspects.
Encourage the development of maritime express business to Taiwan, promote the construction of regional transfer centers and land and sea hub cities connecting Taiwan with Central Asia and Europe, and integrate into the construction of the "Belt and Road".
13. Actively help Taiwan's goods transit through Xiamen Port and export via China Europe Express, operate in accordance with the transit goods supervision mode, and speed up customs clearance.
14. Open cross-strait credit inquiry business in Xiamen, and promote cross-strait credit information interconnection. The Cross Strait Credit Service Center in Xiamen Area of the China (Fujian) Pilot Free Trade Zone was established to serve the credit needs of Taiwan funded enterprises, facilitate the financing loans of Taiwan funded enterprises through credit reports, and provide appropriate subsidies for the interest or guarantee fees of credit financing loans of Taiwan funded enterprises in the zone.
15. Taiwan funded banks in Xiamen are encouraged to cooperate with their counterparts in Xiamen to provide financial services for Xiamen's real economy through syndicated loans and other means.
16. Taiwan funded enterprises and Taiwan compatriots who come to Xiamen to hold exhibitions and conferences will equally enjoy the relevant support policies of Xiamen.
17. Independent legal persons registered in Xiamen by scientific research institutions, colleges and enterprises in Taiwan can lead or participate in the application of national key R&D projects and enjoy the same policies as Xiamen scientific research institutions, colleges and enterprises. Taiwan researchers employed by independent legal persons registered in Xiamen can apply as the person in charge of national key R&D projects (projects) and enjoy the same policy as Xiamen researchers. If Taiwan's intellectual property rights are transformed in Xiamen, they can enjoy Xiamen's intellectual property incentive policy.
Support Taiwan's private capital and institutions to participate in the construction of major projects such as the "Belt and Road" intellectual property operation and investment fund, cross-strait intellectual property banks, intellectual property operation service platform, intellectual property economic cooperation zone and new intellectual property think tank. Taiwan compatriots are encouraged to take the mainland patent agent qualification examination, and Taiwan compatriots are supported to register intellectual property service institutions in Xiamen.
18. Promote the implementation of "one city, two standards", gradually realize the inclusive coexistence of mainland standards and Taiwan standards in Xiamen, and absorb and adopt the content of Taiwan standards when formulating Xiamen local standards, especially if the standards in Taiwan are higher than those in the mainland. Taiwan standards should be encouraged to participate more in Xiamen's industry and industry development.
19. Taiwan funded enterprises and Taiwan compatriots engaged in agricultural production activities in Xiamen shall equally apply Xiamen's preferential agricultural policies. Land for production facilities and ancillary facilities directly used for or serving agricultural production by agricultural projects of Taiwan funded enterprises in Xiamen may be managed in accordance with relevant provisions on facility agricultural land.
20. Encourage and support the transformation and upgrading of Taiwan funded enterprises, provide assistance funds and policy support, and promote Taiwan funded enterprises to "retreat from cities to parks".
21. Accelerate the construction of the Taiwan Straits Tourism Service Center, Xiamen New Airport, and Phase III of the Wutong Dujin Passenger Terminal, improve the supporting software and hardware facilities, establish a more convenient direct air and sea transportation system between Xiamen and Taiwan, and provide a safe and convenient customs clearance environment for compatriots on both sides of the Straits.
22. Promote cooperation between Xiamen and Taiwan in customs, inspection and quarantine, food safety, and quality standard certification, and gradually realize mutual recognition of supervision, mutual assistance in law enforcement, information exchange, and comparison of test results.
Implement the "source management, port inspection and release" mode of rapid inspection and release of goods across the Taiwan Straits, establish a management system conducive to the development and standardization of third-party inspection and identification institutions, expand the credibility of third-party inspection results of imported goods in Taiwan, and promote the exchange and mutual recognition of safety regulatory information and results of food, agricultural products, and consumer goods across the Taiwan Straits.
Simplify the entry approval procedures for special goods from Taiwan, and carry out overseas risk assessment for entry special goods from Taiwan. If they meet the health and safety requirements, they can be reported and approved immediately.
23. Continue to promote in-depth cooperation between Xiamen and Beijing, and support cooperation in mutual referral, emergency response, public epidemic prevention, elderly care, medical education and training.
Build a special supervision area for inspection and quarantine of Xiamen Jinmen, and implement more convenient inspection and quarantine measures for Jinmen.
2、 On social and cultural exchanges and cooperation
24. Taiwan teenagers are encouraged to come to Xiamen to carry out study tours, participate in various summer camps and youth exchange activities, and the sponsor is subsidized in the form of awards instead of subsidies. Actively assist Taiwan institutions engaged in cross-strait non-governmental exchanges to apply for cross-strait exchange fund projects.
25. Encourage scientific research institutions, colleges and enterprises across the Taiwan Straits to jointly set up cross-strait cooperative research and development institutions in Xiamen, jointly build key laboratories, carry out basic research, cutting-edge technology and common key technology research, and jointly cultivate research and development teams and technical personnel.
26. Taiwan compatriots in Xiamen are encouraged to participate in such excellent traditional Chinese culture inheritance and development projects as the Chinese classics reading project, cultural heritage protection project, intangible cultural heritage inheritance and development project. Support Taiwanese cultural and art groups and people in Xiamen to participate in mainland overseas brand activities such as Perception of China, Chinese Culture Year (Festival), Happy Spring Festival, and participate in the "Chinese Culture Going Global" program. Eligible Xiamen Taiwan cultural projects can be included in the project resource pool of overseas Chinese cultural centers.
Taiwanese literary and art workers can work or study in Xiamen's literary and art troupes and research institutions, and can join various literary and art associations in Xiamen.
Taiwan compatriots are encouraged to participate in the construction of Minnan Cultural Ecological Protection Pilot Zone, participate in the protection and inheritance of Minnan cultural heritage in Xiamen, apply for representative inheritors of Minnan and Taiwan intangible cultural heritage projects at the municipal and district levels, and jointly inherit Minnan culture and excellent traditional Chinese culture.
27. Actively assist Taiwan compatriots in Xiamen to apply for various fund projects such as the National Natural Science Foundation, the National Social Science Foundation, the National Science Fund for Distinguished Young Scholars, and the National Arts Fund.
28. Encourage Xiamen Taiwan educational and cultural research institutions to carry out research and application of achievements in Chinese culture, history, nationality and other fields. Innovate the school running mode of Xiamen Taiwan cooperation, and expand the peer exchange and inter school cooperation between Xiamen and Taiwan schools at all levels. We will establish a talent training cooperation mechanism between Xiamen and Taiwan, and encourage Taiwan's high-quality vocational colleges to cooperate with Xiamen's vocational colleges and vocational education institutions to carry out vocational skills training and train professionals.
29. Actively assist Taiwan compatriots to participate in Xiamen's radio and television programs, film and television production in Xiamen, and relevant formalities. Xiamen Radio and Television Station, audio-visual websites and cable television networks are encouraged to introduce more films and TV dramas produced in Taiwan, and actively assist in reporting to higher authorities for approval.
30. Taiwan funded enterprises and Taiwan compatriots can set up high-end elderly care institutions in Xiamen in the form of sole proprietorship private non enterprise units.
Taiwan compatriots who meet the conditions can apply for private clinics and medical laboratory in Xiamen in the form of sole proprietorship.
31. Taiwan law firms are encouraged to set up representative offices in Xiamen. Xiamen and Taiwan are encouraged to cooperate to establish a legal identification mechanism to provide overseas legal identification services for relevant commercial activities.
Taiwan arbitration institutions are encouraged to set up contact points in Xiamen.
Encourage the cooperation of Xiamen Taiwan civil mediation organizations to provide mediation services for enterprises and individuals in Xiamen.
32. Taiwan compatriots are encouraged to join Xiamen's economic, technological, cultural and artistic professional associations and trade associations and participate in relevant activities. Support Taiwanese business associations, associations, industry associations, etc. to set up offices in Xiamen.
33. Encourage Taiwan to import books from Xiamen port and establish a green channel, simplify the import approval process, and give priority to relevant procedures.
3、 About Taiwan compatriots' study and practice in Xiamen
34. Under the guidance of the municipal and district education departments, Taiwan students make overall arrangements for schooling.
Kindergartens and primary schools shall be arranged by the education bureau of the district where they live.
A certain number of places are reserved every year in the junior high school of some municipal first level standard schools to enroll Taiwanese students.
Taiwanese students who take the secondary school entrance examination in Xiamen and achieve the minimum admission control line of ordinary high schools in that year can be selected and reported to the provincial level one high school in Xiamen according to their own wishes, and they will be admitted according to the parallel voluntary filing.
35. Taiwan student scholarships and grants shall be established.
Set up Taiwan student scholarships in Xiamen primary and secondary schools.
Set up special accounts for Taiwan student grants in Xiamen's colleges and universities to accept social donations to help Taiwanese students with difficult family conditions to complete their studies.
36. Encourage enterprises to provide more jobs to attract Taiwanese students for internship, and give Taiwan students internship subsidies and a monthly housing rental subsidy of 500 yuan (limited to one year) with reference to the standard of vocational internship subsidies for Xiamen graduates. Taiwanese students who come to Xiamen for internship for the first time (more than one month) from abroad will be given a one-time transportation subsidy of 2000 yuan.
4、 About the employment and entrepreneurship of Taiwan compatriots in Xiamen
37. Taiwan youth are encouraged to come to Xiamen for employment and entrepreneurship. The municipal and district people's governments have issued various preferential policies such as support for entrepreneurial projects, financing support, scientific and technological innovation, market development, production and business premises, and housing rent subsidies, which are equally enjoyed by Taiwan youth.
Taiwan compatriots may set up self-employed businesses in Xiamen to engage in business activities.
38. Xiamen provides at least 5000 jobs and internships for Taiwan compatriots every year. Taiwan compatriots enjoy employment subsidies provided by the municipal and district people's governments. Newly introduced Taiwan compatriots with full-time master's degree or above will be given a one-time living allowance of 30000 yuan per master (not more than 35 years old) and 50000 yuan per doctor (not more than 40 years old) after working in Xiamen for one year.
Taiwan compatriots may choose to apply for employment permits according to their personal needs.
39. Actively assist Taiwan professionals to apply for participation in the national "Thousand Talents Plan". Taiwan professionals working in Xiamen are encouraged to apply for participation in the national "Ten Thousand Talents Plan". Taiwan compatriots are encouraged to participate in the evaluation of Xiamen's distinguished experts or professionals. Taiwan's distinguished experts will be given a subsidy of 200000 yuan per year within 3-5 years, with a maximum of 1 million yuan in total. Particularly excellent experts can be increased to 300000 yuan per year, with a maximum of 1.5 million yuan in total. Xiamen is encouraged to employ Taiwanese professionals who are in urgent need in key industries, key projects and key disciplines, and whose annual salary is more than 4 times the average salary of urban employees in Xiamen last year, a subsidy of 25% of the annual salary paid by the employer, up to a maximum of 120000 yuan, will be given for the same talent. The cumulative subsidy for the same talent will not exceed 5 years.
Simplify the procedures for professional title evaluation. If Taiwan compatriots do not have personal resume files, they can use Taiwan compatriots' certificates or other supporting documents instead.
40. Taiwan compatriots are encouraged to register for the professional qualification examination for professional technicians and the professional qualification examination for skilled personnel in Xiamen. We will promote mutual recognition of professional qualifications of practitioners across the Taiwan Straits. Taiwan compatriots who have obtained the qualification to practice in the field of professional services in Taiwan can carry out professional services in Xiamen with the approval of certificates issued by relevant institutions in Taiwan.
Support Taiwan tour guides to renew their licenses in Xiamen.
Actively assist Taiwan compatriots who have obtained corresponding qualifications in Taiwan to apply for mainland securities, futures and fund practice qualifications in Xiamen.
41. Assist eligible Taiwanese students to take the mainland physician qualification examination. Assist Taiwan compatriots who have obtained the mainland doctor qualification certificate to apply for practice registration in Xiamen in accordance with relevant regulations. Support qualified Taiwanese doctors to obtain the qualification of mainland doctors through accreditation. Support qualified Taiwanese doctors to apply for short-term medical practice registration in Xiamen in accordance with relevant regulations, and go through registration procedures again after the expiration.
42. Enlarge the range of Taiwan compatriots applying for the examination of Xiamen public institutions. Taiwan compatriots who have the following educational qualifications and meet the requirements of job qualifications and recruitment brochures can participate in the recruitment examination for staff in the supplementary staff of municipal and district affiliated institutions:
(1) Degree (s) recognized by the state in mainland China;
(2) Obtained a master's degree or above in Taiwan and certified by the Ministry of Education of the People's Republic of China;
(3) Obtained a bachelor's degree or above from abroad, Hong Kong and Macao, and was certified by the Ministry of Education.
43. Taiwanese teachers who have obtained teacher qualification certificates in Taiwan can engage in music, sports and art teaching in kindergartens and ordinary high schools in Xiamen through special employment, purchase of services, short-term two-way exchanges, etc.
Efforts should be made to attract Taiwanese experts, scholars and teachers to Xiamen's universities and vocational colleges to engage in professional teaching. Academic achievements in Taiwan can be included in the work evaluation system.
5、 About Taiwan compatriots' living in Xiamen
44. Taiwanese youth who come to Xiamen for employment and entrepreneurship can apply for renting public rental housing in accordance with the Implementation Rules for the Administration of Taiwan Youth's Application for Xiamen Municipal Public Rental Housing.
45. Improve and upgrade the system equipment that cannot identify and read the information of the Taiwan ID card within the time limit, so as to realize that the electronic Taiwan ID card can be used equally with the mainland resident ID card in Xiamen.
46. Promote Taiwan funded financial institutions and merchants to strengthen cooperation with Xiamen UnionPay, and promote China UnionPay to establish a cross-strait business cooperation franchise in Xiamen. We will promote non bank payment institutions in Xiamen to expand their Internet business and strengthen business cooperation with Taiwan funded financial institutions and businesses. Financial institutions in Xiamen are encouraged to optimize financial services for Taiwan compatriots, facilitate card opening for Taiwan compatriots, and facilitate Taiwan compatriots to use electronic payment services in the mainland.
47. Taiwan compatriots who have lived in Xiamen for a long time may serve as members of the municipal and district CPPCC committees and attend meetings in accordance with the prescribed procedures, and may attend and watch the municipal, district people's congresses and CPPCC meetings in accordance with the prescribed procedures.
48. Actively assist Taiwan compatriots in Xiamen to participate in the evaluation of China Charity Award, Plum Blossom Award, Golden Eagle Award and other national economic, technological, cultural and social award projects. Taiwan compatriots and Taiwan funded enterprises can obtain various honorary titles awarded by Xiamen.
49. Taiwan compatriots are encouraged to serve as mediators, arbitrators, jurors, probation inspectors, execution supervisors, procuratorial liaison officers, legal advisers, etc. in Xiamen.
50. Taiwan compatriots living in Xiamen are included in the community workstation public service agency project service objects. Set up Taiwan compatriots service windows in communities with a large number of Taiwan compatriots to provide basic public services and Taiwan friendly policy advice. Set up green windows in areas where Taiwan compatriots gather to facilitate Taiwan compatriots to handle financial business.
51. Actively assist Taiwan compatriots and relevant associations to participate in poverty alleviation, education support, public welfare, community building and other grass-roots work in Xiamen.
